2. ALL PAVING AND DRAINAGE RELATED MATERIALS AND CONSTRUCTION METHODS
SHALL CONFORM TO CURRENT SPECIFICATIONS AND STANDARDS OF V.D.O.T.
UNLESS OTHERWISE NOTED.
3. EROSION AND SILTATION CONTROL MEASURES SHALL BE PROVIDED IN
ACCORDANCE WITH THE APPROVED EROSION CONTROL PLAN AND SHALL BE
INSTALLED PRIOR TO ANY CLEARING, GRADING OR OTHER CONSTRUCTION.
4. ALL SLOPES AND DISTURBED AREAS ARE TO BE FERTILIZED, --SEEDED AND
MULCHED. MAXIMUM ALLOWABLE FILL OR CUT SLOPE IS 2:1. WHERE REASONABLY
OBTAINABLE LESSER SLOPES OF 4:1 OR BETTER ARE TO BE ACHIEVED.
5. ALL DRAINAGE INLETS SHALL HAVE A 2 INCH LOCAL DEPRESSION UNLESS
OTHERWISE SHOWN.
6. PAVED OR RIP RAP LINED DITCH MAY BE REQUIRED WHEN IN THE OPINION OF THE
DIRECTOR OF ENGINEERING, OR HIS DESIGNEES, IT IS DEEMED NECESSARY IN
ORDER TO STABILIZE A DRAINAGE CHANNEL.
7. ALL TRAFFIC CONTROL SIGNS SHALL CONFORM WITH THE VIRGINIA MANUAL FOR
UNIFORM TRAFFIC CONTROL DEVICES, LATEST EDITION.
B. UNLESS OTHERWISE NOTED ALL CONCRETE PIPE SHALL BE REINFORCED
CONCRETE PIPE CLASS III.
9. ALL EXCAVATION FOR UNDERGROUND PIPE INSTALLATION SHALL COMPLY WITH OSHA
STANDARDS FOR THE CONSTRUCTION INDUSTRY ( 29 CFR PART 1926 ).
10. THE CONTRACTOR SHALL CHECK ALL DIMENSIONS AND CONDITIONS AT THE JOB
SITE AND REPORT ALL INCONSISTANCIES TO THE ENGINEER AND/OR ARCHITECT.
11. OUTDOOR LIGHTING SHALL BE DIRECTED AWAY FROM ROADWAYS AND ADJACENT
PROPERTIES AND SHIELDED WHERE NECESSARY. LIGHTING SPILLOVER ONTO
PUBLIC ROADS AND PROFERTIES ZONED RESIDENTIALLY OR RURAL AREAS
SHALL NOT EXCEED ONE-HALF FOOT CANDLE.
12. ALL SERVICE UTILITIES ARE TO BE PLACED UNDERGROUND.

