5 redbuds that the ACSA says can't be that close to the sewer line.

trees still keeps us with in the canopy regs and other landscape requirements.

I can make the Tuesday and Wednesday time slots to meet.
Comments 1-4 have been addressed and show the correct meter sizes.
In regard to the final comment; the ACSA standard easement language restricts trees within the 20-foot easement. The
London Plane, Flowering Dogwood, and Eastern Redbud Trees should be a minimum 10-feet away from the sewer
main. Attached is a useful plantings list that would be allowable within the easement if it helps to meet County planting
requirements.

Hope all is well. I received an email from Cameron Langille concerning approval of the North Pointe clubhouse which
has been approved by all other depts. I really don't want to have to go through another submittal this late in the game
so I'm hopeful we can answer your questions and then move forward with the plan that all the other departments have
approved already. That being said below are responses to your comments/questions. Are you free for a Monday at say
4 pm to discuss?
1. RWSA sewer capacity certification will be required.
So we did an overall sanitary sewer analysis with Jeremy Lynn for all of North Pointe and the RWSA was part of that
infrastructure/main trunk sewer extension approval process which included this clubhouse area. That master plan is
attached. Is there something specific you need from RWSA and if so from whom so I can track that down or does this
clarification suffice.
2. Please submit anticipated construction start, construction finish and estimated daily sewer flow.
I've checked with the owner and he is anxious to start immediately. His projected finish is to have it open in
time for Summer (Memorial Day 2023) pool season. The clubhouse is just bathrooms and the sewer flow (just
in the summer months) will be approx. 400 gallons per day.
3. Provide fixture counts to confirm existing meter size is adequate.
I have included the building permit plans that include plumbing fixtures and filled out the ACSA meter sizing form
accordingly. Seeing as there are no urinals or flush valve fixtures proposed I would imagine the 1" meter we have
sized/installed is more than sufficient. Would any credit be given if we downsized it to a 5/8" meter?

Kind of a tough ask when ACSA/VDOT requires the sanitary sewer to be outside of the VDOT right of way and planning
requires planting along the right of way. I assume ACSA is okay with the small flowering dogwoods and all your asking
for is that we don't plant the two (2) PA (London Plane Trees) in the easement (see markup below). If that's the case
then I agree we can just remove those trees as they are not needed to meet any landscape requirement. Would a
replacement of the Landscape Planting Plan sheet L2.01 with those trees removed suffice and can we send you a single
sheet showing the change for you to slip sheet it into your approval? I do not want to have to go through a resubmittal
to remove two trees. If your okay with an email or letter from the owner saying those trees will not be planted and a
screen clip of the image below we're agreeable to that as well and then we don't have the landscape plan revised and
rerouted.

I apologize — I spoke with Matt over in Engineering and he confirmed that the roads have been bonded. Engineering staff
have no further comments on the site plan that need revisions.
Once ACSA confirms that they have no remaining comments, then you can submit four hard copies of the final site plan
for signature and approval. Just make sure the recordation information for the Phase 1B plat is shown on the site plan
(this was Planning comment #14 in the attached letter).
I will follow up with ACSA to get an ETA on completion of their review, and then I'll follow-up with you.
Please let me know if this clears things up or if you have further questions.

Comments 1-4 have been addressed and show the correct meter sizes.
In regard to the final comment; the ACSA standard easement language restricts trees within the 20-foot easement. The
London Plane, Flowering Dogwood, and Eastern Redbud Trees should be a minimum 10-feet away from the sewer
main. Attached is a useful plantings list that would be allowable within the easement if it helps to meet County planting
requirements.

Hope all is well. I received an email from Cameron Langille concerning approval of the North Pointe clubhouse which
has been approved by all other depts. I really don't want to have to go through another submittal this late in the game
so I'm hopeful we can answer your questions and then move forward with the plan that all the other departments have
approved already. That being said below are responses to your comments/questions. Are you free for a Monday at say
4 pm to discuss?
1. RWSA sewer capacity certification will be required.
So we did an overall sanitary sewer analysis with Jeremy Lynn for all of North Pointe and the RWSA was part of that
infrastructure/main trunk sewer extension approval process which included this clubhouse area. That master plan is
attached. Is there something specific you need from RWSA and if so from whom so I can track that down or does this
clarification suffice.
2. Please submit anticipated construction start, construction finish and estimated daily sewer flow.

