B. On -site meeting on 8/9/22 at Wheeler Farm between Clara Belle Wheeler (property owner),
Frank Pohl (County Engineer), and Ben Brewer (Pantops Corner Representative)
Attached you will find the completed Albemarle County Bond Inspection Request Form and a
check to cover the required fee of $294.32. We are requesting a reduction of the remaining ESC Bond
($94,090) with a hold back of 20%for work yet to be completed, and the full return of the remaining
SWM Bond ($56,060), since all work under that Bond has been completed.
We have in all good faith attempted to complete the final work required to close out the ESC
Bond with no success. All that remains to be done is to remove and dewater the sediment trap and
over-seed/stabilized the area in which this work is done. At Reference B, it was clearly established that
the property owner will not let us complete the required work. We understand the requirement for a
20% minimum hold -back ($18,818) by the County for the County to complete the work, but our sub-
contractor (Goodman Excavation) estimates the cost to be $6000.00. Based on that estimate, possibly a
$10,000 - $12000 hold -back is more realistic.

Submit requests to: Department of Community Development, 401 McIntire Road, North Wing, Charlottesville,
VA 22902, Attention: Management Analyst — Phone 434-296-5832; Fax 434-972-4126. All roads and
sormwater facilities will require construction record drawings, inspection reports, videos/photos, plats/esmts,
certifications, and completion processes through VDOT or DEQ (refer to County acceptance procedures).
Bonds will not be reduced or released without record drawings and inspection documentation per the state
requirements and County's published procedures. A minimum 20% of the original posting is held until
acceptance of all bonded improvements. For Site Development Perforn mce bonds, if landscape installation is
part of the bonded site work, a request for reduction should only be made once all landscaping is complete.
If all required documentation is not received within 30 days of receipt of this request, this application shall be
deemed incomplete and shall be rejected If rejected, a new application, supporting documentation and fee will
be required. Applications may be withdrawn for a full refund within 30 days of receipt.
If this is a reduction request, the revised estimate will be prepared by the plan reviewer and sent to the owner.

Based upon the most recent inspection of the referenced project, the Water Protection Performance Bond
may be reduced to $150,150 (Erosion and Sediment Control $25,000; Stormwater Management and Water
Quality $125,150). Enclosed is a check payable to Pantops Comer, LC in the amount of $69,103.38. This
represents the $69,090 bond reduction plus accrued interest.
