Please find our responses to the comments below in bold lettering. 1. [Comment] Application number and History. a. This application has been assigned an application number. Update the plan set and future submission materials to reference SDP202200037. The plan set has been updated to reference SDP202200037 on Sheet C0.0. b. On the Cover Sheet, remove "SDP89-033" from the minor site plan amendment title and purpose statement. Staff research into the development of the site found that SDP198900033, as noted on the plan, is not the ruling site plan across all areas where changes are proposed. The parcel was developed in phases with different site plans and there have been several site plan amendments, including the following: • SDP201500034— Major (Building 2335) Approved; 2 Letters of Revision (LORs) • SDP201300031— Minor (near Building 2331) Approved; 2 LORs • SDP200600103 — Minor (all parking areas) Approved • SDP200100111— Final (Building 2315) Approved • SDP199900029 — Minor Approved • SDP199500089 — Final Approved; 1 LOR • SDP199200031 — Minor Approved • SDP199100085 — Major (Seminole Lane) Approved • SDP198900033—Approved; 3 LORs • SDP198800076 • SDP198800050 • SDP198700067 —Approved by Planning Commission with Conditions (Buildings 2315, 2325, and Seminole Lane) • SDP198400067 "SDP89-033" has been removed from the minor site plan amendment title and purpose statement on Sheet C0.0. 2. [Comment] Minor site plan narrative. Revise the site plan narrative to: a. Exclude the reference to SDP89-33. The reference to SDP89-33 has been excluded from the minor site plan narrative on Sheet C0.0. b. Update item #1to reflect the number of additional parking spaces proposed. It appears 21 spaces are being propose but please also refer to Comment #3a below. The number of additional parking spaces proposed has been corrected from 20 to 21 spaces in item #1 on Sheet C0.0. c. Remove list item #4. As discussed with the applicant via email prior to the staffs comment letter, signs and sign locations are not approved through site plan amendments. They are processed via a separate application system. List item #4 has been removed from the site plan narrative on Sheet C0.0. d. Suggest reviewing the narrative for spelling. The narrative has been reviewed for spelling on Sheet C0.0. 3. [32.6.2(]), 32.7.9] Landscaping plan. a. The minimum standards for landscaping within a parking area require one large or medium shade tree per ten parking spaces or portion thereof (Sec. 32.7.9.6). Based on the proposal for additional parking spaces, revise the interior parking area to include at least one (1) tree within the parking area for every ten parking spaces, or portion thereof, proposed by this amendment. Be advised, trees must be selected from a current list of recommended large shade trees approved by the agent or other species approved by the agent and the agent may allow trees smaller than medium shade trees to be planted when site conditions warrant smaller trees. All shade trees to be planted shall meet the specifications of the American Association of Nurserymen. Additional trees have been added for interior parking area, see sheets L7.0 & L7.2 b. Revise the Planting Schedule provided on Sheet C7.2 to include all proposed and existing trees to remain along Seminole Trail so the composition of planting along the Entrance Corridor is clear and in alignment with the plan map. Planting schedule has been updated on sheet L7.2 to include proposed and remaining existing trees. c. Include in the Planting Schedule additional columns for the tree canopy square footage per individual plant per species and the total canopy contributed per species, as well as the resulting total of the total tree canopy square footages. Tree canopy square footage has been added to the planting schedule on sheet 1.7.2. d. Revise Sheet C2.1to: Symbolize the existing trees to remain using the symbology that is used to represent the same trees on Sheet C.7. Currently, the tree symbology does not coordinate between pages of the plan. Tree symbology and callouts have been updated between the civil and landscaping plans. Label the existing tree species. Existing tree species are now labeled. iii. Identify the number of existing trees to be removed within the plan map labels. The existing trees that are to be removed are now called out on sheet 1.3.0. e. Complete and sign the Conservation Plan Checklist provided on Sheet C7.2. Conservation plan checklist has been completed and signed. 2. [32.6.2(k), 4.171 Lighting. Notes on the Cover Sheet indicate that "no lighting is proposed with these improvements". However, one light fixture exists in the parking island that is being resigned to make way for 11 new parkingspaces. Is this light fixture remaining orwill it be removed? If it will be removed, subsequently remove the light fixture symbology from the rest of the proposed plan sheets (Sheets C4.0, C5.0, C7.0), label that this fixture will be removed (Sheet C2.1), and note on the Cover Sheet that one light fixture will be removed (per Sheet C2.1) but all other approved lighting fixtures will remain in place. This light fixture is intended to remain. The parking layout has been updated to include an island to avoid impacting/removing this light fixture. 3. [32.5.2(n), 4.12.16] Parking space dimensions. a. County Code stipulates that the minimum parking space size for perpendicular parking must be 9 feet or 10 feet in width and 18 feet in length. Please revise the proposed parking space nearest to the ADA Access Ramp in at the northwest corner of Building 2535 accordingly. See Sec. 4.12.16 for more information. Parking space width has been increased from 8.5' to 9' as required by County Code, see Sheet C4.0. b. Provide dimensions for proposed parking spaces located behind Building 2327. Parking dimensions have been provided for the proposed space behind building 2327. Building callout has been updated to #2325 per ALTA survey performed on June 15', 2021 (see attached). 4. [32.5.2(b)] Parking schedule. Depending on the revisions being made, update the parking schedule on the Cover Sheet to reflect the number of additional parking spaces being added by this amendment. Currently, the note identifies 21 parking spaces are being added. The parking schedule is correctly identifying the 21 additional parking spaces being added with this amendment. The narrative has been corrected from 20 parking spaces to 21 spaces. 