TAYLOR Executive Vice President March 31, 2015 Mark Graham Albemarle County Department of Community Development 401 McIntire Road Charlottesville, VA 22902 RE: Letter of Revision Request for Monticello Site Entrance Changes Dear Mr. Graham: The Thomas Jefferson Foundation is seeking a Letter of Revision to our Final Site Plan for Montalto (SDP201100014) in order to restore two-way traffic on the Saunders Bridge and in accordance with the attached plans by Gropen(pages 1-4 dated 2/10/15), and changes shown on Sheet 3 of SDP201100014, attached hereto and made a part hereof. This request restores the traffic circulation in accordance with the specific requirements of SDP 2011-00014 as provided in a note on the above-referenced site plan. The approved SDP201100014 stipulated a condition for sight distance improvements before the original two-way circulation pattern could be restored. This work has been completed and an Intersection Sight Distance Design Waiver(attached, VDOT letter dated 12/22/14) has been issued to the Foundation. We have engaged a firm to develop a signage and traffic striping plan to restore traffic patterns on this road. These plans have been reviewed by VDOT engineers and we have their preliminary approval. A formal permit to install the signs has been submitted. The Page 1 matter was also reviewed with Rachel Falkenstein, Margaret Maliszewski, and VDOT's Troy Austin with our representative, Michael Matthews, at a pre-app meeting on March 23. Request for Design Waiver for Intersection Sight Distance Intersection of Route 53 (Thomas Jefferson Parkway) and Monticello Loop Road Albemarle County Background The Monticello Loop Road was constructed in 2001 by the Thomas Jefferson Foundation (TJF) to improve accessibility from Route 53 to the Monticello historic site. The Loop Road currently accommodates traffic entering Monticello from Route 53 with a one-way loop ramp and bridge over Route 53. Traffic exits Monticello via a one-way access road that connects to Route 53 approximately 1/2 mile to the east. Monticello Loop Road also provides access to the Robert H. Smith Center at Montalto via the Montalto Loop Road. In 2008, TJF requested a Special Use Permit from Albemarle County which would increase the amount of traffic entering and exiting Montalto. Due to the limited sight distance at the intersection of Monticello Loop Road and Route 53, a condition was placed on the Special Use Permit that required traffic exiting Montalto to turn left onto Monticello Loop Road and circulate through Monticello to reach Route 53. In 2013, VDOT completed a Highway Safety Improvement Program (HSIP) project on Route 53 for the horizontal curve east of the Monticello Loop Road intersection. The purpose of the project (UPC 96936) was to reduce the number of head-on collisions in the curve by widening the shoulder and laying back the slope. In order to construct the project, VDOT had to acquire additional right of way along the south side of Route 53 from property owned by TJF. TJF agreed to donate the right of way for the project to VDOT, and in exchange, VDOT agreed to consider a Design Waiver for substandard intersection sight distance that would allow Monticello Loop Road to be converted to a two-way facility from Montalto Loop Road to Route 53. (See attached letter from the VDOT Charlottesville Residency Administrator to the President of TJF). Route 53 Route 53 is a Rural Major Collector. It is also designated as a Virginia Scenic Byway and U.S. Bicycle Route 76. The current ADT is 9100 vehicles per day with less than 1 trucks. The posted speed limit on Route 53 is 45 mph. However, a recent speed study conducted by VDOT's Traffic Engineering Division concluded that the 85th percentile speed along Route 53 in the vicinity of this intersection is approximately 32 mph. 1 Description of the Design Waiver This Design Waiver is for intersection sight distance at the intersection of Monticello Loop Road and Route 53 in Albemarle County. The existing intersection sight distance at this location is less than the minimum value shown in Table 2-7 of Appendix F in the VDOT Road Design Manual for a 45 mph Design Speed: Sight Distance Left (SDL) Sight Distance Right (SDR) (for a vehicle making a right turn) (for a vehicle making a left turn) Minimum 500 ft. 500 ft. Provided 410 ft. 374 ft. The intersection sight distance west of the intersection (SDL) is limited by the existing stone arch bridge that carries Monticello Loop Road over Route 53. The intersection sight distance east of the intersection (SDR) is limited by the combination of the existing terrain along the south side of Route 53 and the horizontal and vertical alignment of Route 53. Although the VDOT curve widening project (UPC 96936) improved the intersection sight distance by laying back the cut slope, it is still less than 500 ft. Provided 