Dear Mr. McCollum,
On behalf of Dr. Nielsen, we offer the following responses and plan revisions to comments
dated July 51h, 2022. Our Responses are in bold italic text below each comment.
Note: Previously resolved comments have been omitted for brevity. Comments have
been renumbered for clarity, with original number in parenthesis.
Planning and Zoning - Kevin McCollum
1. (Original Comment 19) [32.7.9.7(a)] Revise the plans so that the ground
mounted mechanical equipment is shown in the appropriate locations on the
plans. It appears there are discrepancies between the architectural drawings
and the site plan.
The plans have been revised to coordinate the ground mounted mechanical
equipment with the architectural plans. see revised sheets C2.0, C2.1, and C3.0.
2. (20.) Additional ARB comments below must be addressed prior to site plan

Albemarle County Architectural Review Board - Margaret Moliszewski
3. (Original Comment 1.) Revise the elevation drawings to include a material/color L I N E
schedule keyed to the elevations.
Elevation drawings have been revised to include specific materials and paint
colors, see revised sheets A2.1 and A2.2.

4. (2.) Provide paint samples for the two shades of grey that are proposed for the
building.
Paint samples are being provided with the most recent ARB submission.
5. (3.) Reconsider the proposed building colors to be more in keeping with the
originally proposed color palette.
The building colors and materials have been reconsidered to be more in keeping
with the originally proposed color pallete. See accompanying architectural plans.
6. (4.) Please revise the window glass note to read as follows: "Window glass for
this project will meet the following criteria: Visible light transmittance (VLT)
shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%."
This note has been updated on sheet C2.0 and the architectural elevation sheets.
7. (5.) Ground -mounted mechanical equipment is shown in slightly different
locations on the architectural and site plans. Revise the locations of mechanical
equipment shown on the site plans to match those shown on the architectural
plans dated 6/6/2022.
Ground -mounted mechanical equipment is now coordinated between architectural
and site plans. See revised sheet C2.0.
8. (6.) Add the dumpster enclosure details to the site plan.
Details showing plan and elevation views of the dumpster enclosure are now
shown on the site plan, see revised sheet C2.4.
9. (7.) Provide 35-40' spacing of large shade trees along the Seminole Lane
frontage.
Street tree placement has been revised to provide 35 to 40 feet of spacing along
the Seminole Lane frontage. See revised sheet C3.0.
10. (8.) Add ornamental trees along the Seminole Lane frontage north of the site
entrance.
Three ornamental trees (2 CF/1 LI) have been added to this area. More could not
be added due to the multiple utility lines running through this area (several large L I N E +
storm lines, sanitary, water, and gas), and concerns of overcrowding due to the
reduced tree spacing along the frontage (see comment above). See revised sheet GRADE
C3.0.

11. (9.) Add large shade trees on the south side of the parking lot, 40' on center, 2
1/2" caliper at planting.
Large shade trees are now provided along the south parking bays at 40 feet on -
center, 2.5-inch caliper at planting. See revised sheet C3.0.
12. (10.) Add small trees on the north side of the parking lot to compensate for the
lack of large shade trees required in that location.
Small trees have been added along the north parking bay to provide additional
plantings as requested. These have been spaced to avoid overcrowding the
established trees on the adjacent property. See revised sheet C3.0.
13. (11.) Revise the lighting plan to reduce illumination at the ground to a maximum
of 20 fc.
The lighting plan has been revised to ensure illumination levels at the ground do
not exceed 20 foot-candles. See revised sheet C4.0.
14. (12.) Revise the lighting schedule to indicate the proposed colors for the light
fixtures. Coordinate the color of building -mounted fixtures with the building
colors.
The finish color of the fixtures is now listed on the lighting schedule. Where
applicable, finish colors have been coordinated with the building colors. See
revised sheet C4.0.
15. (13.) Reconsider the ground -mounted up -lights. Full cutoff styles are preferred
for all fixtures in the Entrance Corridors.
The ground mounted lights are desired by the client to provide an aesthetic
lighting effect on a portion of the building wall. Since lumens are below 3000, this
fixture is not required to be full cutoff. However, in an effort to bring the
preferences of the client and the ARB into alignment the design of this fixture has
been revised as follows:
• The two previous fixtures have been replaced with one fixture, which
reduces total lumens to the wall by about 50%.
• The new fixture is equipped with a "glare shield" that will significantly
reduce any uplighting not directly hitting the wall.
• The fixture has been moved further from the wall to reduce the upward
angle required to light the wall.
See revised sheet C4.0 for light levels and C4.1 for fixture details.

Albemarle County Engineering Services - Matthew Wentland
No objection.
16. (1.) As the disturbance (outside of mill & overlay) is below 10,OOOsf, no VSMP
plan is required. However, Engineering recommends best practices be followed
for erosion control during construction.
Acknowledged. Contractor is directed by the drawings to follow best practices for
erosion and sediment control on this site. No Changes made.
Albemarle County Fire Rescue - Howard Logomarsino
No objection.
Albemarle County Service Authority - Richard Nelson
17. From fixture counts provided, the existing %-inch water meter will need to be
upgraded to a 1-inch meter.
The water meter is now shown to be upgraded to a 1-inch meter. See revised sheet
CO.2 and C2.0.
18. The proposed Willow Oaks, along Seminole Lane, should be 10-feet min. away
from the ACSA water meter/service line.
The required street trees have been adjusted to provide the maximum clearance
possible to ACSA facilities, while still meeting quantity and spacing requirements
for EC frontage plantings. SO feet of clearance is provided to the existing hydrant
while approximately 9.5feet of clearance was achieved between the Willow Oaks
and the water meter and service line. See revised sheet C3.0.
Virginia Department of Transportation (VDOT) -John Wilson
19. (1.) The Standard Drawings contained in the VDOT Road & Bridge Standards
are signed and sealed engineering drawings that are copyrighted materials
of VDOT and the Commonwealth of Virginia. VDOT's policy is to offer the
Standard Drawings in a secure electronic format and each Standard is
available on this website.
Acknowledged.
20. (2.) Please remove all VDOT standards and drawings from plan set, to be
used for referenced only.
All standard copyrighted VDOT drawings and details have been removed from
the plan set. See revised sheet C2.4.
