Each comment is addressed and responded to as follows: Comment 1: [Proffer #8] — Submit a Landfill Work Plan to DEQ. Provide the County a copy of both the submitted and approved Landfill Work Plan, as a condition of approval of the initial site plan. Also, the grading permits may be issued pending the completion of the work described within the Landfill Work Plan. If early grading is sought, Zoning will determine how much work will need to be completed from the Work Plan prior to issuing grading permit. Response 1: A Landfill Work Plan was recently submitted to the County for our review by Draper Aden & Associates. Comment 2: [32.5.2(n)] Existing and proposed improvements. Show the greenway trail that was shown on the application plan Also, provide the overall square footage of recreational areas, percentage and acreage of all open space. Response 2: Per approved Proffer # 3, the Owner will make a $250,000 contribution to the County. The County will be responsible for the construction and layout of the greenway trail, as well as putting together a master plan for the development and constructing the park and bike pedestrian system. We anticipate approval prior to Initial Site Plan approval. Comment 16: [Proffer #9] If early grading will be sought, a Water Protection Ordinance plan and application will need to be submitted and approved. Also, Proffer #9 will require a Phase I Historic Resources Survey before commencing land disturbance. Response 16: Acknowledged. Comment 17: [Proffer #3] Show the Passive Open Space and Trailhead Park on the initial plans. Response 17: Per approved Proffer #3, the Owner will make a $250,000 cash contribution to the County for the purpose of funding a Master Plan for the development of the greenway park and bike pedestrian system and also the construction of this system by the County. The Passive Open Space and Trailhead Park will be coordinated at another time with the County.