5. [32.5.2(a)] Zoning notes. a. Note that the property is subject to SP1989-00070 for approval of fill in the floodplain Note has been added that the property is subject to SP1989-00070 for approval of fill in the floodplain on Sheet 00.0. b. Note thatthe property is subject to Managed and Preserved Steep Slopes (Overlay District). A note has been made on Sheet C0.0 in the Overlay District section that the property is subject to Managed and Preserved Steep Slopes 6. [32.5.2(b), 32.5.2(n)] Building information. a. Label the building square footages. The building square footages have been labeled. b. Provide/note the maximum height of all structures. The existing building heights and maximum allowable height have been added to Sheet C0.0. 7. [32.5.2(a)] Boundary dimensions. Show property corner locations between metes and bounds and indicate monument materials. Property corner locations have been added, and monument materials are indicated where found in the field. 8. [32.5.2(f)] Water. Label the body of water adjacent to the site. The body of water adjacent to the site has been labeled on the plan. 9. [32.5.2(h)] Floodplain. a. The extent of the flood hazard overlay district is not clear on the plan map. Clearly identify one line and inclusive area to be associated with the aforementioned overlay district. See screenshot from Sheet C2.0 below. (Be advised, the extent of the floodplain should match FEMA floodplain data.) As discussed, the updated 300-year floodplain from the attached LOMR-F has been added in lieu of the flood hazard overlay district, as it is more accurate FEMA floodplain data. I I I I I I I I b. Label the flood hazard overlay district on the plan. See response to comment above. 10. [32.5.2(t)] Dam break inundation zone. Map and label the limits of the state dam break inundation zone. The limits of the state dam break inundation zone have been mapped and labeled on the plan. 11.[32.5.1(c), 32.5.2(d)] Existing contours. Provide existing contour lines, unbroken, across the areas of the subject property that are shown. Contour lines are now provided across areas of the subject property shown. 12. [32.5.2(d)] Steep slopes. Locate areas of the site where existing slopes are managed or preserved steep slopes and note on the plan whether steep slope areas will be disturbed with this site plan amendment. Preserved steep slopes have been located on the site plan. These slopes will not be disturbed with this site plan amendment, which is now noted on Sheet C0.0. 13. [32.5.2(i)] Easements. Locate and label (with deed book and page reference) all existing easements within the areas of the subject property that are shown. All existing easements within the areas of the subject property have been added to the plan set and labeled (with deed book and page reference). 14. [32.5.2(a)] Scale. Check the scale on Sheet C2.0. The scale on Sheet C2.0 has been updated to 1"= 50'. 15. [32.5.2(a)] Abutting parcels. a. Show departing lot lines on the plan map. The departing lot lines on the plan map have been shown for abutting parcels. b. Provide the names of the owners, zoning districts, tax map and parcel numbers and present uses of abutting parcels. The names of the owners, zoning districts, tax map and parcel numbers and present uses have been provided for the abutting parcels on Sheet C0.0 and plan view. 16. [32.5.2(s)] Vicinity map. The "Site Location" appears to indicate a different subject property. Review and indicate the tax map parcel to which this amendment is proposed. The "Site Location" located on the Vicinity map has been moved to the correct location on Sheet C0.0. 17. [32.5.2(r)] Symbols. General reminder to label all linework and symbols. Currently, multiple lines use the hollowed dot symbology; however none are labeled. Revise the plan to uniquely label and symbolize all aspects currently using the hollow dot symbol. Symbols have been updated for consistency in the legend on sheet C3.0 and plan view. 18. [Comment] Reminder that revised plans should include the original date of drawing and the revision date(s) for each subsequent version of the plan. Acknowledged, the revision date has been added to the border of this resubmission. NOTE: The last major site plan amendment (SDP201500034) identified that the subject property, particularly Phase 3, is under parked. Staff finds the additional parking spaces proposed by this amendment to be acceptable as it does not create an issue with the total number of parking spaces exceeding the number of required spaces by more than 20%, which is not permissible under Sec. 4.12.4. OTHER SRC REVIEWERS Albemarle County Engineering Services (Engineer) Matthew Wentland, mwentlandPalbemarle.ore— Requested Changes 1. A Floodplain Development Permit will be required (18.30.3.12A). A LOMR-F was filed in 2017 for the adjustment of this property out of the floodplain. As discussed, a floodplain development permit should not be required with the updated FEMA 100-year base flood elevation shown on the site plans. 2. The minimum size for parking spaces is 9' x 18' (18.4.12.16) Noted, the parking space in front of building #2535 has been updated to 9' from 8.5'. The existing ACSA sewer main in front of Bldg 2327 (now labeled #2325 from updates from the attached ALTA survey) has been added on all applicable plan sheets. 3. Show existing fire hydrant near the corner of Bldg 2335. The existing fire hydrant near the corner of Bldg 2335 is now shown and called out on all plan sheets. Albemarle County Planning Services -Architectural Review Board (ARB) Margaret Maliszewski, mmaliszewski@albemarle.org—See Recommendation Regarding the new freestanding sign, note that: 1. The new sign location is not approved with the site plan; it is reviewed and approved with a sign application. Noted, a separate sign application has been submitted. 2. Planting will be required at the sign to integrate it into the landscape. Planting around the sign is now shown on sheet L7.0 to integrate the sign into the landscape. In accordance with the provisions of Section 32.4.3.5 of Chapter 18 of the Code, if the applicant fails to submit a revised site plan to address all of the requirements within six (6) months after the date of this letter, the application shall be deemed to have been voluntarily withdrawn by the applicant.
