I understand that the plat is still under review and comments still need to be addressed--I was not suggesting
you all were just waiting on the road. My goal is to make sure I'm getting you everything you need on the road
now so that when the road is completed, you will be in a position to quickly release the plats. Sorry for the
confusion.

There were comments outstanding and comments are due on the latest revision next week. We simply were
not just waiting on the opening of the road, there were/are other issues with the plat. Once all of those are
addressed, in addition to the road opening and meeting that proffer requirement, we will approve the plat.
Frank will advise on whether or not the road is ready for the plats to be approved as well.

earlier. It appears that everything has been bonded, but this is my first subdivision that I've reviewed that has
improvements falling under the Sections of Chapter 14 requiring bonds, agreements, etc.

We received the revised plat on April 5th, so our standard 21-day review policy has comments set to go out on April
26`h. I have not had a chance to review the revised plat yet as we are very busy with plan reviews right now.The review

any comments or approvals from them.

I'm following up on the status of the construction of the road improvements to Carroll Creek Road near Glenmore K2C II.
I've attached a copy of a map of the subdivision, and the segment highlighted in purple is what I'm interested in. Is that
work near completion? It's my understanding that the bridge replacement and other associated improvements were
approved and bonded through WP0201600059, and that WP0201600008 is for the new streets in Phase K2C II. Thanks!

Both the Carrol Creek Road project and Glenmore K2C II project have been bonded and given a preconstruction meeting
on 11/28/16. Work started on E&S initial controls on 12/6/16.
Currently I have the Carrol Creek Road project (WP02016-00059) working to replace the existing bridge on Carrol Creek
Rd. At this point all E&S measures have been installed/inspected and approved the stream has been diverted to allow
the bridge foundation to be installed, which is where the project currently stands.
The other side of this project Glenmore K2C II (WP0201600008) work has been limited to installing the initial E&S
controls.The developer has been focused on the Carrol Creek Road project.

I am reviewing a final plat for Glenmore Leake Phase K2C-II right now and I am trying to verify whether one of the
proffers has been satisfied for this phase.As part of ZMA200600016, the developer was supposed to install an upgraded
road connection at Carroll Creek near the sewage treatment plant. The applicant was sent a letter on August 6, 2014
stating that the County would need to approve road plans by December 31, 2015 and road construction must be
completed by December 31, 2016. Has that project been completed yet?

Dear Mr. Langille,
Regarding the comments provided by you on the instance of February 10, 2017, I offer the following
responses:
Community Development:
Conditions of Preliminary Approval(from letter dated October 2, 2015)
1. [ZMA2006-016 Proffers]As part of the rezoning, the bridge over Carroll Creek was to
be built. The zoning administrator and all parties agreed to a timeline for the
construction of this bridge, however to'date these milestones/timelines have not been
met. See attached letter for further information. Final plats in accordance with this
letter will not be approved until the road is built.
a. Final: Comment not addressed. Planning has verified with the Zoning
Administrator and the County Engineer that the road plans have been
approved since the preliminary plat approval for K2C-II. As of February 2017,
the road has been bonded and construction is nearly complete. The Planning
Division will continue to review the plat, but final approval will not be granted
for any lots in K2C-1I until the County Engineer verifies that all milestones
have been met and the road is constructed according to the approved road
plans and is open for traffic.
• Acknowledged.
New Comments (final plat)

2. [General Comment] Please state the development density on the cover sheet.
• A reference to 110 dwelling units has been added to the Zoning Note on the Cover Sheet.
A table has been provided as well that shows the number of dwelling units per each
subsection of Section K.
3. [General Comment] Please state the maximum building height permitted on the
Cover Sheet, as approved by ZMA200600016.
• It has never been a requirement for final plat approval to state the maximum
building height permitted.
4. [General Comment] Please state the minimum number of parking spaces
required per lot in accordance with Section 18-4.12.6.
• It has never been a requirement for final plat approval to state the
number of parking spaces allowed.
5. [ZMA2006-016] Please provide an updated lot summary for Glenmore K2 that
accounts for the 24 proposed lots in Phase 1 of K2C-II. A lot summary was provided
on the Cover Sheet of the preliminary plat for K2C-II, which can be referenced as an
example. As a reminder, the proffers of ZMA2006-016 limit the total number of single
family units in Glenmore K2 to 110. All previously recorded lots in K2 must be
mentioned in the requested lot summary.
• See note 2.
6. [ZMA1994-026;ZMA2006-016; 14-302 (B)(8)] Please amend the setbacks stated on the
Cover Sheet to include the exact language as approved in the textual statement of
ZMA1994-026 and ZMA2006-016.
• Both ZMA1994-026 and ZMA2006-016 have been referenced in the Setback Note.
7. [14-302 (A)(2)] Please amend the vicinity map on Sheet 1 so that the hatching is
located over the Phase K2C-II area. The hatching is currently over top of Lots 9-16 in
Phase K2B.
• The hatching has been revised on the Vicinity Map.
8. [14-302 (A)] Please identify what type of easement "SWM" is in the Legend on Sheet 1.
• SWM denotes Stormwater Management Easement.
9. [14-302 (A)(4) and(A)(5)] The Cover Sheet lists several existing easement that are not
shown on the drawings. There is also no deed book and page number for these easements on
the cover sheet. Please explain, and amend the drawings as necessary.
• The easements referenced in the Easement Legend on the cover sheet have not yet been
recorded. Those easements will be recorded with the previously reviewed and approved
Offsite Easement Plat. Once the plat has been recorded,the instrument references will
be added to this plat.
10. [14-302 (A)(4) and(A)(5)] On the utility and stormwater drawings,please label all
proposed public easements and state "dedicated to public use. "Please state the
proposed owner of each private easement, and label the easements as private.
• All owners have been referenced with parenthesis in the legend. Typically,the owners
of the easements will either be ACSA or Glenmore Community Association with the

