Dear Mr. Clark,
On behalf of Misty Mountain LLC we offer the following responses and plan revisions to comments
dated August 19, 2022. Our Responses are in bold italic text below each comment.
Planning —Scoff Clark
1. Screening— please provide additional information on the proposed design/type of the
screening fences proposed for the upper campground.
• Will fence installation require vegetation clearing or grading?
• Has this design been reviewed with the concerned neighbors, and what was
their reaction?
• Regarding trespassing onto other properties — recommended conditions of
approval to be drafted by staff will likely require provision of contact
information for the onsite manager to owners of adjacent properties, to
facilitate immediate reporting of any problems.
The proposed fence is an 8 ft solid wood fence, painted black It will not require clearing or
grading, as it is replacing an existing fence. The owner has met with each neighbor one on
one to discuss the fence, along with other concerns of theirs. The fence is acceptable to
them, along with the proposed no trespassing signs to help discourage campers from
leaving the Misty Campground property. Additionally, proposed campsites were removed
from the southwestern portion of the property in order to appease the owner of TMP 71-5.
Each neighbor has the contact information of the owner personally, as well as the onsite
manager.
2. Recommended conditions of approval to be drafted by staff will likely condition relocation of
C-14 and C-15.
Acknowledged. The owner would like to keep these cabins, and a FEMA Elevation
Certificate is being applied for to amend the floodplain limits in this area such that C-14 is
no longer considered to be in the floodplain (it is clearly not, as it is 40 ft above the creek
elevation).

3. Using septic fields F and Gas backups for the lower campgrounds raises concerns about
crossing the stream (possible water impacts) and impacting the wooded steep slopes for the
necessary connections.
• What is the reason for not locating reserves in the lower campground area?
(Proximity to wells?) How could reserves in that area be found and designated?
The owner has decided to remove this from the proposal at this time (and indefinitely,
assuming that drainfields in the lower campground area can be expanded). It was
proposed simply because the infrastructure had already been put in place under previous
ownership. The owner is planning to add an additional tank or 2 new lines in the existing
lower drainfield, based on his initial conversations with soils experts.
4. In the past, the structure at the northwest corner of the property included a campground
bathhouse. Will it still be used for that, and if so, what drainfield does it connect to?
Yes, that structure is both a cabin/bunkhouse and bathhouse. It is connected to the lower
campground drainfield that is located near the structure. It is connected to one of the
septic tanks that is regularly pumped out and hauled offsite.
5. The resubmittal included maps produced from a fracture -trace analysis. However, there was
no narrative interpretation regarding how the well locations might affect water quantity on
adjacent properties, or information on whether any existing wells on nearby properties were
associated with the same fractures. Potential competition for water was a significant
concern at the community meeting. Please provide information on if/how the proposed
campground wells would affect nearby supply.
The two new wells that have been drilled have high yields of 7 and 30 gpm. There is no
indication that water quantity is an issue. To minimize impact on water availability for
neighbors (or for the campground itself), water storage tanks will be used. There are
currently two 2,000 gallon tanks in place for the lower campsites that have the capacity to
supply water for a busy weekend. These will be implemented for the proposed campsites
as well.
Planning/Architectural Review Board (Margaret Mahszewski)
1. Will the reorganized parking near the site entrance eliminate existing trees located near the
community building/office?
No. We are currently awaiting survey of all trees on site and will make subtle adjustments
as necessary to avoid mature trees.
2. The addition of screening trees in the grass area north of the reorganized parking area would
help provide a more consistent buffer along the Entrance Corridor street.
Acknowledged. There is a consistent row of screening trees along Rockfish Gap Turnpike,
with the exception of a small gap near the entrance where a few more trees could benefit
the screening buffer. Two trees are conceptually shown with this revised plan. More
detailed landscaping will be included with the site plan, once we have survey of L I N E + existing trees.
Plannina/Transportation (Kevin McDermott)
1. Your narrative states that a left -turn lane is warranted and that the application is
addressing the need for a left -turn lane through reorganizing the traffic flow within the
site to move vehicles off Rockfish Gap Turnpike more quickly. I don't understand how this
addresses the need for a left -turn lane. I recommend the left -turn lane because the large

vehicles such as trailers and RVs expected to access the site will require even longer breaks
in the traffic to make left turns than standard vehicles.
A Design Waiver was approved by VDOT to allow the addition of campsites without a left -
turn lane. The main reasons for this waiver were impacts to adjacent landowners (right-of-
way takes) and to Stony Run. A copy of the approved waiver is included as Appendix H. The
need for a left -turn lane is not removed by reorganizing internal circulation, this is just
meant as an improvement to prevent any backup into the road if RVs are lined up at the
site entrance waiting to check in. The narrative has been revised to clarify.
Zoning (Francis MacCall)
2. Most comments have been addressed. See comment about the location of cabins 14 and 15.
Acknowledged. The owner would like to keep these cabins if possible, but realizes they
may have to move. A FEMA Elevation Certificate is being pursued for C-14.
Engineering (Frank Pohl, County Engineer)
(Please note these comments have been reduced from the original letter per meeting with Frank
Pohl and Scott Clark on September 7, 2022. Additional comments will be addressed with the
resubmission of the Central System Request)
Existing systems:
b. Reponses k2 and k6 (Planning/Natural Resources Program, SP response letter) states that
existing septic tanks are being pumped out weekly and will continue to be pumped once per
week. Confirm if this means they are pumped and hauled offsite, disposed of onsite into an
existing drainfield, or something else. Identify on the drawings which tanks are being
pumped. Clarify the statement that they "...will continue to be pumped once per week."
Does this mean in the interim they will be pumped until they are connected to the upper
drainfields, or indefinitely?
Misty Mountain owns a pump truck and is a registered approved entity for dumping at
R WSA's Moores Creek Wastewater Treatment Plant. This is intended to prolong the life of
the campground drainfields. If the lower drainfield is expanded, the pumping of the system
may decrease to twice per month. The septic tank by cabin C17 and one of the tanks by
cabin CS are regularly pumped.
11. Drainfield D and E appear to be the primary fields for Campground Area k3 (the proposed
sites) and that a reserve drainfield for this campground is not provided please confirm.
A reserve is to be provided. This will be clearer and more dialed in when the CSS is
resubmitted. Required drainfield areas have not yet been calculated, what was shown was
the available space but not necessarily the required space.
