County Code section 16-102 requires each person who proposes to establish or extend a central
sewerage system or central water supply to notify the board of supervisors of the proposal.
Section 16-103 requires that the county engineer review the notice and information provided to
determine its compliance with the code and county policies.
This submittal is being reviewed in conjunction with the Special Use Permit request as noted
above. Please refer to the comments below related to the central sewerage system and central
water supply request.
1. General Comment:
Section 16-102 requires the following:
• The location of the proposed central sewerage system or central water supply;
• The number of connections proposed to be served by the central sewerage
system or central water supply;
• A statement describing the type of the proposed central sewerage system or
central water supply and explaining the reasons the system or supply is needed;
and
• Three copies of the preliminary plans for the central sewerage system or central
water supply.
Note that a digital submittal is acceptable in lieu of submitting 3 copies.
2. Existing systems:
a) Provide a drawing showing location of the existing systems, including connection
points at each site, estimated location and sizes of laterals and mains, septic tanks,
pump -out locations, and any abandoned tanks or drainfields.
b) Responses #2 and #6 (Planning/Natural Resources Program, Sp response lette4
states that existing septic tanks are being pumped out weekly and will continue to be
pumped once per week. Confirm if this means they are pumped and hauled offsite,
disposed of onsite into an existing drainfield, or something else. Identity on the
drawings which tanks are being pumped. Clarity the statement that they "... will
continue to be pumped once per week." Does this mean in the interim they will be
pumped until they are connected to the upper drainfields, or indefinitely?

c) Section B, Proposal, Sewer- states "DrainfieldsA and Bare existing and currently
have well over three connections." Confirm the number of connections for each
system.
d) Is there an existing reserve site for drainfield A? If not, has an investigation been
performed to confirm that there isn't an adequate reserve location near "A" to avoid
having to pump across the stream and up to drainfields F and G?
e) Please clearly identify all system components on the drawings, it is unclear if the
symbols circled below are septic tanks or not.

3. Please provide a copy of the permits for the existing systems, including VDH
documentation that the existing drainfield "A" is adequate to serve the sites V-1 through
V-10 along Stockton Creek that were added between 2010 and 2013. Reserve
drainfields F and G appear to be twice the area as A, suggesting A is not adequately sized
currently. Furthermore, these sites were added after Chapter 16 came into effect,
therefore, the system serving these sites must be included in this request.
4. Provide a table that clearly indicates the number of existing and proposed connections
for each system, for both water and sewer. Correlate these to the campground that they
will serve.
5. Provide a conceptual design of the future pump station(s) and water systems, including:
a) Confirmation that the existing force main size and material is adequate,
b) Proposed routing or existing location of the force main and supply lines,
c) Location of the future pump station(s) (will there be two? One in campground 1A and
one in 113?),

d) Plan and profile, and
e) Pump design/curves, including estimated usage.
f) Narrative explaining how the system(s) will meet the construction standards in 18-
30.3.15 for construction if located in the floodplain.
I can provide an example of documents submitted with another request if that would
help.
6. A Special Use Permit is required if the lift stations are proposed to be in the floodplain
[18-30.3.11]. The 1% flood elevation will need to be determined since the floodzone on
this property is Zone A and elevations are not provided. Note that the draft floodplain as
shown on the FEMA Draft National Flood Hazard Viewer must be used as indicated in
Section 30.3.7-F of the Flood Hazard Overlay District.

7. Provide a completed Reliability Worksheet for each proposed pump station.
8. Table 1. Central system connections on Page 4 indicates'TBD" for CWS1 and CWS2.
The total number of connections must be identified with the request so that the
maximum number of connections can be established.

9. A single drainfield system includes both the primary and reserve drainfields. Please
update the number of requested systems accordingly.
10. Add the campground area # to the table on the Conceptual Exhibit drawing and on pg 4
of the request.
11. Drainfield D and F appear to be the primary fields for Campground Area #3 and that a
reserve drainfield for this campground is not provided. Please confirm.
12. Provide VDH documentation that the proposed systems meet VDH requirements.