410 ft. 374 ft. . _31\V 0 2 Justification For Waiver The available sight distance east and west of the intersection exceeds the minimum stopping sight distance required by Tables 2-5 and 2-6 of Appendix F in the VDOT Road Design Manual and Table 3-2 of the 2011 AASHTO Green Book (page 3-5) for a 45 mph Design Speed: Stopping Sight Distance Stopping Sight Distance Eastbound Approach Westbound Approach Minimum 400 ft. (1) Adjusted for 6%downgrade (2) Adjusted for 6%upgrade The grade on the approach looking to the east has a 7.7% uphill grade that naturally reduces the speed on oncoming vehicles. This is the approach with the shortest intersection sight distance but it does meet the stopping sight distance criteria. The 410 ft. of sight distance that is available to the west of the intersection (SDL) provides sufficient time for the minor-road vehicle to accelerate from a stop and complete a right turn onto Route 53 without unduly interfering with thru traffic that is operating at speeds up to approximately 43 mph (i.e. 11 mph above the 85th percentile speed). SDL = 1.47 Vmajor tg where SDL = 410 ft. tg = 6.5 seconds Vmajor = 42.91 mph The 374 ft. of sight distance that is available to the east of the intersection (SDR) provides sufficient time for the minor-road vehicle to accelerate from a stop and complete a left turn onto Route 53 without unduly interfering with thru traffic that is operating at speeds up to approximately 34 mph (i.e. 2 mph above the 85th percentile speed). SDR = 1.47 Vmajor tg where SDR= 374 ft. tg = 7.5 seconds Vmajor= 33.92 mph 3 Reason the Criteria Cannot be Met Intersection sight distance cannot be provided to the west due to the location of the bridge that provides the entrance into Monticello. The intersection sight distance to the east of the entrance would require a large amount of grading of the embankment that would have impacts to the historical property of Monticello. The excavation would require removal of large mature trees and degrade the aesthetics of the historical area. The cost of the excavation is estimated to be $600,000 which would not be achievable. Mitigation The following mitigation as discussed in the AASHTO publication Mitigation Strategies for Design Exceptions have been considered: • Intersection Warning Sign (W2-2) — These signs would be appropriate mitigation at the approaches to the intersection. The placement will be required as part of the permit for the construction and in accordance with the MUTCD. • CROSS TRAFFIC DOES NOT STOP plaque (W4-4P)- This type of mitigation is not appropriate for this three way intersection since there is no history of crashes. • Larger STOP signs — 36 inch stop signs should be installed at the intersection of the minor road with Route 53. These signs will be a requirement of the permit. • Flashing beacon on STOP sign — This mitigation is not appropriate since there is no history of crashes at the intersection. ** • Rumble strips - This mitigation is not appropriate since there is no history of crashes at the intersection.** • Overhead flashing beacons - This mitigation is not appropriate since there is no history of crashes at the intersection.** • Actuated warning flashers- This mitigation is not appropriate since there is no history of crashes at the intersection.** • Street lighting —Street lighting would be discouraged by the Dark Skies Ordinance. **A crash history was reviewed for the period of 2006 to 2008. This was the three year history prior to the entrance being converted to an ingress only condition. The crash history for this period at a 250 foot radius around the intersection included one crash which was a run off the road crash. There is no indication of crashes caused by vehicles not stopping at the approach to Route 53 from the entrance. The entrance has horizontal curves on each approach that are marked with curve advisory signs with an advisory 20 mph speed on them and speeds are regulated by the geometry of the road in this area. The speed data collected supports the lowered speeds through the curves that are advisory and across the intersection. There is timber guardrail located 8 feet behind the curb on Route 53 at this intersection. The curbing terminates in a radius about 20 feet east of the intersection and the guardrail continues along the shoulder of the road varying from 7 to 9 feet of the edge of the travel way. The shoulder can be used as crash avoidance on the approach to the intersection at 7 to 9 foot offset if needed. The area where the guardrail is located behind the curb could be used as avoidance but would be considered less recoverable. The standard for a 45 mph posted road should place the guardrail 13 feet behind the curb, however, the measured speeds in this area 4 would support the guardrail located at the 8 foot offset as described in the VDOT Road Design Manual.
