Adding a planting area along the Rt. 250 frontage is recommended to achieve greater consistency with the EC landscaping requirements. Response: Per conversation with Planning Staff, the Landscape Plan has been revised to add a planting area along the Rt. 250 frontage to accommodate additional shrubs and trees. Refer to updated Landscape Plan. 2. To better screen the visibility of the proposed equipment from the EC, staff requires the following changes: a. Revise the landscape plan to provide one tree in the planting island east of the building and one tree in the planting island along the 5-space parking row near Riverbend Dr. b. Revise the landscape plan provide shrubs, 24" at time of planting, in the island near the entrance along Rt. 250 and along the 6-space parking row south of the building. Response: Both items are noted and revised as requested. 3. Revise the site plan to provide details on the color of the vacuums and pay stations. Colors that are mute would be appropriate. (The color that was approved for the Green Clean along Rt. 29 was gray (RAL 9006) for the pay stations, pay station awnings, vacuum arch, and vacuum producer). Response: Sheet CS-101 callouts have been update to indicate the pay stations and vacuums are to be gray (RAL 9006). 4. While signage is reviewed and approved by a separate submission, please note the following comment: Kimlep Horn Page 2 a. The signage shown on the north elevation (facing Rt. 250) is not integrated with the building's architecture. Staff recommends revising the sign placement to below the soldier course at the top of the building. Response: The sign placement has been adjusted to be below the soldier course at the top of the building as requested. See updated elevation in this resubmittal. Building Inspection 1. Add the following note to the general notes page: a. Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2018 Virginia Construction Code. Response: Sheet CA-101 GENERAL NOTES has been created. Note has been added to the "Building Inspection Notes" section as requested. 2. Add the following to the general notes page: a. All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Response: Sheet CA-101 GENERAL NOTES has been created. Note has been added to the "Building Inspection Notes" section as requested. 3. Add the following note to the general notes page: a. Buildings or structures built before January 1, 1985, must have an asbestos survey performed in order to apply for a demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their additional requirements and permits for demolition projects at 540-562-3580 x131. Response: Sheet CA-101 GENERAL NOTES has been created. Note has been added to the "Building Inspection Notes" section as requested. 4. Add the following note to the general notes page: a. All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s). The Albemarle County Building Inspections Department (ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s). The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. Response: Note #14 has been added to the "Utility Notes" section on sheet CA-101 as requested. Kimlep Horn Page 3 Communitv Develooment 1. [32.5.2 (s)] Please add the application number, SDP202200044, to the project title on Sheet CA- 100. State that this is minor site plan amendment #1 to SDP198700083 in the title. Response: The application number has been added to the project title as requested. The minor site plan amendment number has been added to the project title as requested. 2. [32.5.2 (s)] Provide a detailed project narrative on Sheet CA-100 under the Project Data that explains all site changes proposed with this minor amendment. Response: Project narrative has been added to sheet CA-101 under the project data section as requested. 3. [General Comment] Please add the Site Review Committee (SRC) signature panel (attached) to the cover sheet. Response: The Site Review Committee signature panel has been added to the cover sheet as requested. 4. [General Comment] Add a date of revision. Response: "REVISION AND REVIEW STATUS" table has been added to the cover sheet as requested. 5. [32.5.2(a)] For any adjacent parcels visible on the drawings, please show the property lines and include a label stating the owner's name, TMP number, zoning districts, and present uses. Show this information on Sheet CV-101 at minimum. Response: Labels have been added to sheet CV-101 as requested. 6. [32.5.2 0)(k)(1), 32.6.2(g)] Show all existing and any proposed easements. Include the recorded instrument reference for any existing easements shown on the plans. Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Response: There are no proposed easements. Existing easements have been added to sheet CV-101 as requested. Existing easement information has also been added to the cover sheet. 7. [32.6.2(i)] Ensure all parking spaces are identified and counted on the plans. Plan suggests there are 14 spaces provided, but only 11 are clearly identified. The parking spaces in the northeast and southeast corner are not appropriately delineated. Response: The parking spots in the site southeast corner are to be used as employee parking, see sheet CS-101 for updated callout. The northeast corner has one striped parking spot that will remain as -is. See sheet CS-101 for clarification. 8. [General Comment] Final site plan must comply with all applicable requirements of Section 32.6, 32.7 and 32.8 of the Zoning Ordinance prior to final approval. Response: Acknowledged. 9. [32.5.2 (a)] Provide a list of all recorded plats and deeds that apply to the property, including any new easement plats that may be recorded prior to approval of this minor amendment. Include any recorded instrument references/ownership information on Sheet CA-100. Kimlep Horn Page 4 Response: No new easement plats are proposed for this site. Existing easements have been added to sheets CS-101 and CV-101. Section on cover sheet titled "TITLE EXCEPTIONS" has been added, listing all recorded plats and deeds that apply to the property. 10. [32.7.9.5] Provide additional landscaping along Route 250 as well as in the proposed planting islands. Provide street trees and shrubs along 250. See ARB comments below for additional information. a. [32.7.9.5(d)] Location and spacing of street trees. Street trees shall be planted with even spacing in a row within the public street right-of-way or adjacent to the public street right-of- way if not permitted therein by the Virginia Department of Transportation, and within the private street right-of-way. One large street tree shall be required for every 50 feet of street frontage, or portion thereof, if 25 feet or more. Where permitted, one medium shade tree shall be required for every 40 feet of road frontage, or portion thereof, if 20 feet or more. If required street trees cannot be planted within the parking setback or within ten feet of the street right- of-way due to sight distance, utility easements or other conflicting requirements, then the planting strip shall be enlarged to accommodate the trees. If this requirement creates a hardship by causing the relocation of required parking spaces, then the additional planting area may be counted toward the interior landscaping requirement. b. [32.7.9.5(e)] Shrubs along public streets. When a parking area is located so that the parked cars will be visible from an off -site street, the agent may require additional planting of low street shrubs between the street and the parking area, subject to the following: i. Minimum size of shrubs. Shrubs shall be a minimum of 12 inches in height when planted. ii. Spacing of shrubs. Shrubs shall be in a single row planted five feet on center. iii. Alternatives. The agent may authorize different landscaping designed to minimize the visual impact of the parking area. Response: Per conversation with Planning Staff, the Landscape Plan has been revised to add a planting area along the Rt. 250 frontage to accommodate additional shrubs and trees. Refer to updated Landscape Plan. 11. [32.7.8 and 4.17] Provide footcandle measurements within the property and along all property lines. Use a light loss factor of 1.0 to determine footcandles on site. Response: A light loss factor of 1.0 is now being used to determine footcandles on site, see sheet CLA01 for updates. Fire Rescue 1. During demolition and/or construction, the following fire prevention steps are required, so please note them on the plan: a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. Kimley>>> Horn Page 5 c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, including access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code. e. An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f. Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance v%fith the Virginia Statewide Fire Code. g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code. h. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office. Response: Sheet CA-101 as been created. A section titled "Fire Rescue" has been created and these notes have been added as requested.
