Dear Mr. Horne:
We have been notified that Clifton, a property near
Edgehill, has applied for a special use permit to operate a
small restaurant.
On behalf of Ray Graham III and myself , I would like to
go on record as supporting this request for the following
reasons:
1 . No physical changes are planned for the structure
of Clifton,
2 . The Inn is already serving food on a catered basis
which is no longer economically feasible,
3 . Clifton operating as a country inn is in keeping with
the agricultural nature of Keswick and Shadwell; a restaurant
serving the public five nights a week should ensure the success
of the Inn.

Re: SP-87-49 T. MITCHELL & EMILY WILLEY
We were glad to learn of the application for a special
use permit to allow Clifton to expand to an inn with
restaurant.
We reside on parcel 1C of tax map 78C on State Road
732, which is a little less than two miles from Clifton.
However, we feel that it is a part of our general neighborhood
because we drive by Clifton every time we go to
Charlottesville or Keswick post office several times per week.
We eat out at a restaurant about two times per week
and find that there are not many restaurants on this side of
Charlottesville. We would welcome having another restaurant,
especially one less than two miles away, so that we would not
have to drive through dense traffic often to the restaurant
area on Route 29.
In our case, and in the case of other restaurant
diners living in this general area, the effect would be to
reduce traffic on Route 250 east and especially the bottleneck
at Free Bridge.
We believe that the proposed special use is entirely
in keeping with this area and will benefit the neighborhood.
We hope that the application will be approved by the
Albemarle County Planning Com1 ssion on July 21 , 1987 and by
the Albemarle County Board of Super..5tsors on August 5 , 1987 .

Re: Clifton Country Inn; Special Use Permit
for Restaurant
Dear Mr. Horne:
I am aware that the owners of the Clifton Inn have
requested a special use permit to operate a small
restaurant in the Inn. My wife Marcie and I know the
Clifton owners and the innkeepers and we are most
enthusiastic about this proposal .
We came to know Clifton and its principals through
their generous donation of the Inn as the site of the
University of Virginia Bayly Art Museum' s biennial
gala, which Marcie co-chaired and which raised a record
sum for the Museum. Clifton not only was the site for
the lovely event, but Clifton' s generosity in also
donating to the live auction and lending assistance in
handling the logistics contributed greatly to the
event' s success. As a result of this event, we learned
that Clifton is both responsibly managed and extremely
well-run.
Beyond our appreciation of Clifton' s contribution.
to the community, we also support their request to open
a small restaurant. It would be nondisruptive to the
area and, indeed, should enhance the neighborhood, as
Clifton already has been functioning as a bed and
breakfast. Our understanding is that they require no
additions or changes to the dining facilities in the
present Inn - they simply want to serve dinners to
their guests and some members of the public. We look
forward to being one of their early guests.

Clifton has deservedly earned a reputation as a
small, intimate Inn with refined and elegant
accommodations. Certainly the ability to further cater
to the public in this manner is consistent with our
interests in making the Charlottesville-Albemarle area
an interesting and pleasant place to live and work.

We understand that the Clifton Inn has applied for a special use permit
which will allow them to serve meals. As a neighboring land owner, we
wish to support this usage. We have met with the Willey's on a number
of occasions to discuss our plans for our property. On each occasion,
we have found them to be very concerned for the quality of usage of
their land and the adjacent parcel. Their operation is not only
tasteful, but indeed lends a bit of sophistication to the area. Their
plans to serve meals at the Inn would only enhance their own
business, and not hinder the neighborhood. We encourage your support
of their request.
