SP-89-83 CLIFTON
Petition: Clifton, The County Inn petitions the Board of
Supervisors to issue a special use permit amending SP-87-49
to expand an INN from 7 to 12 rooms [ 10 . 2 . 2. 24] and
RESTAURANT [10 . 2. 2 . 26] on 10 . 3 acres zoned RA, Rural Areas.
Property, described as Tax Map 79, Parcel 23B & 23C, is
located on Route 729 across from Stone-Robinson Elementary
School in the Rivanna Magisterial District.
Character of the Area: The main dwelling known as Clifton
is a late 18th century or early 19th century plantation
house. The building is a state historic landmark.
APPLICANT'S PROPOSAL:
The applicant proposes 12 lodging rooms and restaurant
seating capacity for 50 people. The 5 additional rooms will
be provided in existing structures which would be renovated.
PLANNING AND ZONING HISTORY:
August 5 , 1987 - Board of Supervisors approves SP-87-49 to
allow for an Inn with Restaurant.
COMPREHENSIVE PLAN:
The Comprehensive Plan states that all decision concerning
the rural areas should be based on the following:
1 . Preservation of agricultural and forestal activities;
2 . Water supply protection;
3 . Limited service delivery to the rural areas;
4 . Conservation of natural, scenic and historic resources.
Regarding Comprehensive Plan recommendation, staff offers
the following comments:
1 . Due to the existing development at Clifton this request
would have little effect on agricultural and forestal
activities;
2 . This site is not located within the water supply
watershed;

3 . Clifton is located in proximity to Route 250 and
Interstate 64 and can be adequately served;
4 . Clifton is a state historic landmark. The proposed
expansion should not effect the historic resources
offered by Clifton.
SUMMARY AND RECOMMENDATION:
The applicant' s proposal represents a small increase in
activity at this site. No new structures are proposed.
Staff opinion is that this request is consistent with
Section 31 . 2 . 4.1 of the Zoning Ordinance, the Comprehensive
Plan and SP-87-49 . Therefore, staff recommends approval
subject to the following conditions:
Recommended Conditions of Approval:
1 . Approval is limited to 12 rooms for overnight
travellers and a fifty ( 50) seat restaurant. Except
for lodging guests and occasional luncheons, wedding
receptions, cocktail parties and the like, restaurant
usage is limited to not more than fifty ( 50) diners per
evening, and such 50 diners shall be seated during
those hours set forth in Condition #3;
2 . Building & Fire Official Approval;
3 . Hours of operation for the restaurant shall be from 6
p.m. to 11 p.m. ;
4. Health Department approval.

The following are our comments:
1. SP-90-15 Crossroads Waldorf School, Route 702 - Route 702 is
currently non-tolerable and this request would result in a significant
increase in traffic. This property is at the end of the road and
therefore all of the traffic for this site would have to travel the
entire length of this narrow, curvy road. Route 702 has one of the
highest traffic counts for a non-hard surface road in the County. The
Department does not support this request since it would add a significant
amount of traffic to Route 702 and the width and alignment of this
existing road is narrow and poor.
2. SP-90-13 George B. Hall, Route 631 S. - This section of Route 631 is
non-tolerable and this request would result in an increase in traffic.
The existing private entrance only has 300 feet of sight distance to the
north and 380 feet of sight distance to the south. A minimum of 450 feet
of sight distance is required. The sight distance problem is due to a
bank and trees in both directions. Along with the grading of the banks
and cutting of the trees, sight easements may also be needed to assure
that the sight distance is maintained. The Department also recommends
that the existing private driveway be upgraded to a commercial entrance.
An entrance location south of that existing would probably need less work
done to obtain the sight distance.
3. SP-89-83 Clifton - The Country Inn, Route 729 - This section of Route
729 is currently tolerable and this request would result in a small
increase in traffic. The existing entrance does not have the minimum 450
feet of sight distance for a vehicle turning left into this property and
is a private driveway. The Department recommends that the existing
entrance be upgraded to a paved commercial entrance with adequate sight
distance. To obtain adequate sight distance the entrance would need to
be shifted to the south approximately 50 or so feet, or a bank across the
road graded. The Department recommends a 100 foot long right taper lane
to serve the new entrance. Additional right of way would probably be
needed to accommodate the taper lane.
