Andy and Scott, Thanks again you and everyone for meeting with us today, we appreciate you taking the time to make sure we work through all these comments. We are waiting on test pit info and profiles for our next round of comments, but this is what we have put together until then. Some of the comments we may have discussed further in the meeting than what we was drafted and we will discuss the playground area in our Thursday morning meeting internally. Feel free to send us any updated designs suggestions. We also talked about the WPO and having an inspector on site from RWSA for any work that requires digging over or under and locating the RWSA 24" and 30" waterline. RWSA has reviewed the Victorian Heights Final Site plan dated 6/27/22 by Collins engineering and has the following comments. General comments: 1. Please include RWSA water and sewer notes attached. 2. RWSA has been in discussions with applicant regarding installation of our new 36" raw waterline along Woodburn Rd and our consulting engineer is currently finalizing design plans. Please include our plans for construction of the 36" raw water line on site plan. Sheet 3 3. Proposed fence with gate and permanent structures not allowed over water line and in RWSA easement. Sheet 3A: 4. Please label RWSA easements with correct hatching. It appears that the current hatching doesn't match the easement plat legend. Sheet 4: 5. RWSA has an ARV, labeled by WMH on this sheet that needs to have a traffic rated manhole cover. 6. Please include deed book and page number for RWSA new easement, DB 5655 P 0361. 7. There are 7 utility crossings, please reduce if possible. 8. Per VDH Waterworks Regulations, all sanitary sewer lines that cross RWSA finished water mains shall be constructed of ductile iron pipe. Each pipe segment crossing the water mains shall be spaced evenly over the water main to maximize the distance between the water main and a sewer line joint. 9. A minimum of 18" of vertical separation will be required at all utility crossings with the RWSA water mains. 10. Perform test pits on the water lines for all crossings prior to finalizing the design and include the actual depth on all profiles. 11. Please have an inspector on site for all test pits. 12. Callout size of proposed tapping valve and sleeve for waterline connection. Send submittals for approval for all tapping valve and sleeve prior to the work. These water lines cannot be shut down so this must be a wet tap. (see wet tap on RWSA Waterline notes below.) 13. RWSA has thrust blocks at all the bends in both the 24" and 30" WL. These water lines must remain in service, be structurally supported, have minimum cover during the work, and the thrust blocks protected at all times. These are the main water service feed lines for the urban service area and must be protected at all times. Specific notes for water line protection and shoring will be provided once we receive test pit information for review of the final design. 14. Please have a 30" and 24" repair band on site in case of emergency or if either water line is damaged. 15. Provide an engineer stamped support system for crossing under the 2 water lines. Sheet 5: 16. There is extensive fill proposed along Berkmar Drive, which may impact the RWSA 24" and 30" water mains. Test pits may be required to determine the current depth of both water mains and whether this grading may negatively impact the depth of cover over RWSA water mains. 17. There is a proposed storm grate over the RWSA 30" WL. Please move out of easement. 18. Include notes to have 3 days notice for RWSA inspector to be onsite for grading around RWSA waterlines. Sheets 8-11: 19. Show RWSA Waterlines in profile. Sheet 16: 20. No trees or permanent structures in RWSA easement. Please see approved plantings sheet attached. Wet Tap on RWSA Waterline Add the following note to the utility plan sheet that shows the proposed connection: "Contractor shall coordinate with RWSA and ACSA for the connection to the existing RWSA XX" waterline. Contractor shall use due diligence to protect the RWSA XX" waterline during construction and tapping. Contractor shall verify the horizontal and vertical location, the outside diameter and the pipe material of the VU waterline prior to ordering the tapping sleeve. RWSA shall be contacted 3 business days in advance of the test pit and shall be present during the test pit. The tapping sleeve shall be approved by RWSA prior to being ordered. The tapping contractor shall be approved by RWSA prior to the tap. A minimum of 3 business days notice shall be given prior to installation of the tapping sleeve. The XX"xXX" tapping sleeve and valve shall be installed plumb. Following the placement and testing of the XX"xXX" tapping sleeve and valve, a concrete pad and thrust block shall be placed under and behind the tapping sleeve and allowed to set prior to making the tap. Add the following to the end of the sentence if the pipe is Transite Pipe: "and allowed to cure for a minimum of 24 hours prior to conducting the tap." No permanent connections to the potable water system are allowed until the new waterlines are tested, disinfected, and ready for service. See RWSA General Notes on Sheet XX." Add the following note to the waterline profile sheet that shows the proposed connection: "A minimum of 3 business days notice shall be given to RWSA prior to installation of the tapping sleeve. Rivanna Water & Sewer Authority (RWSA) General Water & Sanitary Sewer Notes Last Revised: April 2016 1. All materials and methods of construction shall comply with the latest version of the General Water and Sewer Design and Construction Standards — Version 1.0, adopted in December 2015, except as modified below or modified in special notes. 