Though already zoned PD- SC, the project was required to proceed through rezoning to gain approval of an Application Plan. The Zoning Map Amendment was approved in September, 2012, and the Preliminary Site Plan, in February, 2013. The Applicant is seeking a County -Wide Certificate of Appropriateness for Albrecht Place, owing to its location behind the existing buildings at 29 Place. Furthermore, the greater part of the site and building are located more than 500 feet from the US 29 entrance corridor (R.O.W.) Parts of the project will be visible, briefly, in the gaps between buildings, and from more distant points to the North. Visibility is addressed in the video accompanying this application, but a site visit will confirm the project's minimal impact. Current location and orientation of the building are in response to comments received from County staff and Planning Commission during an earlier ZMA application. Specifically, the building and parking were relocated to face away from the entrance corridor, to allow shared use of the service alley currently located at the rear of 29 Place, and over which the Applicant has an access easement. Primary exterior materials are prefinished metal panels, and colored, matte -face, architectural CMU. Both will be different shades of medium gray, which are expected to blend more readily with the surroundings than lighter - colored materials. A brighter accent color will be used on the exposed structural steel, which occurs primarily on the North side of the building. Little of this will be visible from anywhere on the entrance corridor, and none from any point within 500 feet. The south- facing rear elevation (facing the back of 29 Place and the entrance corridor) will feature bronze- colored solar collector panels that will preheat makeup air and lower the building's energy use. The fundamental and inescapable context for this project is its location on the back side of an existing shopping center. This has influenced its anticipated use (wholesale distribution with limited showroom and office space) and this, in turn has influenced the building's form and appearance. During the ZMA process, the Board of Supervisors reviewed a 3 -D, colored, computer model of the building and surrounding area, and concluded that this proposal appeared to make the best of a less -than-ideal situation.
