Preliminary Comments for the following divisions of the Community Development Department and other agencies, as applicable,are attached: Albemarle County Division of Zoning&Current Development(Engineering,Planning,&Zoning) Albemarle County Division of Inspections Albemarle County Division of Planning(Historic Resources) Albemarle County Department of Fire Rescue Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues which could affect approval of the proposed project. Please make the revisions that have been identified as necessary for preliminary approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit seven full size copies and one 11" x 17" copy to the Department of Planning and Community Development. Responses to the attached comments of the Site Review Committee must be submitted by August 16, 2004. Failure to submit this information by this date will result in suspension of the review schedule. Legault FROM: Francis H.MacCall,Planner RE: SDP-2004-062 Clifton Inn Site Plan Waiver The Albemarle County Department Planning and Community development will recommend approval the site plan waiver when the following items have been satisfactorily addressed, and all reviewing agencies are satisfied: [Each comment is preceded by the applicable reference to the Code of Albemarle.] 1. [32.5.6 a] Provide the source of topography and survey. 2. [32.5.6 a] Provide the boundary dimensions for the property lines that are shown and the land hooks representing the parcel combination. Show all of the property lines that are part of both of the parcels involved within the confines of Sheet 1. 3. [32.5.6 d&4.2] It appears that critical slopes are being affected. Within the confines of Sheet 1 identify where there are critical slopes. (Slopes of 25%or greater) 4. It is strongly recommended that an alternative parking configuration be implemented. Staff met with representatives of the applicant to discuss the alternatives that may work, such as parallel parking along the main entrance road to reduce the number of spaces in the block of 50 spaces shown. The resulting number of spaces that need to be in the lot would be less thus reducing the amount of land disturbance that is needed for the lot. The suggestion made was to design the lot so that it used the existing topography to minimize the amount of grading that would be necessary with the existing proposal. Alternative parking designs would also possibly allow for alternative designs to water quality facilities,thus reducing the grading necessary. 5. [32.7.9] A landscape plan will be necessary with the current plan or with any alternative that may be proposed. The landscaping will need to conform to the current regulations. Staff believes that the current configuration of the parking will become a detriment to the character of the area with regards to not only the historic nature of the area but also the rural nature. If the current configuration is kept then there will need to be an appropriate amount of landscaping provided that will mitigate the impact the lot will have on the visibility from Milton Road and all adjoining Rural Area property. A double staggered row of mixed evergreen trees would be better than a single row or even a double row of the same tree. An area that would provide for small groupings of trees that may not necessarily be in neat rows would be even more appropriate so that the area is screened in a more rural nature as opposed to having a hard urban edge to the appearance as a double staggered row would be. 6. [32.7.9] Provide a landscaping schedule for the proposed landscaping, including size number, and required canopy. The Virginia Department of Historic Resources' (DHR)Historic Resource Data Sharing System(DSS)has identified Clifton Inn(Clifton)(Tax Map 79-23B)as historic(DHR ID 002-0155)and listed on the Virginia Landmarks Register and National Register of Historic Places. The primary resource on the property is a dwelling(c. 1800)with 19th and 20th century additions built in the Colonial Revival Style.Various outbuildings include a detailed brick office(c. 1833- 45);ruins of an early 19th century springhouse;the shaft of a 19th century stone lined ice house;an early 20th century chicken coop;and an altered 1920s brick garage. 2. Surrounding Tax Map 79-23B and 23C are the following resources considered to be historic according to the Virginia Department of Historic Resources' (DHR)Historic Resource Data Sharing System(DSS): a. 002-1514—Milton Lock and Dam. b. 002-1617—Milton Farm. c. 002-0299—Locust Grove. d. 002-1510—Milton Canal Lock. 3. This proposal has raised the following concern: a. The current proposal varies dramatically from the one submitted with the request for the Special Use Permit (SP2002-00019).The construction of a 50-space parking lot as illustrated will include extensive land disturbance and the removal of mature evergreen and deciduous trees up to the edge of Clifton Inn Drive and within 13'of Milton Road(S.R.279).As submitted,it is anticipated that the parking lot will create a negative visual impact on the historic resources located on the subject parcel,and others in the area of historic Milton,and is therefore not appropriate for this site in the proposed location.For these reasons we cannot support the request for the site plan waiver and we recommend an alternative solution: In order to minimize the visual impact of the proposed parking lot on the historic resources identified above,we strongly recommend that the applicant redesign the rectangular configuration of the lot.This could be accomplished through the redistribution of the overflow parking spaces into smaller areas such as a)along