August 11, 2022 County of Albemarle I Community Development Department Planning Services RE: COMMENT RESPONSE to 1st Review, SUB202200121, Crozet Self Storage BLA & Easement Plat TO: Mr. Kevin McCollum, Sr. Planner Mr. David James, Mr. Douglas McAvoy Please find below our responses to review of the plat referenced above (Crozet Self Storage BLA / Easement Plat); we appreciate your comments and review. Included (below) are comments provided by Albemarle County with responses (in red), accordingly: [General Comment] Given the comments provided on 7/21/2022 for Final Site Plan application SDP202200007, revise the plat accordingly to include any changes or revisions to proposed right of way areas and any additional changes necessary. VDOT comments and collaboration with Engineering team incidental to Right of Way considered. Right of way'take' areas remain as previously submitted. See subsequent comment responses as relevant. a. Dedicate the necessary right of way and label it as "future county addition" for a shared use path extending from Brownsville Rd to Crozet Ave. Addressed. 'Future County Addition' added to annotation for expanded right of way adjacent to US 250 / Rockfish Gap Turnpike. b. Revise any acreage counts accordingly. Areas remain as previously shown for'Parcel X' and 'Parcel Y. 2. [14-302 (13)(1)] Please add a date of last revision. Addressed. 'Last Revised' date added. 3. [14-302(B)(5)] Include a note that the property is subject to the Steep Slopes (Managed) Overlay District. Remove note 11 and correct the labels on the plat. Critical slopes only apply to land outside of the development areas. Addressed. Note 11 removed and replaced with language described above. 4. [14-303(L)] New public stormwater facility and drainage easements will require a deed of dedication to be recorded with the plat. Once all revisions to the plat have been made, staff from the Engineering Division will draft the deeds and transmit them to the applicant. When the plat is ready to be submitted to the County for signature/approval, signed hard copies of the deeds will also need to be submitted so that the County Executive and County Attomey can sign them. Please contact Engineering Division staff directly if you have further questions. Noted. CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIs I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES Comments from Other Reviewers: Albemarle County Engineering Services (Engineer) — David James, diames2galbemarle.org — Requested changes, see below. 1. The 20' & var. width drainage easement should be labeled public instead of private (E9 thru E18). Addressed. Easement now annotated as 'Public'. 2. The easement should be called `SWM FACILITY EASMENT' (El thru EC14). Addressed. Easement label content changed from Stormwater Management to'SWM'. 3. The SWM facility easement should be offset another 10' outward and terminate the easement at the right-of-way line. Addressed insofar as easement now extends to US 250 right of way line. 4. The outfall SWM facility easement should be 20' minimum width (El, E2, E5) and remove the 10'easement label & arrow. Addressed. Easement has been expanded each direction, 5 additional feet northwesterly and now extends entirely to US 250 right of way line to the southeast (10 feet clearance northwesterly provided from proposed drainage pipe) 5. Revise area total for SWM facility easement. Addressed. New Area presented on revised plat submitted (being 0.115 AC or 5025 SF) 6. Change labels `CRITICAL' Slopes to `MANAGED' Slopes. Addressed. 7. Include Line Table information for E12 thru E22, etc. Addressed; these line labels were previously presented although the table header was omitted for column 2. Headers provided now for both columns. 8. EC15 line should be removed. Addressed. 9. Sign professional seals and update dates. Noted; Surveyor seal to be signed (wet) upon distribution of plat for owner signature and subsequent county approval. VDOT Comments: 1. Discussions between VDOT and Albemarle County (re: SDP-2022-00007) may make the right-of-way dedication along Rte 250 irrelevant, requiring it to be removed. Per County comments, 'new' Right of way shall remain as previously shown with addition of note stating'Future County Addition' for areas adjacent to US 250 / Rockfish Gap Tpke. If the right-of-way dedication along Rte 250 is required, it will need to be deeded to the Commonwealth. Charlottesville Residency will coordinate this between the Developer and Culpeper District Right -of -Way Section. Noted. 3. Change the label of the sight -distance easement to "Public Sight Distance Easement." Addressed. 4. Add a note: " VDOT will only maintain within the sight -distance easement to the extent necessary to protect the traveling public." Addressed. 5. Private storm water systems that carry storm water from public roadways, such as the system going from the north end of the building to the SWM Facility and from the SWM Facility to the southern property line, need to be within a public drainage easement to the point of natural outfall. Addressed. 6. As drawn, the public easement around the SWM Facility is inaccessible because it does not start at the property line, and there are no public easements leading from the property line to it. Resolving Comment 5 will likely solve this problem. Addressed. 7. Add a note: "VDOT will only maintain within the drainage easements to the extent necessary to protect the road." Addressed.
