The Site Review Committee has reviewed the development proposal referenced above. Preliminary
Comments for the following agencies,as applicable,are attached:

Albemarle County Division of Fire Safety
Thomas Jefferson Health District
Please make the revisions that have been identified as necessary for a recommendation of approval by the Site
Review Committee. Submit seven full size copies and one 11"x 17" copy to the Department of Planning and
Community Development. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions.
When the revisions have been reviewed and approved by all reviewing agencies, staff will send a
recommendation of approval to the Planning Commission.

The site plan waiver and sketch plan received on 28 Feb 2003 has been reviewed. The Engineering
Department recommends approval of the site plan waiver with the following conditions:
1. We offer the following comments regarding stormwater management(SWM)and erosion and
sediment control(E&SC):
a. Since the proposed disturbance is less than one acre, stormwater detention may be waived.
[17-314] However,stormwater quality must also be addressed.Provide BMP calculations as
given in the interim design manual. Select the appropriate BMP to meet target removal rates
and provide a design on the plan. The proposed BMP must capture as much of the proposed
impervious area drainage as practicable. [17-315, 18-32.5.6k] Please contact Mr. David
Hirschman,Water Resources Manager, at 434.296.5861, for more information.
b. Since the proposed land disturbance exceeds 10,000 square feet,an erosion and sediment
control plan is required. [17-201 d]
c. Please submit a completed application and fee for erosion control and stormwater
management. [17-203, 17-303]
2. Please specify the surface material for the new parking lot on the site plan. [18-4.12.15(a)]
3. Please provide ditches or curb and gutter at the base of the travelway into the proposed parking lot.

4. Please show the proposed grading of the parking lot. [18-32.5.6b]
5. Based on the plan,the existing road slope exceeds 10 (ten)percent. "In no case shall the grade exceed
private road standards set forth in section 14-514 of the Code." [18-4.12.17(a)] Travelways shall be
designed to VDOT ROLLING TERRAIN Standards [14-514,Table B]
6. Please show the travelway width as 16 feet to allow for bypass traffic. [18-4.12.17(c)2(a)]
7. All previous and current comments from VDOT must be addressed and shown on the site plan.
VDOT comments from J.H. Kesterson:
1. The entrance and landing should be overlaid with 1 Y2"SM-9.5A. This should alleviate the surface
wearing and also the drainage that is unable to sheet over the shoulder due to the planting
encroachment into the shoulder area of the entrance.
2. The entry road only has an aggregate surface that is constantly washing onto the landing. In addition,
side ditches should be established along the entry road to help alleviate the drainage from gathering at
the entrance.

The Albemarle County Department of Building Code and Zoning Services will approve this site plan
waiver for zoning compliance when the following items have been satisfactorily addressed. The
Building Official may provide separate comments. [Each comment is preceded by the applicable
reference,which is to the Zoning Ordinance unless otherwise specified.]
1. [32.5 &32.6] We recommend, at a minimum, that the following to be shown on the plan:
?Tax Map and Parcel number, TMP 79-23B &23C;
? Owner of the subject parcels;
? Boundary of the property and/or distance ties to verify setbacks are met;
? Ingress and egress. Please be aware that VDOT and Engineering recommended improvements to
the entrance during Special Permit review.
2. [4.12] Please provide a schedule of required and provided parking on the plan. The basis for the
required parking must be included as follows:
Required Parking: 14 guest rooms @ 1 space per room = 14
52 seat restaurant of 1426 sf. @ 13 spaces per 1000 sf. = 19
125 special event guests @ 1/2.5 guest = 50
Total required spaces = 83
Provided parking: 83 spaces.
3. [32.6.6(j)] Provide a description and photograph or diagram and show the location of each type of
outdoor luminaire that emits 3,000 or more initial
lumens. Please be aware that installation of such luminaires in the future that are not shown on this
plan shall require an amendment to this plan.
4. [32.6.6(j)] [4.17.4(b)] Include a photometric plan on the site plan demonstrating that parking area
luminaires are in compliance with 4.17.4(b).

