Apparently, the special use permit and the Inn itself are not on the same parcel as the proposed parking lot. The parking cannot be on a separate lot except for certain circumstances that I will explain. The result of this finding is that the special use permit, SP2002- 019, cannot be initiated unless and until you have sufficient parking for the additional persons permitted under that approval. If the SP is not initiated by October 2, 2004, it will be terminate. Under section 4.12.10, shared parking may be allowed on a parcel with another primary use. However,if there were no primary use requiring parking on a given parcel, any parking on that parcel would be considered"stand alone parking". Stand alone parking is only allowed by special use permit in some districts, but not in the Rural Areas district (RA). We discovered this problem when Keith Lancaster, our Zoning Plans Reviewer, asked that property lines be added to the site plan so he could determine if the proposed improvements will meet our setback requirements. Now that we see the proposed parking is located on Tax Map79,parcel 23F, the issue is that parcel 23F is zoned PRD (Planned Residential Development) and this parking lot is not shown on the application plan for that district. To be permitted in that PRD district,your client would have to concurrently have a zoning map amendment (showing the change in the application plan) and a special use permit(for stand alone parking) approved by the Board of Supervisors. Two other options that I can identify for you are: 1) Find another area for parking on either parcel 23B or 23C (both of which are included in the SP); OR, ZCZ-INTE.. APR 2 5 2003 _.... .. . ....,.., ... . �., oyG* 4 U4/Z3/U3 2) Do a boundary adjustment to add the land including the proposed parking area to parcel 23B; and, rezone that land to RA; and, amend the existing special use permit to include the adjusted land area of the revised parcel 23B. If you think of other options, please discuss them with me or another zoning administrator to insure that everything will work. After any option,you will still need to complete the site plan approval process showing the accurate location of all improvements related to Clifton prior to construction of the parking lot and use of the SP for more than 80 persons at Clifton.
