Main St, Suite M Charlottesville, VA 22902 RE: ARB-2014-43: Pantops Corner Initial Plan 078000000005A0, 078000000005B0 and 078000000058G1 Dear Mr. Shimp: The Albemarle County Architectural Review Board, at its meeting on May 5, 2014,took the following actions and made the following recommendations: Regarding the Initial Site Plan The ARB, by a vote of 4:0,forwarded the following recommendations on the Initial Plan to the agent for the Site Review Committee: Regarding requirements to satisfy the design guidelines as per § 1 8-30.6.4(2), (3) and (5) and Guidelines #6, 39 and 40, the plan does not minimize the effect of parking on the corridor, grading and the use of retaining walls are not minimized,the pattern, scale and relationship of the parking lot to the entrance corridor is not consistent with parking/building relationships along this portion of the entrance corridor. The topography of the site places the largest building nearly 10' below the Rt. 250 EC at the point of entrance to the site. This will require larger scale efforts to conceal rooftop equipment and develop an appropriate scale of building for this portion of the Entrance Corridor. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding recommended conditions of initial plan approval: o Revise the site plan to reinforce the relationship of Retail 1 to the Entrance Corridor to minimize the impact of the parking in front of the building. o A Certificate of Appropriateness is required prior to final site plan approval. o Add tree islands, with large trees 2/2" caliper at planting, in the central double parking row to break up the expanse of paved area. Add at least 5 more trees at the interior of the parking lot. o Add trees 40' on center, 2'/2" caliper at planting, along the eastern perimeter of the parking lot. o Revise the plan to clearly show all existing and proposed utilities and easements. Locate utilities and easements to eliminate conflicts with required landscaping. Show all required landscaping outside of utilities and easements. • Regarding conditions to be satisfied prior to issuance of a grading permit: None. tow %We Regarding the preliminary proposal The ARB offered the following comments based on the submitted plan: 1. Note that architectural treatments will be required for both buildings to relate the buildings to the surrounding context, to achieve human scale, and to relieve blankness. 2. Provide information on window glass with the next submittal. Indicate on the plan that visible light transmittance(VLT)shall not drop below 40% and visible light reflectance (VLR) shall not exceed 30%. 3. Locate the sanitary and storm sewer lines to allow sufficient planting area. 4. Add the standard mechanical equipment note to the site plan and architectural drawings. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Include the full Rt. 20 frontage in the site plan, at a consistent scale. Show the telephone and fiber optic lines and easement out to Rt. 20. 6. Revise the plan to clearly show all existing and proposed utilities and easements. Locate utilities and easements to eliminate conflicts with required landscaping. Show all required landscaping outside of utilities and easements. 7. Note that trees and shrubs may be required along the proposed buildings, to mitigate appearances. 8. To help promote a healthy landscape, limit the number of any single species proposed to 25% of the total proposed for that plant type (tree or shrub). 9. Add the standard planting note to the plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 10. Round contours with a ten foot minimum radius where they meet the adjacent condition. Final grading should achieve a natural, rather than engineered, appearance. 11. Provide trees, 40' on center, 21/2"caliper at planting, consistently along the eastern perimeter of the site. Provide retaining wall details on the plan with sufficient information to confirm that the trees can be accommodated near the wall. 12. Correct the scale shown in the title block on sheet 3 of 8. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on-line at www.albemarle.org/ARB. The submittal must include revisions that address the comments listed above, in addition to all checklist requirements. Include updated revision dates on each drawing. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding"or by other means will facilitate review and approval. If you have any questions concerning any of the above, please feel free to call me.
