This building has frontage on Richmond Road (U.S. 250), and is identified as Tax Map 78 / Parcel 74 ( "the Property "). . Verizon Wireless' currently provides Cellular and PCS services using three dual - band, dipole antennas that are screened within an existing cupola that was added to the rooftop by Alltel. However, the existing cupola is not wide enough or tall enough to install any additional antennas with the required amount of separation that would be needed. Therefore, another cupola _ will be installed on the rooftop in order to house the new LTE antennas. The proposed upgrades are qualified as a Tier I PWSF co- location, because the proposed antennas will be screened within an architectural feature. The proposed antenna configuration consists of a flush - mounted array containing three (3) panel antennas that will be mounted on a pipe and then enclosed within the cupola that will be designed to the exact specifications and by Engineered Endeavors Inc. (EEI), the same manufacturers who designed the original cupola. The existing cupola has a top height of 36.6 feet above ground level (AGL). The proposed cupola will have the same top height, and it will be installed approximately 22 feet west of the existing one. The cupola will be made of fiberg*sand have a foam core inter�r_tlat allows tle radio signals to pass through the stealth panels. Because the panels will be pre - fabricated prior to being attached to the metal framework inside the cupola, EEI be using the same exterior color and treatment that were used on the existing cupole. In addition to installing the cupola, Verizon Wireless will also need to install two LTE equipment cabinets on an upright stand, along with Battery Back -up Unit (BBU) on the east side of the dumpster pad, where an existing power cabinet will be removed. The brick-colored fence that screens the dumpsters and existing Verizon Wireless equipment cabinets from Route 250 will be matched and extended east to also screen the new LTE equipment. Finally, Verizon Wireless will need to install_ two. _ generatrs.. in the rear yard of the convenience store, along Abbey road. Bothe generators will be connected and fueled by a nearby natural gas line, and one generator will be used to keep Verizon Wireless' equipment running during a power outage, while the second generator will provide emergency power for the store. The generators will be installed within a fenced enclosure for security and screening, with addition al screening from Route 250 provided by the existing cedars behind the dumpster pad, as well as new evergreen trees to be planted along Abbey and Davidson Roads. Network Objectives: Verizon Wireless is licensed by the Federal Communications Commission (FCC) to provide state - of -the -art wireless communications services within Albemarle County. This includes the Long Term Evolution (LTE) 4G service (700 MHz frequency band), which was recently launched in Albemarle County, the City of Charlottesville and other surrounding counties in July of 2012. When ideal coverage is available, the 4G services can provide data upload, download and Verizon Wireless PWSF Page 1 Owensville Road 2 (Dominion / Correll) transmission speeds up to ten times faster than current technologies that are currently available through personal wireless networks. It is important to note that, although PCS (1900 MHz frequency band) can be combined with either Cellular (850 MHz frequency band) or LTE service in one set of flush - mounted antennas, LTE utilizes a frequency band which is too close to the Cellular band's frequency in the federally government's licensed radio spectrum. This makes it impossible to combine the LTE and Cellular signal transmissions within a single set of flush - mounted antennas without interference between the signals. Therefore, the LTE and Cellular antennas must be physically separated on the monopole, requiring either additional height to achieve the necessary vertical separation or a much wider horizontal distance between the required antennas than the County's standard for flush - mounting allows. In this case, Verizon Wireless's proposed LTE antennas cannot be installed with the same cupola where antennas for the company's other services are installed, because there, is not vertical or horizontal space for the necessary separation. It is Verizon Wireless' goal to provide seamless in- building, in -car and on- street coverage for the full range of voice and data services to existing and future customers. The specific facility proposed with this application will work with the existing voice services in the area by establishing new LTE coverage for residents, businesses and shoppers in the Pantops area. This facility will also support in -car coverage for customers traveling along US Route 250 and other nearby, local roads. Character of the Area: The Property is zoned Planned Development - Mixed Commercial (PDMC) and all of the surrounding properties are also commercially zoned. The antennas, transmitting equipment and generators will all be screened from the Entrance Corridors. Although there are no screening requirements between commercial properties, the generator yard and LTE equipment will also be screened from neighboring parcels using a mixture of fencing along with existing and proposed vegetation. Access to the new facilities will continue to be provided using existing parking lot travel ways in the front and back of the building. Therefore, proposed co- location upgrades will not substantially impact the character of the surrounding area. Conclusion: Approval of this Tier I Personal Wireless Service Facility application will contribute to Verizon Wireless' deployment of LTE / 4G data services as part of the company's existing network of voice services available in the Pantops area. Verizon Wireless is confident that the proposed upgrades represent the use of an "Opportunity Site" that will allow the concealment of proposed antennas and adequate screening of the supporting, ground -based facilities.
