Factors Favorable
1. The proposed use is consistent with the
purpose and intent of the Natural
Resources Overlay Zoning District.
2. The proposed use will not create
substantial detriment to adjacent
properties.

chapters of the Comprehensive Plan.
Factors Unfavorable

consistent with the Rural Area land use
recommendations from Chapter 7 of the
Comprehensive Plan.
Planning Commission recommended approval (6:0) with revised conditions as follows:
1. SP201900009 will be developed in general accord with the concept plan titled "Proposed Layout Plan
Special Use Permit SL Williamson Asphalt Plant @ Red Hill Quarry." The Zoning Administrator may
approve revisions to the concept plan to allow compliance with the Zoning Ordinance;
2. Hours of operation of the asphalt plant will be between 7:00 a.m. and 12:00 a.m., Monday through
Sunday, provided that for no more than 90 days per year, the hours of operation may be between
12:01 a.m. and 12:00 a.m., Monday through Sunday;
3. Sound and noise attenuation measures will be provided as necessary to comply with the County's
noise ordinance (section 18-4.18);
4. Plant site lighting will comply with the County's outdoor lighting ordinance (section 18-4.17). Height of
the asphalt plant and all associated structures will be limited to 80 feet.
Should a Board of Supervisors member choose to approve this special use
permit:
move to adopt the resolution (Attachment E) to approve the
special use permit SP201900009 S.L. Williamson Replacement
Asphalt Plant.
Should the Board choose to deny this special use permit:
move to deny the special use permit for SP201900009 S.L.
Williamson Replacement Asphalt Plant based on the following
reasons. State reasons for denial.

exception:
