The Department of Planning and Community Development hereby grants administrative approval to the above-referenced subdivision,with the following condition: A. The proposed land fronts on Woodburn Road (Rt. 659) and is immediately adjacent to the new proposed Western By-Pass. In fact a portion of Lot"A" was purchased by VDOT for the construction of the By-Pass. At such time the By-Pass is constructed, VDOT will build a new driveway as shown on the attached plan, to access the two houses on Lot`B". The existing driveway across Lot"A" will be abandoned at this time. Lot"C"will be accessed from Woodbrook Drive Extended only. It is intended for the private road to serve only the existing houses on Lot"B" and any residence that is constructed on Lot "A". I feel this request is justified in Sec. 14-232 A - Paragraph 4. These two lots would be better served by the one private road off Woodburn as shown on the proposed plat and above mentioned VDOT plan. To construct a public road only 97 feet long would cause confusion for drivers and possible danger to the homeowners of these two lots when a street sign is installed, marking this a public road. Vehicles would be turning into this road only to find it not to be a through passage. A private road would give the owners more control and possibly help Agnor-Hurt School by not having another public street to worry about. I would also like to request a waiver of Sec. 14-505 Paragraph A, based on the fact that a private road (driveway)to serve only two lots would certainly impact the land less than a 40 foot wide minimum State Road R.O.W. with Cul-de-sac. As you can see by the proposed plat, we are dealing with two sites that are under one-half acre in size. As mentioned above to build a public road only 97 feet long with cul-de-sac would take up a • good portion of the land and not only be a safety issue with the homeowners, but a nuisance for VDOT to maintain.