. occasional lot noted when a sanitary lateral easement is being granted. Currently, none
of the easements shown on the plat are to be dedicated to the public.
11. [14-302 (A)(8)] A portion of Open C is mislabeled as Open Space B on Sheets 2, 3, 4, 7,
and 10,please amend
• Open Space C has been corrected.
12. [14-302 (A)(9)] Please add a note stating "All lots contain one building site that complies
with Section 4.2.1 of the Albemarle County Zoning Ordinance. "
• The note"ALL LOTS CONTAIN A BUILDING SITE THAT COMPLIES WITH
SECTION 4.2.1. OF THE ALBEMARLE COUNTY ZONING ORDINANCE," has been
added to the plat.
13. [14-302 (B)(5)] Please list the proffers on a plan sheet as approved through
ZMA2006-00016, Glenmore, K2, Leake Property.
• No proffers have been listed on the plat. Listing proffers on a plat has never been a
requirement for final plat approval in Albemarle County.
14. 1[14-302 (B)(5)] Please remove the words "Code of Development"from the zoning
district note on the cover sheet. ZMA2006-016 did not feature a code of development,
just proffers.
• Code of Development has been removed from the Zoning Note.
15. [14-302 (B)(5)] Note 5 on the Cover Sheet states that managed steep slopes are located on
the property. Per the approved preliminary plat for K2C-II(SUB201500150) and Albemarle
County GIS, the property contains preserved slopes. Please amend the note.
• The steep slopes note has been amended from managed to preserved slopes.
16. [14-302 (B)(6)] Please be consistent with showing the accurate property lines of adjacent
lots that are recorded, and include the deed book and page number of all adjacent lots in
K2B and K2C. For example, Sheet 2 does not show lots 10-15 in phase K2B, but sheets 7-10
do.
• The lot lines are shown on the plat. It is unnecessary to list the instruments of record for
the adjoining lots in a subdivision according to the county checklist for Subdivision
Plats. A Tax Map and Parcel Number along with the lot number as sufficient.
17. [14-302 (B)(6)] The TMP numbers shown on Lots 25-27 on the East side of Carroll Creek
Road across from Lot 28 are incorrect. Please amend on all applicable drawings. The
TMP should start as 093A5, not 093A4.
• TMP 093A4 has been corrected to TMP 093A5.
18. [14-302(B)(6)]On Sheets 2, 6, 7, 9, and 10, the TMP numbers shown in the property labels
for Lots 11-16 have too many zeroes. For example, Lot 11 is TMP 093A5-K2-0B-01100.
Please amend on the next submittal.
• The extra 0 has been removed.
19. [14-302 (B)(6)] Please adjust the property label for TMP 093A5-K2-0C-000A0 on Sheet
5 because it overlaps with easement lines.
• Though unnecessary,the label has been moved.