the edge of Clifton Inn Road and b)a smaller,curvilinear lot that follows the natural topography north of the tennis courts.We further suggest that the applicant explore alternative paving materials,such as grass pavers,which will provide a vehicle-resistant alternative to impervious pavements.These solutions could reduce the required area of disturbance and required cut and fill,reducing the resultant runoff,and preserve the wooded area along Milton Road.The resulting parking area would compliment existing features,landscaping,and natural vegetation leading to Clifton Inn and Milton,and would protect the historic character of this part of Albemarle County. Should the site plan waiver be approved with the parking lot as shown,we recommend that none of the landscape requirements of the Ordinance be waived. . Please provide Hydrology and Hydraulic computations in accordance with County Code 17-314. and the County Design Standards Manual 503.2A and 503.2B; 2. Please address MS-19 requirements for the BMP.The BMP must outlet to an adequate channel. In addition the road ditch and nearest culvert must be analyzed for adequacy; 3. Please provide a planting plan and schedule for the bio-filters. We strongly recommend using plants from the plant list for bio-retention areas in The Virginia Stormwater Management Handbook(pages 3.11-33 through 3.11-38). The plan should specify the number,approximate location, and plant stock to be used(e. g. 1" caliper). A minimum of 3 species should be used to increase disease tolerance and approximately 10 plants per 1,000 square feet of filter area is the target density; 4. Please show the SWM facility and exit channel to the VDOT right-of—way in a private drainage easement; 5. Please provide class 1 rip-rap for scour protection on the bio-filter soil mix where concentrated runoff enters the facility; 6. Please show EC-2 matting on the ditches that carry runoff to the bio-filter and the slope between the bio-filter and the parking lot. 7. Please include lentils between the riser and the hooded trash rack on the basin cross section. 8. A Stormwater Management Facilities Maintenance Agreement is required. Please submit the latest version, dated August 1999, typed and signed in black ink by the owner, along with the $16 recordation fee. Note:The plan cannot be approved until the Maintenance Agreement has been received, approved and recorded. B.Erosion and sediment control plan comments: (Mark Chambers, Water Resources Plan Reviewer) I Narrative: 1. Please state if there will be an offsite borrow or waste area(there appears to be more cut than fill on the plan). If such an area is required include all the necessary information with the next submittal (See waste and/or borrow area check lists); 2. Under critical erosion areas on page 3 please list the 2:1 slopes and the proposed ditches; 3. Under maintenance on page 8 please change item 1 to read"the sediment basin will be cleaned and maintained according to the VESCH".Please change item 3 to read"All silt fence barriers will be checked regularly for undermining or deterioration of the fabric and repaired as required. Sediment shall be removed after each storm event or when the level of sediment has reached half the height of the barrier"; 4. Please provide calculations for the design of the temporary sediment basin; 5. Please include all applicable minimum standards in the narrative ie. (6, 7, 8, 9, 11); II. Site Plan: 6. Please add the"General Erosion and Sediment Control Notes"(table 6-1,page VI-15,VESCH)to the plan sheet; 7. Please provide an area on the plan for a temporary soil stock pile; 8. Please include the following note with the paved construction entrance detail. A minimum water tap of 1" must be installed with a minimum 1"ballcock shutoff valve supplying a wash hose with a diameter of 1.5"for adequate constant pressure. Wash water must be carried away from the entrance to an approved settling area to remove sediment. All sediment shall be prevented from entering storm drains,ditches or water courses."; 9. Please show EC-2 matting in proposed ditches; 10. Please show any offsite borrow or waste areas; 11. Please provide details/cross sections for the sediment basin and wash rack; 12. Please extend the sediment basin berm to pick up runoff from the ditch between the parking lot and entrance road or provide a sediment trap that will handle this concentrated flow; 13. Please move the section of silt fence below the basin outlet to above the basin outlet; 14. Please show the three existing cross pipes under the entrance road and how they fit into the erosion and sediment control plan i.e. will they be removed or have inlet protection installed etc. 15. There is an existing underground LPG tank that is not shown on the plan.Please include this tank on the next submittal and any necessary considerations for removal or relocation of the tank. 16. As shown wash water from the wash rack will flow into state route 729.Please correct this condition with a temporary right of way diversion and provide a sediment control device for the wash rack and the rest of the work associated with the entrance that does not drain to the sediment basin; 17. Please address MS-19 adequate channel requirements for the basin outfall. Engineering Department approval of the construction plans will be given when"all comments have been addressed"for items A-C above. A grading permit will be issued when approvals have been granted from all applicable departments and agencies, an erosion control bond has been posted, and a pre-construction conference held with the contractor,certified responsible land disturber,owner and county staff.