5. [4.17.4.3] Please note on the plan, "The spillover of lighting from outdoor luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one-half(%2)foot
candle."
6. [SP-2002-019] Reference SP and note all conditions on the plan.
7. [SP-2002-019, condition#2] This department will require Health Department approval before the final
approval of this plan.
8. [32.7.2.8] Provision shall be made for sidewalk and pedestrian walkways which will enable
pedestrians to walk safely and conveniently between building on the site and from the site to adjacent
property.

The Department of Planning and Community Development will recommend approval of the site plan
waiver, as a consent agenda item on the Planning Commission's agenda, when the following items
have been satisfactorily addressed:
1. (32.5.6.a) Please add to the plan the names of the owner and individual who prepared the plan, tax
map and parcel number; zoning, all the special permit conditions, date of drawing, and a vicinity sketch
showing the property and its relationship with adjoining streets, subdivisions and other landmarks;
2. (32.5.6.b) Please add to the plan a schedule of parking including maximum amount required and
amount provided;
3. (32.5.6.n.) Please add to the plan the proposed improvements to the entrance, including paving
material as a detail;
4. (32.7.2.8) Please add to the plan a pedestrian walkway which will enable pedestrians to walk safely
from the new parking lot to the Inn;
5. (32.7.9.8) Please relocate the proposed dumpster to a location closer to the building, such that trash
vehicles and staff do not have to utilize the existing sub-standard drive and turn around in the new
parking lot; and
6. All other agency recommendations of approval.

Location: East side of Rt. 729, 0.4 miles south of Rt. 250, Albemarle County, VA

Dear Mr. Willey:
Your application for a Revised Conditional Sewage Disposal System Construction Permit filed on
March 7, 2003 with the Albemarle County Health Department has been evaluated in accordance
with the requirements contained in the Code of Virginia, Section 32.1-164.1 and Section 3.13.06 of
the Sewage Handling and Disposal Regulations, (2000).
Based on the information filed with your application, site evaluations conducted by the
department's representative,and engineered plan review and study of all data presented and
available,this is to inform you that your application for a Conditional Sewage Disposal
Construction Permit is hereby approved. All items listed below are a part of the permit and the
conditions that are and have been applied to the approval, installation and use of the sewage
disposal system.
1. This letter is a part of the Conditional Sewage Disposal Construction Permit issued for the
above referenced location.
2. The permit shall be recorded and indexed in the grantor index under your name in the land
records of the Clerk of the Circuit Court of Albemarle

3. You must furnish to the Albemarle County Health Department certification, by the Clerk of the
Circuit Court, indicating the deed book number and page number upon which the permit and all
conditions have been recorded. A copy of the certification shall be attached to all copies of the
permit prior to giving validation to the building official for issuance of a building permit.
4. The sewage disposal system for the facility is approved for a peak daily wastewater flow
of 3700 gallons per day. This increase is a result of the approval dated October 14, 2002
(SP 02— 19), given to the Clifton Inn by the County of Albemarle to upgrade/increase
their facilities. This approval specifies a maximum of 52 seats in the restaurant(full
dinner hours), 14 guest rooms (maximum of 6 of these connected to subject sewage
disposal system) and a maximum of 200 people(total) at the facility at any given time
during an event.
5. This conditional permit supercedes all previously issued/recorded permits for the facility.
6. Failure to comply with these conditions shall render this permit null and void.
In accordance with the Virginia Administrative Process Act,the Health Laws of Virginia Section
32.1-164.1 of the Code of Virginia and Section 3.08 and 3.10 of the Sewage Handling and Disposal
Regulations,this letter is to further inform you of your right to appeal to obtain a modification or
elimination of the conditions established in and for the issuance of this permit.
If you desire to pursue this appeal,you should submit a written request to Susan McLeod,M.D.,
M.P.H., at P. O. Box 7546, Charlottesville, Virginia 22906. This written request should detail and
outline all of the facts and such other data or information which forms the basis of your appeal for a
review of the decision establishing the conditions outlined above. The written request should be
made within 30 days.
