Sorry I didn't get back to you yesterday but internet was down all day.
The area they want to extend the pipe is not jurisdictional. They do not need anything from
me to extend the culvert. However, as I told Scott yesterday. The area is reverting to
wetland and any future work in that area would likely need a delineation and authorization
from my office.
You did great in catching that and potential saving the developer a violation, even though I
am sure they don't see it that way.

Here is the email I sent to my county engineer and ESC inspector for the area. The question
I was asking them was whether the drainage area had been disturbed to construct Golf Drive.
They could not remember.

The construction plans for Block 23 essentially requires a 30ft extension of the pipe in the
photos below. The pipe appears to outfall into a wetland area. The Construction Plans for
the Golf Course Access Road (in my office) indicates that a sediment trap was proposed along
this drainageway. We're trying to determine whether we should withhold Block 23 plan
approval until the Army Corps authorizes this disturbance.
This pipe is located just about the number 23 in the pdf I have attached. It should be noted
the DEQ holds an easement adjacent to the construction (near
L27 in the plat I have attached), but it does not include the area we are talking about.
