Final site plan and drainage computation comments: 1. Please provide a horizontal curve on the entrance road around building C. 2. Please provide a profile for the entrance road. A vertical curve must be provided such that drainage is not directed into the public road. 3. Please shift the drop inlets to be in the corners of the parking areas. The current positions present grade problems within the parking spaces, as well as the potential for low spots. 4. Please label all pavement and curb radii. 5. Please provide pavements specifications or details for all paved areas; sidewalks, dumpster pads, etc. 6. VDOT approval is required. Comments will be forwarded when received. 7. Please specify the curbing detail to be used in the parking areas. 8. Please provide more complete information for the drainage computations. Review of these items is incomplete due to inadequate information. Please provide drainage area maps, and explanations of runoff coefficients and times of concentration. The times of concentration look too high at a glance. Provide spread computations, and curb inlet computations according to VDOT standards. 9. Please include in the plans the downstream channel. Provide computations for its adequacy. Please be aware this area on the school and on the commercial site downhill has been the source of complaint, and the channels are likely not adequate. 10. Further comments may be generated when more complete information is provided. B. Stormwater management plan comments: 11. Please provide more complete information for stormwater management. Review of these items is incomplete due to inadequate information. The comments below are preliminary, and follow closely the comments sent to Rivanna Engineering for their similar plan of Saint David's Anglican Church. 12. Please revise the BMP removal rate computations to drainage areas which match the routing computations. 13. Please label the minimum bottom dimensions of the biofilter. It is not clear what the dashed line is, or the number 1028 in the middle. 14. Please provide a cross-section through the facility and structures. 15. Revise the bio-filter detail to match the plan. The note referencing original basin side slope appears incorrect. The note regarding loam or granular fill is supposed to reference permeable earth below the underdrain. 16. Please note the embankment material and compaction requirements, which must be according to VSMH 3.01. The top of the dam does not appear wide enough on the east side near building C. The embankment must be constructed in a manner to meet all the requirements and specifications of Minimum Standard 3.01 of the Virginia Stormwater Management Handbook. 17. Please provide outlet protection at the emergency spillway outlet. 18. Please provide a detail for the orifice through the riser. Anti-clogging measures must be provided. 19. A minimum 15" pipe size is required outletting from the riser. 20. Please dimension and provide buoyancy computations for the riser base. 21. Please provide a planting plan and schedule for the bio-filters. We strongly recommend using plants from the plant list for bio-retention areas in The Virginia Stormwater Management Handbook (pages 3.11-33 through 3.11-38). The plan should specify the number, approximate location, and plant stock to be used (e. g. 1"caliper). A minimum of 3 species should be used to increase disease tolerance. Include bio-filter planting plan in the landscape plan. The landscape plan referenced by note 3 was not received. 22. Please note the bio-filter soil mix must be stabilized with sod along with the tree and shrubs specified on the planting plan. 23. Please provide an explanation for the computer printouts of basin routings. They could not be deciphered. Please include maps, an explanation/derivation of runoff coefficients, times of concentration, pre and post development assumptions, the types of hydrographs used for inflow, with plots if possible, and computations of critical volume and peak flow storms, etc. 24. Please provide vehicular access to the facility and structures, as well as easements. Access roads must be 10 feet wide, less than 20% grade, graveled when steeper than 10%, and must access the side of the pond, and the top of the embankment adjacent to the outlet structure. Easements must be platted prior to final approval. 25. A complete stormwater maintenance agreement and fee must be received prior to plan approval. Please have the applicant contact Sherry Short if assistance is needed. 26. Further comments may be generated when more complete information is provided. C. Erosion and sediment control plan comments: (Max Greene, Erosion Control Plan Reviewer) #2295 Carriage Gate Apartments Max Greene❑October 16, 2002 Narrative: 27. Narrative shall state what is to happen to all debris generated from the construction of this site. 28. The calculations are not correct for the sediment trap design. Std. &Spec. 3.13, VESCH 3rd edition. Plan sheet: 29. Narrative states no off-site stockpile or borrow areas are expected for this project. Appears an off-site area maybe required due to the total build-out as shown on the plan sheet. Should the site debris be found in violation of the proposed plan a delay may occur in the construction activity. 30. The sediment trap shall have dimensions shown on the plan sheet for the proper construction and inspection of the structure. 