I've checked with the owner and he is anxious to start immediately. His projected finish is to have it open in
time for Summer (Memorial Day 2023) pool season. The clubhouse is just bathrooms and the sewer flow (just
in the summer months) will be approx. 400 gallons per day.
3. Provide fixture counts to confirm existing meter size is adequate.
I have included the building permit plans that include plumbing fixtures and filled out the ACSA meter sizing form
accordingly. Seeing as there are no urinals or flush valve fixtures proposed I would imagine the 1" meter we have
sized/installed is more than sufficient. Would any credit be given if we downsized it to a 5/8" meter?

Kind of a tough ask when ACSA/VDOT requires the sanitary sewer to be outside of the VDOT right of way and planning
requires planting along the right of way. I assume ACSA is okay with the small flowering dogwoods and all your asking

Comments 1-4 have been addressed and show the correct meter sizes.
In regard to the final comment; the ACSA standard easement language restricts trees within the 20-foot easement. The
London Plane, Flowering Dogwood, and Eastern Redbud Trees should be a minimum 10-feet away from the sewer
main. Attached is a useful plantings list that would be allowable within the easement if it helps to meet County planting
requirements.

Hope all is well. I received an email from Cameron Langille concerning approval of the North Pointe clubhouse which
has been approved by all other depts. I really don't want to have to go through another submittal this late in the game
so I'm hopeful we can answer your questions and then move forward with the plan that all the other departments have
approved already. That being said below are responses to your comments/questions. Are you free for a Monday at say
4 pm to discuss?
1. RWSA sewer capacity certification will be required.
So we did an overall sanitary sewer analysis with Jeremy Lynn for all of North Pointe and the RWSA was part of that
infrastructure/main trunk sewer extension approval process which included this clubhouse area. That master plan is
attached. Is there something specific you need from RWSA and if so from whom so I can track that down or does this
clarification suffice.
2. Please submit anticipated construction start, construction finish and estimated daily sewer flow.

I've checked with the owner and he is anxious to start immediately. His projected finish is to have it open in
time for Summer (Memorial Day 2023) pool season. The clubhouse is just bathrooms and the sewer flow (just
in the summer months) will be approx. 400 gallons per day.
3. Provide fixture counts to confirm existing meter size is adequate.
I have included the building permit plans that include plumbing fixtures and filled out the ACSA meter sizing form
accordingly. Seeing as there are no urinals or flush valve fixtures proposed I would imagine the 1" meter we have
sized/installed is more than sufficient. Would any credit be given if we downsized it to a 5/8" meter?

Kind of a tough ask when ACSA/VDOT requires the sanitary sewer to be outside of the VDOT right of way and planning
requires planting along the right of way. I assume ACSA is okay with the small flowering dogwoods and all your asking
for is that we don't plant the two (2) PA (London Plane Trees) in the easement (see markup below). If that's the case
then I agree we can just remove those trees as they are not needed to meet any landscape requirement. Would a
replacement of the Landscape Planting Plan sheet L2.01 with those trees removed suffice and can we send you a single
sheet showing the change for you to slip sheet it into your approval? I do not want to have to go through a resubmittal
to remove two trees. If your okay with an email or letter from the owner saying those trees will not be planted and a
screen clip of the image below we're agreeable to that as well and then we don't have the landscape plan revised and
rerouted.

I apologize — I spoke with Matt over in Engineering and he confirmed that the roads have been bonded. Engineering staff
have no further comments on the site plan that need revisions.
Once ACSA confirms that they have no remaining comments, then you can submit four hard copies of the final site plan
for signature and approval. Just make sure the recordation information for the Phase 1B plat is shown on the site plan
(this was Planning comment #14 in the attached letter).
I will follow up with ACSA to get an ETA on completion of their review, and then I'll follow-up with you.

I apologize— I spoke with Matt over in Engineering and he confirmed that the roads have been bonded. Engineering staff
have no further comments on the site plan that need revisions.
Once ACSA confirms that they have no remaining comments, then you can submit four hard copies of the final site plan
for signature and approval. Just make sure the recordation information for the Phase 1B plat is shown on the site plan
(this was Planning comment #14 in the attached letter).
I will follow up with ACSA to get an ETA on completion of their review, and then I'll follow-up with you.

Can you let me know if the roads in front of the North Pointe Clubhouse have been bonded/built? I know they were
shown on the SUB201600092 road plans that have been approved. But I thought that the only roads that had been

Can you let me know if the roads in front of the North Pointe Clubhouse have been bonded/built? I know they were
shown on the SUB201600092 road plans that have been approved. But I thought that the only roads that had been
under construction were the ones serving the lots in Phase 1A. Ben has been reviewing the Phase 2B plat, and David is
correct in that that plat (SUB202100109) has been approved already.

