- The SRC Distribution Memo was emailed out today. It is also attached.
- The SRC APO letters went in the mail today.
- The Public Notice information has been scanned and is attached for you to upload to CV
care of this; CV Uploading is still having issues as far as I know.
- The Public Notice information paper copy has been placed in your mailbox.
- As of today, the following fees are due on each of these projects:
SDP2021-027 = $435.00 please verify in CV
SDP2021-028 = $435.00 please verify in CV
SDP2021-029 = $220.00 please verify in CV
SDP2021-031 & SUB2021-066 = Fees are paid for both. Please verify in CV

Tim,
The Code of Development for Brookhill (attached, page 18) states that the Greenway can only have primitive trails and
pedestrian bridges, which is allowed in forest & open space, which is why Cameron and I decided it would be ok based
on the code's restrictions for this project.
If parks and rec does not want forest and open space easements in any land that is dedicated to the county, we can
work on that going forward. This will require coordination with planning, engineering, etc. However, please note, if
parks and rec wanted a paved trail, in this case, it wouldn't be allowed based on the code of development. In other
cases, it might be allowed, but it would still need a VSMP plan for the proposed impervious area (unless that area was
shown as paved on the approved WPO plan).

Hi Tim,
I've CC'd Emily as she knows more about the specifics of SWM FOS easements generally. In this specific case, there
aren't going to be any improvements or land disturbances for the SWM FOS easement, it's just an area where water
flow will occur. All of the SWM facilities are adjacent to that and outside of the greenway easement area.
The ZMA does require the developer to install trails within the greenway easement, but they layout is just conceptual
and can be determined based on the best field conditions/route. So even if this SWIM FOS easement gets created, it
shouldn't be a detriment to the layout of trails and their construction in the future.
Let me know your thoughts. Emily, if I've missed anything, feel free to jump in.

Hey Cameron,
I'm not sure how to comment on this easement plat. Riverbend is proposing to establish a SWM FOS easement
over the (existing) County -held greenway easement. This has been a recurring issue and problem, although in
some cases we've worked around it.
Hypothetically, in some cases, it may not be problematic (if there aren't any plans to "develop" any greenway-
related amenities or improvements that would be impervious).
But I'm not very familiar with the existing conditions along Brookhill's trails / the County's greenway easement. And
I'm not very familiar with the proposed future plans for this greenway easement or the trails within.
I also want to be as consistent as possible from one project/review to the next, and I've been expressing to
Ashley/Riverbend that these FOS easements on County greenway easements aren't good.
Thoughts on "requesting changes' and commenting that we won't accept the FOS easement in the greenway
easement? Do you know how consequential that would be, and if that would be a nuclear -grade review comment?

Attached you will find the Site Review Committee (SRC) comment letter. There is one comment from Planning that
needs to be addressed prior to approval of these applications. The plan stated that a variation application had been
submitted to adjust the maximum number of units permitted in each block, but that variation request has not been
submitted to the County. It will require submittal of a Special Exception application (additional details in comment #1).
I am required to take an action on these applications by next Friday, June 4"'. The Special Exception application and fee
will need to be submitted prior to then. If you can't get those submitted to us by next Friday, please request a deferral
on my action to allow you time to prepare the application and get it submitted.
