Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. Engineering Review Comments Page 3 of 5 1. Cover: a. Add WPO# under title. (Rev.1) Not addressed. (Rev.2) Addressed. b. Remove signature panel (not needed for WPO plan approval). (Rev.1) Not addressed. (Rev.2) Addressed. 2. Sheet 3.0: The narrative, sequence should mention the cleanout and conversion of sediment trap to a permanent basin. (Rev.1) Not addressed. (Rev.2) Acknowledged. Revise as necessary to account for area(s) draining to phase 2 sediment trap. (Rev.3) Addressed. 3. There appears to be 2+ acres drainage area that is not going to the sediment trap (ST1) and rather the drainage is divided between the two existing culvert inlets to the south. a. Please verify the area going to the silt fence first (no more DA than '% acre per 100 LF). [VAESC HB, 3.05] (Rev.1) Not addressed. (Rev.2) Addressed. b. May need to show diversion to IP or trap. (Rev.1) Not addressed. (Rev.2) Addressed. 4. Sheet 3.3: a. Label the inlet and/or sediment traps for this phase. Provide design & details. (Rev.1) Not currently addressed. The trap for ESC phase II will need to remain until conversion, so it still needs to be labeled and shown. The trap appears to be acting as a SB this phase with the riser & spillway present. Provide SB design & details if so, or ST #2 design & details for this phase. (Rev.2) Acknowledged; believe you will need to account for the additional drainage area (greater than 2ac) to sediment trap, and ST #2 design or alternative would be necessary. See comment D11 & D12. (Rev.2) Acknowledged. b. Show OP from pipe into basin. (Rev.1) Not addressed. (Rev.2) Addressed. c. Provide B/M for west slope. [VAESC HB, 3.361 (Rev.1) Acknowledged. d. (Rev.2) Provide low -maintenance ground cover (not grass) specified on the plans for the slopes highlighted or reduce slopes to be 3:1 or less. (Rev.3) Addressed. 5. Provide 5' (min) distance between bottom of slope and silt fence (or diversion) placement. [VAESC HB, 3.05; ACDSM]. (Rev.1) Not addressed. (Rev.2) Addressed. 6. Show offsite work in an easement. a. Obtain VDOT entrance permit prior to land disturbance. (Rev.1) Not addressed. Response: Entrance permit has been submitted to VDOT and is under review. (Rev.2/3) Acknowledged. 7. Provide cut/fill volume estimate. (Rev.1) Not addressed. Response: Cut/fill report will be included in the next submittal. The current design intent is for the site to balance when accounting for pavement sections and building foundation. (Rev.2) Acknowledged; adjust report as needed. 8. (Rev.1) Show the drainage area of sediment trap. (Rev.2) Addressed for ST#1. 9. (Rev.1) SF perimeter control should be placed here: (Rev.2) Addressed. 10. (Rev.1) Diversion perimeter control should be placed here: (Rev.2) Addressed. Engineering Review Comments Page 4 of 5 11. (Rev.2) Sheet 6.3: Account for the roof drainage area as well in sizing pipe 301. (Rev.3) Please update the table. 12. (Rev.2) Sheet 3.0, 3.2, 3.3: The area to sediment trap given does not account for the amount of area that will be draining to it during phase II. Please clarify & account for this area in the total volume needed for the design. (Rev.3) Acknowledged. Other: email comments (6/9/22): 1. Emergency spillway: Provide a 20' control section and extend spillway to channel. (Rev.3) Not addressed. Consider UD-3 ors/m/lar to drain underproposed sidewalk. 2. Provide safety fence & warning sign around sediment basin. (Rev.3) Addressed. 3. Extend the SP to IP at the ex. inlet 100. (Rev.3) Addressed. 4. C3.0 - Phase III, #6 mentions trap, change to basin. (Rev.3) Not addressed. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process: After approval, erosion and sediment control and stormwater management improvements must be bonded. The bonding process begins when the plan is approved, and the applicant submits a bond estimate request form and fee to the Department of Community Development. A plan reviewer will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted to the County, who will record the agreement. After bonding and agreements are complete, county staff enters project information in a DEQ database for state application processing, if a DEQ permit is required. DEQ reviews the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter, which must be posted at the construction site. Engineering Review Comments Page 5 of 5 After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants must complete the request for a pre -construction conference form and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