WATER AND SEWER GENERAL PLAN NOTES
1. WORK SHALL BE SUBJECT TO INSPECTION BY ALBEMARLE COUNTY SERVICE
AUTHORITY INSPECTORS. THE CONTRACTOR WILL BE RESPONSIBLE FOR
NOTIFYING THE PROPER SERVICE AUTHORITY OFFICIALS AT THE START OF WORK.
2. THE LOCATION OF EXISTING UTILITIES ACROSS OR ALONG THE LINE OF THE
PROPOSED WORK ARE NOT NECESSARILY SHOWN ON THE PLANS AND WHERE
SHOWN ARE ONLY APPROXIMATELY CORRECT. THE CONTRACTOR SHALL ON HIS
OWN INITIATIVE LOCATE ALL UNDERGROUND LINES AND STRUCTURES AS
NECESSARY.
3. ALL MATERIALS AND CONSTRUCTION SHALL COMPLY WITH GENERAL WATER AND
SEWER CONSTRUCTION SPECIFICATIONS AS ADOPTED BY THE ALBEMARLE
COUNTY SERVICE AUTHORITY ON JANUARY 20, 1983, AS AMENDED JULY 1, 1989.
4. ALL ELEVATIONS ARE BASED ON U.S.C. AND G.S. DATUM.
5. THE CONTRACTOR SHALL BE RESPONSIBLE FOR NOTIFYING " MISS UTILITY "
( 1 800 552 7001 ) .
6. ALL WATER AND SEWER PIPES SHALL HAVE A MINIMUM OF 3 FEET OF
COVER MEASURED FROM THE TOP OF PIPE, OVER THE CENTERLINE OF
PIPE. THIS IN ALL FIRE HYDRANT LINES, SERVICE LATERALS
AND WATERLINES, ETC.
7. 20' WIDE EASEMENTS, CENTERED ON THE PIPELINE AND APPURTENANCES
SHALL BE DEDICATED TO THE ALBEMARLE COUNTY SERVICE AUTHORITY,
EXCEPT WHERE THE LINE IS IN A PUBLIC ROAD RIGHT OF WAY OR AN
ACCESS EASEMENT, IN WHICH CASE THE ACCESS EASEMENT SHALL ALSO
BE DEDICATED AS A UTILITY EASEMENT.
B. 3' MIN. SEPARATION REQUIRED BETWEEN WATERLINE AND STORM SEWER
CULVERTS OR 6" SEPARATION WHEN WATERLINE IS INSULATED. USE
1/2" THICK THERMA CEL PIPE INSULATION IN 3' X 4' SHEETS AS
MANUFACTURED BY NOMACA, INC. OR EQUAL APPROVED BY ALBEMARLE
COUNTY SERVICE AUTHORITY. INSULATION TO EXTEND 5' BEYOND
CENTERLINE,OF CULVERT IN BOTH DIRECTIONS OR 5' BEYOND ENDS OF
CULVERT WHEN PARALLEL.
9. TOUCH READ METERS ARE BEING USED BY THE ALBEMARLE COUNTY
SERVICE AUTHORITY. TO ACCOMOOATE THESE METERS, METER LIDS
WILL REQUIRE A 1 3/4" HOLE TAPPED INTO THE CENTER OF THE LID.
BLIND TAPS OR PLUGS SHALL BE PROVIDED TO PREVENT DEBRIS FROM
ENTERING THE BOX PRIOR TO METER INSTALLATION.
10. ALL WATER AND SEWER APPURTENANCES ARE TO BE LOCATED OUTSIDE OF
ROADSIDE DITCHES.
11. CERTIFICATION THAT 95 PER CENT COMPACTION IS OBTAINED SHALL BE
PROVIDED FOR ALL FILL AREAS UNDER WATER AND SEWER LINES AND
APPURTENANCES. THIS CERTIFICATION SHALL BE SIGNED BY A
PROFESSIONAL GEOLOGIST. THE CERTIFICATION SHALL STATE THE
EXACT AREA THAT THE CERTIFICATION APPLIES T0.
12. VALVES ON DEAQ END LINES SHALL BE RODDEQ TO PROVIDE ADEQUATE
RESTRAINT FOR THE VALVE DURING A FUTURE EXTENSION OF THE LINE.

RE: SDP 95-115 Northside Ministries Elementary Campus Site Plan
Dear Ron:
Pursuant to our telephone conversations and site meeting in December, this letter is to
acknowledge my request for a landscape waiver (Zoning Ordinance 35.0 - G) on the above
referenced project. I have enclosed a check in the amount of$140.00 to cover the appropriate fee
along with two sets of revised plans.
Enclosed, is a letter from Arboristry Associates, Inc. addressing the three oak trees that are
shown on the original site plan that we discussed. Also, we have removed the timber wall shown
on the site plan since it was designed to protect the oak trees that have been removed. The grades
were just followed through after removing the wall.
The only other revision that was done is the addition of a sidewalk on the east side of the building.

RE: Northside Ministries Elementary Campus
Dear Wayne:
Per my telephone conversation with Claudia Paine regarding removing several large oak trees that
are shown on the above referenced site plan, she suggested that I write a letter to you to
acknowledge our request.
I met with Claudia and Ron on the site last Thursday to show them that we along with the
contract purchaser for the property are very concerned about the three oak trees located very
near the new building. Our concern is with the grading activity in the area they may not survive.
Ron suggested that before any decision could be made by the County, that an arborist should
review the situation and report in writing his professional opinion.
Mike Neal a certified arborist with Arboristry Associates, Inc.,met with me yesterday and
acknowledged that in his opinion the trees should be removed, that their survival rate was very
questionable due to all the major construction thats been going on around them. He will have a
letter prepared suggested that they be removed within the next few days. A small retaining wall
shown on the site plan would also be deleted since this was an attempt to protect the trees from
grade cuts in this area.
I would like to take out the trees immediately to allow the grading to be completed and Virginia
Power to bury the power line to the building. We are trying to get the school open right after the
first of the year.
We are currently working on a amended landscaping plan with the assistance of Mike Neal which
should be ready after the holidays that will reflect the deleted retaining wall along with additional
trees to replace the ones to be removed.
