Additional Information to Consider • This proposal will also require a second rezoning application requesting to re -designate the preserved steep slopes to managed steep slopes. • This parcel is located within the Pantops Master Plan area, and it is designated Potential Public Park, with small areas of Urban Density Residential, Community Mixed -Use, and Office/R&D/Flex/Light Industrial. Part of this property is also located within an Urban Center Core area. It is near an Urban Center (the intersection of Rolkin Road and Abbey Road). • Consider how this proposal fits in with the larger approved plan for the Rivanna Ridge development, including subsequent rezonings and other amendments (whether administrative or by special exception). PLANNED DEVELOPMENT DISTRICT ZONING MAP AMENDMENT CHECKLIST 09-2020 Page 3 of 4 • Consider what may need to be amended (application plan, proffers, etc.) to ensure all of these documents remain consistent with one another. • Consider the permitted uses in the requested zoning district and whether they are in accordance with the recommended uses for this property as found in the master plan. • Consider interparcel connections with the surrounding properties, both vehicular and pedestrian/bike. Interparcel connections are an important part of helping to create an interconnected street and pedestrian network that supports multi -modal transportation opportunities and distributes impacts on the transportation network. • Consider multi -modal transportation options, such as pedestrian, cycling, and transit infrastructure. • The subject property includes Managed Steep Slopes and significant areas of Preserved Steep Slopes. The design requirements for these slopes must be followed, and a rezoning to re -designate the preserved slopes would also be necessary. • This property is located within the Monticello Viewshed. It is highly recommended that the applicant reach out to Liz Russell (Irussell@monticello.org) at Monticello early in the process to engage with her about the proposal. • Consider stormwater management and grading requirements. This process is especially important since the property includes a SWM pond that serves much of the surrounding area, and it appears that the proposed residential structure is located on a forebay of the pond. These circumstances will have to be accounted for. • Consider how the proposal is consistent with the 12 Neighborhood Model Principles that are identified in the Comprehensive Plan. • Consider location entrances. • There are improvements to Route 250 proposed for its intersection with Rolkin Road. See the attached diagram provided by Transportation Principal Planner Jessica Hersh-Ballering (Ihballering@albemarle.org) for more information. • These properties are in the ACSA jurisdictional area and will be required to connect to public water and sewer. Consider these connections when planning the site. Any questions about public utilities should be directed to ACSA— Richard Nelson, rnelson@serviceauthority.org. • Consider emergency access to this development. Any questions about Fire -Rescue issues should be directed to Howard Lagomarsino at hlagomarsino@albemarle.org. • A community meeting with nearby property owners and residents will be required to be held, most likely hosted by the Pantops CAC. • If any Special Exceptions are requested (such as for a stepback modification or waiver), applications for those requests should be submitted along with the ZMA application, using the separate special exception application: https://www.albemarle.org/home/showpublisheddocument?id=230 Please note: There are additional submittal requirements outlined on the official application for a Zoning Map Amendment.
