Special use permits for uses as provided in this ordinance may be issued upon a finding by the board of supervisors that such use will not be of substantial detriment to adjacent property, that the character of the district will not be changed thereby and that such use will be in harmony with the purpose and intent of this ordinance, with the uses permitted by right in the district, with additional regulations provided in section 5, and with the public health, safety and general welfare." How will the proposed special use affect adjacent property? There will be no external changes to the existing building or surrounding grounds. There will be increased traffic at the property entrance and increased utilization of existing parking spaces. How will the proposed special use affect the character of the district(s) surrounding the property? Increased number of people during the day. The building in question is currently used by RSC. RSC currently uses up to 15 parking spots during the day for 60 students. We estimate another 15 parking spots would be needed for 120 students. How is the use in harmony with the purpose and intent of the Zoning Ordinance? This is an existing facility, previously vacant, that now houses a small school (RSC). RSC is growing and the current building can house the increase in students without the school having to change venues or build a new school. How is the use in harmony with the uses permitted by right in the district? We are proposing an increase in the number of students in a previously approved school. This will not change the character of the property. What additional regulations provided in Section 5.0 of the Zoning Ordinance apply to this use? None apply. How will this use promote the public health, safety, and general welfare of the community? By using its current facility to accommodate a larger student body, RSC will not be required to move or build a new school, thereby minimizing environmental impact and minimizing growth in the county. In August 2012, enrollment had grown to 50 students and the school moved from Jefferson Park Avenue Baptist Church to its current location the Christian Aid Mission (CAM) administrative building on Ivy Road to accommodate the growth. The CAM building was approved for 60 students under by the Albemarle County Planning Commission on 08/21/2012 by a vote of 7:0, SP 2012 - 00012. Enrollment for the 2013 -14 school year is expected to be 85 students. The long -term plan for RSC is 120 students. RSC currently uses only the top two of three floors of the building. CAM has approved the use of the basement, as well as modification of the room configuration to allow for bigger classrooms. Currently, RSC has 51 students and 10 teachers. On average 12 parking spaces are used during the day in lots P1,P2,P3 as indicated on the previous application. Many families send multiple children to the school, and most teachers also send their children to the school. As such there are approximately 15 additional vehicles dropping off and picking up students at 08:00 and 15:00 (note Kindergarten releases at 12:15). Increasing the school to 120 students would require the use of up to 30 parking spaces during the day, and incur an extra 25 vehicles dropping off and picking up students (total of 40).
