Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved. 1. Please provide a paved wash rack per the detail on page 8 of the County Design Standards Manual: https://www.albemarle.org/Home/ShowDocument?id=270 Ensure there is an area for water to settle out from the wash rack. Rev. 1: Comment addressed. 2. Please show dust control as well as temporary and permanent seeding symbols on all E&S sheets. Rev. 1: Comment addressed. 3. [CG-101] Maximum slope allowed is 2:1. Grading appears to exceed this in a few places. Rev. 1: Comment not addressed. Contours are still measuring steeper than 2:1 slopes. Revise the grading or provide spot shots and label the distance between the spots to show the max grade is 2:1 over the slope. For example, this is 5ft of vertical change in less than _ µ< fV 10 ft of horizontal change: - Rev. 2: Comment addressed. 4. [CG-101] Please check 2:1 and 3:1 labels. Slope appears to be steeper than 3:1 where it is labeled as 3:1. Rev. 1: Comment not addressed. For example, this should measure 15 ft to be 3:1: Rev. 2: Comment addressed. 5. Please show pern„ssion for the offsite work. Sheet CE-501 mentions an easement. This plan cannot be approved until that is provided. Rev. 1: Comment not addressed. Rev. 2: Comment not addressed. Rev. 3: Comment addressed. 6. Ensure applicable Albemarle County notes are included on your plans: https://www.albemarle.ore/home/showr)ublisheddocument/1262/6373213252553300 00 Rev. 1: Comment addressed. 7. [CE-101] Please show a stockpile location as well as a staging and parking area. Rev. 1 Comment addressed. Engineering Review Comments Page 4 of 6 8. Extend perimeter controls around this area and adjust limit of disturbance if necessary: Rev. 1: Comment addressed. 9. Please ensure you are addressing all runoff to the site. Is there any drainage coming from the parcel to the south? There are not sufficient contours on this plan to tell, however county GIS shows some offsite water may be draining to this site. This may affect drainage area to the trap, etc. Rev. 1: Comment addressed. 10. The side slopes of the dry storage and embankment of the sediment trap should be 2:1 or flatter. Plans currently show 1:1. Rev. 1: Comment addressed. 11. What is the purpose of this xcavation shown below? Can it be part of the overall WIDE RIPRAP OUTFALL sediment trap? WET STORAGE: 453.50 `DDRev. 1: The slopes are not measuring as shown. This should be 10 ft for a 2:1 slope and 5 ft vertical change. Rev. 2: Comment addressed. 12. Please ensure all sediment trap requirements in VESCH 3.13 are met. Embankment width, weir length, etc. Rev. 1: Comment addressed. Engineering Review Comments Page 5 of 6 13. Ensure landscaping that can withstand steep slopes is specified for the slopes steeper than 3:1. Rev. 1: Rev. 1: Please show ground cover or steep slope grass seed in this area: Rev. 2: Comment addressed. Process: After approval, erosion and sediment control and stormwater management improvements must be bonded. The bonding process begins when the plan is approved, and the applicant submits a bond estimate request form and fee to the Department of Community Development. A plan reviewer will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted to the County, who will record the agreement. After bonding and agreements are complete, county staff enters project information in a DEQ database for state application processing, if a DEQ permit is required. DEQ reviews the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter, which must be posted at the construction site. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants must complete the request for a pre -construction conference form and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon Engineering Review Comments Page b of b approval, a pre -construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
