Dear Ms. McCulley:
The Department addressed comments on the referenced site plan in
a letter dated February 7, 1985. Should this site be a new development
the Department would require that the entrances meet the Department s
minimum standards for commercial sites. Since the entrances to this
site are existing, the Department's recourse for upgrading them would
require legal action should the County not require the entrances to
be improved as a part of the rezoning and site plan for this develop-
ment. The Department recommends that the entrances be upgraded to
meet commercial standards since the usage of this site is commercial.
&o reduce the hardship of improving the entrances, the Department
recce mvends that the western entrance be closed and the eastern entrance
upgraded to the Department's minimum commercial standards. To widen
the western entrances would require removal of one or two large trees.
Therefore, the Department feels that upgrading the eastern entrances
would have less impact on the site and still provide adequate access to
the site. The Department also recommends that a turn lane be built
across the frontage of the property to the eastern entrance with CG-2
curbing. The CG-2 curbing would reduce the amount of land needed to
properly construct the turn lane. It was also observed that a fence
is on the highway right of way and this needs to be removed.

The CATS shows an ultimate right of way width of 120' and currently

historical landmark to the south of Route 250, it may be difficult to
obtain the ultimate 120' of right of way. Also, this section of Route

is the only information the Department has available on the ultimate
right of way width.

The Albemarle County Planning Commission, at its meeting on May 15, 1984, approved
the above-noted preliminary plat, including a waiver of frontage and a waiver of
the right-of-way reservation requirement, subject to the following condition:
1. The final plat will not be signed until the following condition has been met:
a. Staff approval of technical requirements including 100' septic setback and
150' scenic highway setback.
The Planning Commission also granted administrative approval of the final plat.
Please be advised that preliminary plat approval is valid for six (6) months, or
until November 15, 1984. Failure to submit a final plat to the Planning Department
within that time will render the preliminary approval null and void.

1. Willoughby Section Four Preliminary Plat -
This site is relatively steep and the lots are small enough
that detailed grading plans should be prepared to show the
locations and finished floor elevations of the homes, drive-
way locations and grades, and, lot grading. The detention
basin will be a very close neighbor to the homes, and there- -

fore, it should be designed so that it will have as little
impact as possible. The flooded depth should be as shallow
as possible, slopes on the dam should be 3:1 or 4:1, and
drainage through the bottom of the basin should be good so
that the bottom will be dry most of the time. We suggest ,
that the developer consider using a "roll" type curb to
eliminate the drainage problems at driveways and the problem
of locating driveway openings.

parking area should be fenced off to prevent customers from
using the bridge that is in danger of collapsing at this
time.

PLANNING STAFF COMMENTS :
1. There will be no requirement for the reservation of additional
highway right-of-way as per the waiver granted by the Planning
Commission on May 15 , 1984 for the Paul Grady Preliminary Plat.
Please revise the proposed building location to be 150 feet
from the existing front lot line.
2 . The Health Department will inspect the proposed septic field
sites to determine if more extensive soil studies must be
undertaken.
3. The Highway Department has been asked to clarify their requirements
versus recommendations prior to Planning Commission review.
Subsequently, the Planning Commission will determine if any
recommendations should be adopted as conditions of approval for
the proposed building. Planning staff suggests the applicant
submit an estimate of the number of vehicles per day visiting
the antique shop. This will further aid in determining what
Highway Department recommendations should be adopted.
4. Planning staff recommends that to insure the public safety, the
entrance at Rt. 250 to the road over the bridge, be blockaded
and marked as closed. Please note this on the site plan. Once
the bridge is repaired, perhaps a sign at this entrance marked
"Private Residence" will prevent customers wishing to visit the
antique shop, from turning into the wrong entrance.
5. Please provide a parking schedule of that required and that
provided. The gross floor area (both buildings) must be determined
approximately. The number of parking spaces required is based
on 1/400 square feet of floor area; this is the appropriate standard
for area devoted to furniture. Section 4 . 12 .6 . 3 of the Zoning
Ordinance requires that "where more than four (4) spaces are
required. . .there shall be markings or dividers indicating the limits
of off-street parking. "

The following are our comments:
la. Willoughby Section Four Preliminary Plat, Route 631 S. : The
Department recommends that this preliminary plat not be approved until
the revised ZMA is approved. This preliminary plat appears to be in line
with the revised ZMA. There are still some questions concerning the
pavement design of Harris Road that is already constructed in the County.
The Department recommends against the use of a roll curb in this develop-
ment due to access problems that it causes for the entrances. The
Department will need to review and approve road plans if this is to be a
State maintained road. There is an existing opening in the curbing for
a street entrance that does not appear on this plan, and this opening
should be closed off with curbing to match the existing roadway section.
2a. 1740 House Antique Shop Site Plan, Route 250 W. : In letters
dated December 14, and December 20, 1984, for ZMA-84-26 for Clarence
and Mary Elder, the Department addressed comments for this site. These
comments still apply and the Department recommends CG-2 curbing along
the edge of the turn lane across the frontage of this site.

RE: Site Plan, Technical Review For 1740 House
The below checked items apply to this site and are hereby recommended to the Commission:
1. Hydrants are recommended and should meet the following ISO requirements:
A. Albemarle County Service Authority specifications for hydrant type and threads.
B. Located on highway right-of-way (when possible) .
C. No closer than 50' or more than 400' to each major structure.
D. Every 800' along the roadway.
E. Every 500' around the perimeter of the building.
F. The fireflow requirement' is gallons per minute @ 20 PSI (residual) .
G. Paint curbing 15' on either side of hydrant. - -
2. A dry hydrant with adequate water from a pond is required. The surface to the dry
hydrant shall be accessible by use of an all weather compacted surface with a grade
of not more than 8% and a turn-around space with a radius of 50 feet. The standpipe
shall have a 41 national standard male fitting (see NFPA 1231 & Albemarle County
Zoning Ordinance 32.5.18) .
X 3. Dumpster location shall not be closer than 15' to any structure. (BOCA Fire Code F305.4)
X 4. Handicapped provisions are required (BOCA Basic Building Code Article 515 as amended
by Virginia Board of Housing and Community Development, 1981 Edition) .
X 5. Other comments and recommendations New Structure Must Be Accessible to Handicapped
with Handicap Parking Provisions Provided.
