RE: Response Letter #5 for SUB2021-00102 HTC Area C Townhomes Block 11 - Planning
Dear Andy,
Thank you for your review of the Subdivision Plats for HTC Area C Townhomes Block H. This letter
contains responses to County comments dated May 5, 2022. Our responses are as follows:
SUB2021-00102 HoHymead Town Center Area C Townhomes Block 11 Final Subdivision Plat:
I . These plats do not match thefinal site plan that is currently under reviewfor these same parcels
(SDP2020-00063). Thefinal site plan and thefinal subdivision plat must be in conformance with
one another. Additional comments may be provided based on the subsequent layout of the site
plan, including the needfor additional easements, or the re -subdivision of lots (if the plat is
recordedfirst). Comment still applies. The subdivision plats must match with the site plan.
VSMP and road plans must be approved prior to approval of subdivision plats.
Noted. Road plan is pending approval (all parties have no comment as of today, 9-21-2022).
VSMP plan was approved in 2021. Plat matches the road and pending site plan resubmittal.
2. As attached single-family houses are proposedfor this development, a final site plan is required.
Comment still applies. An approved final site plan is required for this development.
Final site plan SUB2020-63 which matches both plats has been resubmitted on 03-21-2022.
3. Deeds will be requiredjor easements. Cornment still applies. Deeds are required for easements
prior to approval of the subdivision plat.
The only public deeds are for ACSA easements. ACSA does not accept the easement until
as-builts are approved. They do not want a deed until sitework is complete. Thus, new deeds
are not required for plat approval.
4. Ensure future submittals of the plats have dates of last revision. Comment continues to apply to
all future submittals.
This is provided.
5. Private streets have not been approvedfor this block at this time. Requestsfor private streets in
the development areas must be submitted to the Community Development Department, with
justification, for staff to analyze and review. If approved, the labels will need to be changed to
"private street right-of-way. " Final site plan is requiredfor this development and must be re
submittedfor review. Comment not fully addressed revise labels to private street right of way.
Comment partially addressed. Labels appear to identify "private streets," which is the correct
terminology. However, the private streets have not been approved at this time. The final site plan
is required and must be re -submitted for review.

6. New Comment: [ 14-303(N)l A recent amendment to the subdivision ordinance requires the
addition of a note to plats that contain areas of private improvements. This note takes the place of
HCA documents, covenants, and restrictions being provided to the County for review and
approval. As such, add the following note to the cover sheet of the plat: "Unless specifically
denoted as public, the streets and other required improvements in this subdivision are private in
nature and will not be maintained by either the Virginia Department of Transportation or any
other public agency. The maintenance thereof is the mutual obligation of the affected lot owners.
Failure to maintain the improvements in substantially the same condition as originally approved
by the County may constitute a violation of County ordinance(s)."
This is added to the cover sheet.
7. New Comment: Ensure the notes on this version of the plat match what has been previously
reviewed. It appears the notes have been replaced from several that apply to Block III. For
example, revise note #7. Block H is subject to ZMA201700005 (not ZMA200100020).
Noted, this is now fixed on the cover sheet.
8. New Corament: The proposed street names labelled on the plat do not match what is provided on
the final site plan.
This is now fixed throughout.
