The Planner for the Planning Services Division of the Albemarle County Department of Community Development
will recommend approval of the plan referred to above when the following items have been satisfactorily
addressed. (The following comments are those that have been identified at this time. Additional comments or
conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable
reference to the Albemarle County Code.]
1. [34-302(A)3] Provide the width, names, location, and deed book and page numbers for the adjacent streets to this
dedication - Old Lynchburg Road and 5' Street.
2. [14-302(B)1] Provide the date of last revision of the plat on all future submittals.
3. [34-303(A)] The statement of title and the owner's approval (statement of consent to division) both reference TMP
76-46AA; however, the subject parcel of this plat is TMP 76-54. Revise these statements to reference the correct
parcel.

2. Note: Once Right -of -Way dedication is approved /recorded, Fifth Street Forest LLC may need to coordinate prior -
approved development plans or current land disturbance on parcel 07600-00-00-05400 with VDOT if active land
disturbance occurs within public RW (public RW is proposed to expand into TMP 07600-00-00-05400, with this plat).

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Foresight Survey, dated 2
February 2022, and offers the following comments:
1. The proposed dedication plat is consistent with the site plan and roundabout
configuration from the Developer's engineer. Our SMART SCALE concept shows
significantly more RW (fee & easements) required for our proposed roundabout,
including the SWM concept. We are beginning our survey for the roundabout project,
and are 10-12 months from being in a position to make refinements to our concept
(preliminary engineering level plan).
2. An existing SWM basin exists on Old Lynchburg Road and we may be able to expand it
to reduce impacts to the development site, but it is too early to be certain of this.
3. Add a note: "VDOT will only maintain within public easements to the extent necessary to
protect the roadway.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