Based on the Drawing C-3, the 2018 Virginia Construction Code and the 2018 International Swimming Pool and Spa
Code, I have the following concerns:
1. The exterior fenced -in pool area is 168.5'x115' for a total of 19,377.5sf. If you subtract the pool areas (4545sf
and 290sf), the deck area would be 14,543sf. Section 1004.7 of the VCC states that exterior areas of assembly
are regulated by this code and their occupant loads are determined by Table 1004.5.
2. Pool decks are allocated at 15sf/person, the pool areas at 50sf/person. Hence, 970 persons for the deck area
and 97 persons for the pools, for an exterior area total of 1,067 persons.
3. The pool area will require a minimum of four exits, 2 must be accessible to a public way. These exits must
comply with all of VCC Chapter 10 for means of egress, but specifically section 1007 for location of egress
components.
4. PLEASE NOTE: 54.1-402 OF THE Code of Virginia requires an architect's or engineer's sealed drawing for all
assembly areas. A Landscape Architect does not meet this requirement.
5. Without any details about the use of the 3800sf building, it is not possible to determine how the number of
occupants of the building will relate to the egress calculations for the exterior pool area. The drawing appears to
show the egress for the building through the pool area, increasing the exterior occupant load.
6. In determining the exits, VCC Section 1010.2 Gates requires that the gates in a means of egress conform to the
applicable requirements for doors, for example: panic exit hardware will be required on all egress gates.
7. Section 305 Barriers of the ISPSC address the requirements for safety barriers to prevent unauthorized persons
access to the pool. In order to comply with these measures, coordination with VCC Section 1010.1.9.6
Unlatching is necessary and may lead to having different gates for egress and ingress.
8. Use of magnetic locks to control access to the pool area is only allowed without a back-up generator system as
these locks are fail-safe and will not function with loss of power.
I understand that these items may seem new, they are not and unfortunately there are many reasons for
needing quick and safe egress from a building or space.

occupants egressing the premises.
Your architect may opt to lower the occupant load of the pool area, with the approval of the Building Official
with the exception on VCC Section 1004.5. Reducing the occupant loads may lessen some of these issues, but not all of
them.

With our previous review we got a comment from Betty Slough that stated, "A quick estimate of the occupant loads
based on the area of the proposed building AND enclosed pool a rea, it appears that greater than 1000 person
occupant load is probable, this requires 4 exits that are remotely located and includes exits from the enclosed pool
area with a walking surface to a public way." Our response to this was that the occupancy for the clubhouse would not
be anywhere close to 1000 people. In the subsequent review she commented that "The plans do not address the
egress and occupant issues that were listed in the previous review." I have tried to reach out to Betty by phone, but it
immediately disconnects when I put in her extension.
How should I proceed with the resubmittal of this plan knowing the occupant load of the clubhouse and pool will
never approach 1,000 people? For reference we currently have three exits that includes the pool area with a
walking surface to a public way (see below).

Good afternoon Cameron,
With our previous review we got a comment from Betty Slough that stated, "A quick estimate of the occupant loads
based on the area of the proposed building AND enclosed pool a rea, it appears that greater than 1000 person
occupant load is probable, this requires 4 exits that are remotely located and includes exits from the enclosed pool
area with a walking surface to a public way." Our response to this was that the occupancy for the clubhouse would not
be anywhere close to 1000 people. In the subsequent review she commented that "The plans do not address the
egress and occupant issues that were listed in the previous review." I have tried to reach out to Betty by phone, but it
immediately disconnects when I put in her extension.
How should I proceed with the resubmittal of this plan knowing the occupant load of the clubhouse and pool will
never approach 1,000 people? For reference we currently have three exits that includes the pool area with a
walking surface to a public way (see below).

clubhouse, per Section 18-4.16 of the Zoning Ordinance.
They have asked to substitute those items with a variety of other facilities/amenities. Including rock climbers, swing set
equivalents, buckabout/whirl equivalents, etc. The "correspondence" PDF shows visuals of these items and a narrative
justifying why they believe these will suffice.
I have no objections to this. But Ordinance Section 4.16.2 requires Planning Director approval for substitution
requests.

plan.
2. Prior to subdividing the clubhouse parcel and final site plan approval, the roads to the clubhouse will need to be built
and accepted into the state system or bonded.
