For the record, I have no concerns with regards to signing the subdivision plat.
Ana, please do not release any of the bond until further notice. I think we need to revise our BIR comment letter to

Hi Mark
A little clarification. I think the Corps and DEQ can come up with a solution on the culvert issue without having to have
them tear it out and start over.
Our bigger concern is the stream work that has occurred upstream of the culvert. I am not sure if this helps with the plat
issue I have heard about. But that is why I am writing. Let me know if you have any questions.

Justin,
I took a look at the pictures you provided, and also the pictures taken by DEQ staff. The culvert does not appear to be
appropriately countersunk, but not so bad that we would require you to remove and re -set. We can talk about
measures to raise the elevation of the channel slightly up and downstream of the culvert. There appears to be some
significant stream channel work upstream of the culvert which I am not sure was authorized. I will be out all next week,
so I would like to schedule a site visit on the week of 8/14. 1 will be over in Charlottesville the morning of 8/15, so
maybe after lunch?

I know you've gotten a few calls on this, and I'm not sure if Vinny forwarded this to you or not. After speaking with the
County they said either USACE or DEQ could confirm the install so I went ahead and sent it to Vinny as I had spoken with
him about this previously and it seemed like he had some time to deal with this issue this week. I noticed in your email
you had mentioned sending DEQfolks out to get pictures, we do have some (attached) and we can get more. Do these
pictures help clarify the situation? I think there is a little more restoration to do where the old crossing was but overall I
think its pretty close. Let me know your thoughts if you have a moment, the County (Mark Graham) just wants to know
there are no major issues and i think it just looking for a phone call from you or Vinny.

Hello Vinny,
Following up on the conversation we had the other day on the 10x10 box culvert. That project is out in Glenmore and
has an SPGP. The plans called for countersinking but I think due to the fact that the stream bottom was in the rip -rap
area of the old crossing (3 48" pipes shown on sheet 2) the invert as set didn't end up 6" down. The contractor has made
some repairs and may need to do a little more rip -rap work around the entrance/exit. The County wants to confirm that
as built the culvert would not need to be removed/replaced to satisfy the permit requirements. Could you take a quick
look at the plans (showing the old and new crossing) and the pictures and confirm that any additional work required
would be limited to rip-rap/stream repairs not culvert adjustments? Note the water level is very low right now.
