RE: Response to Comments
Castle Rock Farm — Phase 1
Balzer Project No: 34210060.00
County Project No: WPO-2022-00031
This letter serves as our written responses to the County comments on the subject project:
A. Stormwater Pollution Prevention Plan (SWPPP)
1. Provide a SWPPP, including a completed and signed DEQ Registration Form
(though no DEQ permit will be required) and a signed Certification. (Rev. 1)
Comment partially addressed. The Registration Statement and the Certification will
need to be signed. Once approved, the plans will need to be added to the SWPPP.
• A SWPPP, including a completed and signed DEQ Registration Form and a signed
Certification has been provided
B. Pollution Prevention Plan (PPP)
2. Provide a PPP with the SWPPP. (Rev. 1) Comment addressed.
• Noted.
C. Stormwater Management Plan (SWMP)
3. Projects disturbing 10,000sf or more and meeting the conditions of 17-302 are
subject to the VSMP regulations (17-401-405) and will need to meet both quantity
and quality requirements. The sheet flow for quantity appears acceptable. (Rev. 1)
See comments below.
• Noted.
4. The quality compliance as determined in the DEQ VRRM worksheet will need to
be met. If nutrient credits will be purchased, be aware that the site drains to
impaired waters as determined by DEQ and the credits will need to be purchased
from within the same 8-digit HUC (the Ivy Creek bank and the Rivanna River bank
are both acceptable). Please contact Ana Kilmer in our office prior to purchasing
credits. (Rev. 1) See comments below.
• Noted.

Revision 1 Comments
3. A Stormwater Maintenance Agreement will be needed. Please contact Ana Kilmer in our
office to begin this process.
• Noted.
4. Label the Forest and Open Space used in the VRRM worksheet as `SWM Forest and Open
Space Easement'. The following note will need to be placed on the plan (and on the plat):
"The SWM Forest and Open Space Easement is subject to the guidance set forth by DEQ in
the Virginia Stormwater Management Program. The areas will remain undisturbed in a
natural, vegetated state, except for activities as approved by the local program authority,
such as forest management, control of invasive species, replanting and revegetating,
passive recreation (e.g., trails), and limited bush hogging to maintain desired vegetative
community (but no more than four times a year)."
• See Sheet C4.0 for the open space notes.
5. The SWM Forest and Open Space Easement will need to be platted prior to VSMP
approval. A deed will also be required with the plat and will be filled out by the County
when the plat is nearing approval.
• Noted.
D. Erosion and Sediment Control Plan (ESCP)
3. The ESC plan appears acceptable at this time, but include a note that additional
measures may be required at the request of the County Inspector.
This note has been added to the General Notes on Sheet C 1.0.
Please do not hesitate to call with any questions.
Sincerely,
