[32.5.2 (c)] Please provide a phasing plan. No Certificates of Occupancy can be issued for any of the buildings until all other site improvements are installed, unless a phasing plan is provided for this project. Jalen Boone, 600ne0albemarle.org, is the site inspector for this project and is willing to assist the applicant with developing a phasing plan that will allow CO's to be issued for individual buildings. Be aware that all features shown within specific phases will be required to be installed prior to issuance of CO's for buildings within each individual phase. 2. [32.5.2 (a)] Please update the zoning note on Sheet 1 to state that the properties are located within the AIA Airport Impact Area Overlay, FH Flood Hazard Overlay, and Managed and Preserved Steep Slopes Overlay Districts. 3. [32.5.2 (a)] The plan does not appear to show the property boundaries as they exist after the 0.739 and 0.280 ROW dedication was platted through recordation of SUB202100217. Please address the following: a. On Sheets C3-C9, please verify that the accurate parcel boundaries for TMPs 76-17 and 76-66 are shown. b. State the acreage of both parcels on Sheets C3 and C4. 4. [32.5.2 (a)] Please show the limits of the "School Use Boundary" and "School Buffer Area" from the approved Special Use Permit on all applicable sheets. 5. [32.5.2 (b)] Sheet 1 states the building shall be limited to 2 stories per the conditions of the SP, however there are no conditions related to building height. The height should be in conformance with the R1 zoning, which is 35 feet. 6. [32.5.2(i)] Label on all sheets the existing Reservoir Road. Also include the state route number, right of way lines and width, and centerline radii and pavement width. 7. [32.5.2 (n)] Please identify the circular shapes south of Building I on Sheets C6 and C7. 8. [32.5.2 (n)] Please identify what the rectangular structure between buildings A and B is. 9. [32.5.2(n)] Provide the location and dimensions for all existing and proposed improvements including. buildings (max height for each building), walkways, fences, walls (including height), trash containers, outdoor lighting, recreational areas and facilities, loading and service areas, and the proposed paving material types for all walks and parking lots. a. Exterior dimensions for all proposed buildings are not labeled, please provide this information on all applicable sheets. 10. [32.5.7] Please verify whether the Floodzone note on Sheet C1 is accurate. According to Albemarle County GIS, both parcels are partially located in the Flood Hazard Overlay District. It also appears that the 100-year floodplain is labeled on the site plans (See Sheet C4). If necessary, revise the Floodzone note. See attached Engineering review comments for further information. 12. [32.7.5.1] Prior to approval of the major amendment, all comments related to the central sewerage system request must be addressed. See comment letter from the Deputy County Engineer, Emily Cox, below. a. Please be aware that the central sewerage system request requires approval by the County Board of Supervisors. Once all comments have been addressed, the applicant should coordinate with Engineering Division and Planning Division staff to schedule this matter for Board approval on an upcoming BOS meeting agenda. 13. [32.7.9.9 (a)] Add a note to the landscaping plan stating "All landscaping shall be installed by the first planting season following the issuance of the first certificate of occupancy within the development, or a phase thereof." 14. [32.7.8] Provide a lighting plan that addresses the following: a. [4.17] Show the location of all outdoor lighting for any luminaries equipped with a lamp which emits 3,000 or more maximum lumens. b. [4.17] Provide a luminaire schedule identifying each type of outdoor luminaire proposed. Include the manufacturer name, model number, lamp type (e.g. LED, incandescent, etc.), wattage/lumens emitted, and pole/mounting height. Include a column in the schedule that identifies the symbology used for each fixture on the lighting plan. State the number of each outdoor luminaire provided by type. c. [4.17] Revise the photometric data table so a Light Loss Factor (LLF) of 1.0 is used to calculate footcandle measurements. Revise the footcandle measurements shown on the plan as necessary. d. [4.17] Show footcandle measurements for the entirety of the site. Please be aware that spillover from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one- half foot candle. It appears that the lighting max exceed this requirement in certain places. e. Please add a note stating that athletic field light poles will not exceed 70' in height. f. Please add a note stating that outdoor lighting of the athletic field will not continue past 10:00 PM. g. [4.17.4 (b)(1)] Add a note to the lighting plan stating "The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half foot candle." h. [4.17.4 (b)(1)] Add a note to the lighting plan stating "All outdoor luminaries emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture." i. [4.17.4 (b)(2)] Add a note to the lighting plan stating "All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads." 15. Prior to site plan approval, easement plat for all proposed easements must be approved and recorded. Once the easement plat is recorded, update all new easement labels to state the easement type, dimensions, and recorded instrument (deed book and page number). Please provide such access. 2) The fire appartus access road shall provide 20 ft unobstructed travel way access for buildings 30 feet tall or less and 26 feet unobstructed travetway access for all buildings over 30 feet tall. 3) For buildings takker than 30 feet tall, the access provided must be within a minimum of 15 feet of the building and a maximum of 30 feet from the building. 4) This is within the water authority service area so fire hydrants are required for the site in accordance with the spacing requirements and numberts per the needed fire flow. 5) If any buildings is to have a sprinkler or standpipe system with FDC, there shall be a hydrant within 100 feet of the FDC and arranged so its use does not obstruct the travelway access for fire apparatus. 6) The note indicating the needed fire flow is 2125 gpm is acknowledged, please provide a note on the plan indicating the available fire flow. 7) During demolition and/or construction, the following fire prevention steps are required, so please note them on the plan a) Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. c) Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, including access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches, this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d) Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code e) An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f) Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code g) Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special, hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code h) Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office Page: 1County of Albemarle Printed On: 09/02/2022 Albemarle County Service Authority Serving ♦ Conserving July 25, 2022 Justin Shimp, P.E. Has the private offsite sewer easement been recorded yet? If not, what is the status of obtaining this easement? 2. RWSA will need to review and approve the amended plans. 3. Provide fixture counts for all the of the proposed buildings. 4. Label the ground cover for the Regents Plaza (will this be grass, artificial turf, pavers, etc.). 5. The waterline cannot be reduced to a 6" waterline until after the hydrant on the eastern side of the parking lot. 6. At the western end of the waterline, remove the 22.5 degree bend, extend the line slightly further and have a 90 degree bend turn the waterline towards the fire hydrant. 7. Revise the location of the proposed water meter so that the waterline does not cross the wide area of concrete. If the waterline crosses the sidewalk, it should cross perpendicularly. Minimize the concrete that is in the ACSA easement. Revise the layout of the private waterlines so that they are not inside the ACSA easement except a single line on the back side of the water meter. 8. Show and label an RPZ behind the water meter and outside of the ACSA easement but before there is any branching of the private waterline. Label the RPZ as private. 9. At the 8" x 6" waterline tee at Sta. 13+15, add an 8" GV on the west side of the tee. 10. Near Stations 13+50 and 14+00, replace the 90 degree bends with 45 degree bends. Revise the ACSA easement in this area so that it is 20' wide and centered on the waterline. 11.
