Re: Maple Grove Christian Church Expansion
Dear Mr. Nelson:
The plan, entitled "Maple Grove Christian Church Final Site Plan" dated June 20, 2002, last revised
October 18, 2002, is hereby approved for construction. One set of the approved plan is enclosed for your
records. Any previously approved plan is voided with this approval. This approval is for basic compliance
with the General Water & Sewer Construction Specifications of the Albemarle County Service Authority and
does not relieve the contractor from responsibility for his work as it relates to the plan and specifications.
The Albemarle County Service Authority requires that a copy of the approved construction plan be on
the job site. It is the contractor's responsibility to mark up a copy of the approved construction plan showing
as-built information and provide this data to your client at the completion of utility installation. Final as-built
plan shall be submitted in a digital format.
A preconstruction conference shall be scheduled with the project manager to ensure coordination
and answer any questions. This will be a short meeting to review the project, materials, test methods and
schedule, in order to expedite construction. Please have the proper party call me at 977-4511 to schedule the
meeting.
This approval is valid for a period of eighteen (18) months from this date. If construction is not in
progress at the end of this time period, the approval shall be void.
(The pressure for water may exceed 80 psi at some meter locations). If you have any questions or if
we can be of assistance, please advise us.

Attached you should find one copy of the site plan revised as per your latest written

Please note that the applicant must replace or relocate any of the 2 inch maple trees
along the frontage of the property that may have to be removed when work is done within
the area designated for right-of-way designation. This includes that one that is located
farthest west.
The site plan has been revised as requested. Sheets 3/11, 4/11, 5/11, 6/11, & 8/11 have a
note stating that the western most tree will be either replaced or moved close by if any
improvements were to impact it. Sheet 8/11 also has a more general note indicating that
the owner agrees to either replace or move to another near-by frontage location any of the
2 inch maples that may be negatively impacted by either improvements within the site or
the dedicated right-of-way.

Request for Tentative Approval—Second Submittal
Attached you should find two copies of the Final Site Plan revised as per your
written comments of 9-17-02. One copy has been hi-lited to quickly show the
revisions that were performed in response to your comments. Below is a list of your
comments and our responses.
1. The phasing must be coordinated to account for the proposed timing of all
landscaping and other site improvements. Otherwise the Department of Building
Codes and Zoning Services may require bonding of all incomplete site work prior to
issuing a Certificate of Occupancy for the first completed building or expansion.
We added a note on Sheet 9/11 indicating that all proposed planting was to be
installed as a part of the Phase 1 installation—except for the trees that are to be
located in the middle islands of the rear most parking lot. Those trees are
labeled (on sheet 8/11)as part of the Phase 2 installation.
2. The following discrepancies have been identified between numbers of items that are
provided in the Plant List and those that can actually be found on the plan. The
discrepancies are as follows: 14 White Pines are listed and 12 are shown; 16
Leyland Cypress are listed and 15 are shown; 12 Virginia Red Cedars are listed
and 15 are shown; and 10 Green Giant Arborvitae are listed and 11 are shown.
We checked these numbers and found the following:
• 14 White Pines and 16 Leyland Cypress are shown on the planting plan —
we have hi-lited them on the plan.
•
• We have corrected the listed number of Virginia Red Cedars to reflect
the 15 that are shown on the plan (hi-lited).
• We have corrected the listed number of Green Giant Arborvitae to reflect
the 13 that we found shown on the plan (hi-lited).
3. Please note that the applicant must replace any of the 2-inch maple trees along the
frontage of the property that may have to be removed when work is done within the
area designated for right-of-way dedication.
We have revised the planting plan (sheet 8/11)to reflect the fact that the existing
2 inch maple (located closest to the existing entrance) is to be moved slightly to
the side so as to make room for the widened entrance—while still performing as
a street tree.
4. Identify the locations of the tree protection fencing that is mentioned in the
conservation plan list.
We have added tree protection fencing as shown on sheets 5/11 and 6/11. The
top of the page contains a legend showing the graphic symbol used for the
fencing.
5. Provide low screening shrubs around the HVAC equipment facing the residential
properties located to the east.
Sheet 1/11 already contains a note addressing this issue. It is approximately in
the middle of the page under the category "Notes". The note goes on to explain
how the applicant would prefer to use opaque fencing as a means of reducing
both the visibility of the unit as well as the sound emitted from it.
6. Provide screening around the biofdter adjacent to the residential property located
to the south.
As I mentioned in our phone call last week, the Bio-filter will be heavily
landscaped in a plant material that the Engineering Department has deemed as
appropriate for that type of water quality use. With that in mind, I think it is
safe to say that the bio-filter will not be an objectionable feature in appearance—
and will blend in well with the other landscape portions of this site.
7. Recordation of a final subdivision plat combining the parcels that comprise this
site.
The plat has been revised as per your written comments of September 18, 2002
and is being resubmitted to you at this time. Once you have approved the plat,
we will have it recorded and then submit a copy of the recordation receipt to you
for your files.

Final tentative approval from the Department of Building Code and Zoning Services will be subject to
the following conditions: (The following conditions are those that have been identified at this time.
Additional conditions may be added or eliminated based on further review.)
1. [32.5.6(a)] [SP 02-09] Please note the conditions of the Special Use Permit exactly as they appear in
the action letter from the Board of Supervisors dated June 27, 2002.
2. [32.5.6(d)] Disturbance of critical slopes requires approval from the Planning Commission.
3. [4.12.6.2] One-way circulation requires Planning Commission approval.
4. [4.12.6.5] When scaling the distances, there appear to be 22'travel aisles between rows of 9'wide
parking spaces. This may be acceptable for existing parking spaces but all proposed new 9'wide
spaces, including proposed restriped spaces, must meet ordinance requirements for 24'travel aisles.
5. [32.6.6(j)] The proposed luminaire does not appear to be full cut-off. The diagram provided suggests
that there will be horizontal light spillage.
6. [32.6.6(c)] Proof of legal recordation of the boundary adjustment.