20. [14-302 (B)(7)] I .e amend Note 10 on Sheet 1. The Mic Rivanna River
Watershed is not a water supply watershed
• References to the Water supply watershed have been removed.
21. [14-302 (B)(9)] Please add a leader to all labels for Flood Zones A and X shown on
the drawings. The line types are similar and the labels overlap which makes it difficult
to distinguish where zones end/begin.
• Leaders have been added to delineate the limits between Zone X(unshaded) and
Zone A.
22. [14-303 (D)] The acreage given for the parent tract in the area tabulations on the
Cover Sheet is incorrect. Per the recorded plat, DB 4694,pp 79-82, and Albemarle
County GIS, TMP 093A5-00-00-00100 is 42.420 acres. Parcel A measures 38.308 and
Parcel B measures 4.112. Please amend the plat labels and calculations as necessary
so that the residual acreages shown are correct following platting of the residential
lots.
• The total acreage shown on the subdivision plat was predicated on the previously
reviewed and approved Boundary Line Adjustment Plat that is to be recorded prior
to the recordation of the Phase 1 Subdivision Plat.
23. [14-303 (E)] Please re-word the labels for Drumin Road and Fenton Court so they
state "50'Right-Of-Way Private Street Easement. "
• "50' Right-of-Way Private Street Easement"was not be added to the subdivision
plat because that naming convention has not been applied to all of the previously
created private right-of-ways.
24. [14-303 (GM Please state who will own and manage the open space parcels.
• A note has been added stating that"THE OPEN SPACES SHOWN HEREON ARE
TO BE OWNED AND MAINTAINGED BY THE HOMEOWNERS
ASSOCIATION."
25. [14-317] Instrument evidencing the maintenance of certain improvements. Either
provide the recorded HOA documents for the maintenance of the open space,proposed
private streets, trails, easements, and any other improvements in K2C-II or provide an
instrument for review and approval by the County Attorney for the maintenance of these
improvements.
• References to Deed Book 1224 Pages 402-493 (Covenants, Conditions and
Restrictions) and Deed Book 1534 Pages 477-480 (Amended Covenants, Conditions
and Restrictions) have been added to the Sources of Title/Plat References.
26. [14-400] Glenmore has a required rear setback of 10'for all lots that do not back up
to open space parcels. Please amend the rear setbacks shown on Lots 48, 56, and 57
on the next submittal.
• The rear setbacks have been amended accordingly.
Albemarle County Service Authority:
1. Provide DB and Page references for SSE1-X-20 and WE2-X-VAR (from the previously
reviewed plat).
• Deed Book and Page references will be added to the plat once the offsite easement

2. Sheet 5: SSE-4 X 20 DB and Page reference is not provided.

3. Fire hydrant easements are not sufficient. The easement should extend 10'off all sides
of the fire hydrant(20' wide and extending 10'behind fire hydrant).
• All of the water easements have been reviewed and revised accordingly to insure
that they 5' behind and 5' either side of the water meters and 10' behind and 10'
either side of the fire hydrant assemblies and blow offs.
4. Sheet 3:Additional sewer easement required on the sewer located in open space.
• Sanitary sewer easements have been platted to the existing sanitary sewer
easements.
Virginia Department of Transportation:
1. The Department of Transportation, Charlottesville Residency Transportation and
Land Use Section, has reviewed the above referenced plan as submitted by Roudabush
and Gale, dated 13 December 2016, and finds it to be generally acceptable as it
proposes private roads that connect to an existing private road network
• Acknowledged.
2. A VDOT Land Use Permit will be required prior to any work within the right-of-
way. The owner/developer must contact the Charlottesville Residency
Transportation and Land Use Section at (434) 422-9399 for information
pertaining to this process.

The stormwater agreement has been approved by the county and it will be recorded at the clerk's office this week. The
nutrient credit agreement has been executed and approved.

Water and sewer bonds for Glenmore K2C- II - Phase 1 and Carroll Creek Road. Plats cannot be signed.
Todd Shifflett will apply for your DEQ permit and he will let you know when you can schedule a pre-construction
meeting

Hi Sheila,
I am one of the new planners in the Community Development Department, and I was given your contact information by
the other CDD staff members regarding a question about TMP numbers in the Glenmore subdivision.The Albemarle
County GIS web-portal does not show the lot boundaries or TMP numbers for a few lots in Phase K2B, specifically lots 8-
16.There are nine (9) residential lots and a 0.527 acre open space parcel in this phase.The plat was recorded on
10/25/2016 in Deed Book 4831, pages 419-425. I have attached a copy of the recorded plat to the email.
We have a new subdivision plat in review for an adjacent phase in Glenmore. I am trying to verify that the TMP numbers
which are shown for lots 8-16 in Phase K2B are correct. Any information you can give me will be a great help.

Good morning Frank,
Both the Carrol Creek Road project and Glenmore K2C II project have been bonded and given a preconstruction meeting
on 11/28/16. Work started on E&S initial controls on 12/6/16.
Currently I have the Carrol Creek Road project (WPO2016-00059)working to replace the existing bridge on Carrol Creek
Rd. At this point all E&S measures have been installed/inspected and approved the stream has been diverted to allow
the bridge foundation to be installed,which is where the project currently stands.
The other side of this project Glenmore K2C II (WPO201600008)work has been limited to installing the initial E&S
controls.The developer has been focused on the Carrol Creek Road project.

I am reviewing a final plat for Glenmore Leake Phase K2C-II right now and I am trying to verify whether one of the
proffers has been satisfied for this phase.As part of ZMA200600016,the developer was supposed to install an upgraded
road connection at Carroll Creek near the sewage treatment plant. The applicant was sent a letter on August 6, 2014
stating that the County would need to approve road plans by December 31, 2015 and road construction must be
completed by December 31, 2016. Has that project been completed yet?

I have reviewed the above referenced plat and have the following comments:
• Provide DB and Page references for SSE1-X-20 and WE2-X-VAR (from the previously reviewed plat).
• Sheet 5: SSE-4-X-20 DB and Page reference is not provided.
• Fire hydrant easements are not sufficient.The easement should extend 10' off all sides of the fire hydrant (20'
wide and extending 10' behind fire hydrant).
• Sheet 3: Additional sewer easement required on the sewer located in open space.