31. The temporary diversion shown along the southwest property line shall be shown to scale. The diversion does not appear to fit within the property line and proposed grading. Off-site easement may be required form the County School Board of Albemarle. 32. Plan appears to show a clean-water diversion across the rear of the site. Clean-water diversions are not a state accepted E&SC measure. Please show a detail for the proper construction and inspection of the clean-water structure. 33. Stormwater conveyance channel is required from the outlet of the sediment structure to an adequate outfall. MS-19, VESCL 3rd edition. 34. Limits of clearing and grading appear to constrictive to the grading proposed for this site. Please show every thing to scale due to the amount of build out as shown on plan sheet for an adequate review. 35. Please clean up the plan sheet. Plan appears to have lines that don't belong on the plan and could be confusing to either the grading contractor or the inspector. E&SC Portion of the Water Protection Bond could not be determined at this time. Engineering Department approval of the construction plans will be given when "all comments have been addressed"for items A-C above. A grading permit will be issued when approvals have been granted from all applicable departments and agencies, an erosion control bond has been posted, and a pre-construction conference held with the contractor, certified responsible land disturber, owner and county staff. [32.7.9.4 b] Since existing trees and wooded areas are being preserved in lieu of planting new materials in order to satisfy landscaping and screening requirements please provide on the landscape plan the following items: indicate the trees to be saved; limits of clearing; location and type of protective fencing; grade changes requiring tree wells or walls; and trenching or tunneling proposed beyond the limits of clearing. In addition, the applicant shall sign a conservation checklist approved by the agent to insure that the specified trees will be protected during construction. We can provide that checklist upon request. A copy of the checklist should be shown on the site plan. 2. [32.7.9.6 c] The property has 142' of street frontage. Two large trees are required along the frontage and make sure they are out of the easement. 3. [ZMA-2001-021 proffer#4]The two Eastern Red Cedar on either side of the five foot mulched path need to be removed to be in compliance with proffer#4 of ZMA-2001-021. 4. [32.7.9.7 a] There are trees planted along the main drive that are in the Service Authority utility easement. These trees need to be removed. Alternatively, the easement could be shifted and the trees could remain. 5. [32.7.9.5 b] Include tree protection details. 6. Change T-4 from 2 '/z" caliper to 6-7' height @ planting. 7. The following items shall be shown on the plan: Trees to be saved; Limits of clearing(outside drip lime of trees to be saved) Location and type of protective fencing Grade changes requiring tree wells or walls; Proposed trenching tunneling beyond the limits of clearing. 2. Markings: All trees to be saved shall be marked with print or ribbon at a height clearly visible to equipment operators. No grading shall begin until the tree marker has been inspected and approved by a County Inspector. 3. Pre-Construction Conference: Tree preservation and protecting measure shall be reviewed with the contraction on site. 4. Equipment Operation and Storage: Heavy equipment,vehicular traffic and storage of construction materials including soil shall bot be permitted within the driplines of trees to be saved. 5. Soil Erosion and Stormwater Detention Devices: Such devices shall not adversely affect trees to be saved. 6. Fires: Fires are not permitted within 100 feet of the dripline of trees to be saved 7. Toxic materials: Toxic materials shall not be stored within 100 feet of he dripline of trees to be saves 8. Protective Fencing: Trees to be retained within 40 feet of a proposed building or grading activity shall be protected by fencing. Fencing shall be in place and shall inspected and approved by a County Inspector prior to grading or construction. 9. Tree Wells: When the ground level must be raised within the dripline of a tree to be saved,a tree well shall be provided and a construction detail submitted for approval. 10. Tree Walls: When the ground level must be lowered within dripline of a tree to be saved, a tree wall shall be provided;and a construction detail submitted for approval. 11. Trenching and Tunneling: When trenching is required within the limits of clearing,it shall be done as far away from the trunks of trees as possible.Tunneling under a large tree shall be considered as an alternative when it is anticipated that necessary trenching will destroy feeder roots. 12. Cleanup: Protective fencing shall be the last items removed during final clean up. 13. Damaged Trees: Damaged trees shall be treated immediately by pruning,fertilization or other methods recommend by a tree specialist. The approval of the preliminary site plan is valid for(1)one year in accordance with Zoning Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire September 12, 2003. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight(8)tentative plan copies to the Department of Planning and Community Development. This letter must be submitted with the tentative plans, as a checklist,to document that you have addressed all requirements or conditions, or the tentative plan will be denied.