2. RWSA shall approve all construction materials and methods of construction. A preconstruction conference shall be held with RWSA prior to the start of any work. 3. The contractor shall be responsible for notifying Miss Utility (1-800-552-7001). 4. RWSA Engineer (Victoria Fort at (434) 977-2970 ext. 205) shall be notified three business days prior to the start of construction. 5. All work is subject to inspection by RWSA staff. No tie-ins to the existing system shall be made without coordination with and the presence of RWSA staff. No work shall be conducted on RWSA facilities on weekends or holidays without special written permission from RWSA. 6. For sanitary sewer line construction: RWSA may require bypass pumping for tie-ins to the existing system. All doghouse manholes must be pressure -tested before a connection is made to the system. 7. The location of existing utilities as shown on the plans is from data available at the time of design and is not necessarily complete or accurate. The Contractor shall be responsible for the verification of the location, size and depth of all existing utilities, both surface and subsurface. The Contractor shall immediately notify the Engineer of any discrepancies between the plans and field conditions. The Contractor shall use due diligence to protect all utilities and structures from damage at all times, whether shown on the plans or not. Damage to any existing utilities shall be repaired by the Contractor to the original condition at no additional cost to the Owner. 8. Erosion and sediment control facilities shall not be permitted in the RWSA easement without special written permission from RWSA. No grading shall be permitted in the RWSA easement unless permitted otherwise by RWSA in writing. 9. No blasting shall be permitted within 100 feet of RWSA facilities without written permission and RWSA approval of the blasting plan. Ground monitoring during blasting and a pre -blast survey may be required. For blasting within 100 feet of any operative RWSA sewerlines, bypass pumping and/or pre- and post -CCTV may be required. RWSA may also require certification from a licensed professional engineer stating that the proposed blasting will not damage any RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to the original condition at no additional cost to the Owner. 10. The contractor shall observe minimum separation requirements for utility crossings. When a crossing is made under an existing facility, adequate structural support shall be provided for the existing pipe. The area of the crossing shall be backfilled with compacted 57 stone to the springline of the existing pipe. 11. New water main installations shall be pressure tested, chlorinated, flushed and have water samples approved prior to making any permanent connection to the public water system. Approved methods of filling and flushing new water mains will be required to prevent any contamination of the public water system. 12. All easements for new RWSA facilities shall be recorded prior to placing the new facilities into service. 13. No permanent structural facilities will be permitted in the RWSA easement. This includes building overhangs, retaining walls, footers for any structure, drainage structures, etc. 14. Trees are not permitted in the RWSA easement. 1.1 Acceptable Groundcover Options for Inner 20 Feet Where property owners are immediately adjacent to the inner 20 feet of an easement (closest to the line), acceptable alternative to periodic mowing include the maintenance of turf or lawn, the establishment of native grasses, or the establishment of low -growing shallow rooted groundcovers that provide equal or better visibility and accessibility to the line as periodic mowing. While RWSA will voluntarily exercise reasonable care when performing inspection, operation, or maintenance activities in the areas of the alternative plantings, RWSA cannot guarantee that damage will not occur and cannot commit to the replace damaged vegetation. The following is the approved list of groundcovers permitted within RWSA easements: Festuca arundmacea Tall Fescue Poapratensis Kentucky Bluegrass Lolium perenne Perennial Ryegrass Achillea millefolium Common Yarrow Andropogon virginicus Broom Sedge Asclepias tuberose Butterfly Milkweed Elymus virginicus Virginia Wild Rye Lolium multii lorum Annual Rye Panicum dichotomiflorum Smooth Panic Grass Panicum virgatum Switch Grass Sorghastrum nutans Indian Grass Rudbeckia hirta Black -Eyed Susan 1.2 Acceptable Shrubs and Trees for Outer 20 Feet Where easements widths exceed a total of 20 feet RWSA may allow the installation of appropriate shrub and tree species a minimum of 10 feet from the sewer line. While there are no shrubs and trees that are completely "sewer safe", appropriate species offer the sewer line less risk of intrusion from roots because they are smaller in size, shallow -rooted, slower growing, and drought resistant. Alternative plantings must be approved by RWSA prior to installation, and while RWSA will voluntarily exercise reasonable care when performing inspection, operation, or maintenance activities in the areas of the alternative plantings, RWSA cannot guarantee that damage will not occur and cannot commit to replaced damaged vegetation. Because of the risk of damage, plantings should be inexpensive and expendable.
