This request is made in conjunction with a new Special Use Permit request for the same. Specifics of Request: • The Applicant would like to build a Bojangles'restaurant on the site. There are existing parking, curb,gutter, landscaping,lighting,and storm water facilities on the site. • To accommodate the drive-through and by-pass lanes, the Applicant proposes to convert 44 (forty-four)existing perpendicular parking spaces into 22(twenty-two)angled parking spaces and 12 stacking spaces for the drive-through window. • Additionally,an existing drop inlet is proposed to be relocated for the 3,800 square foot restaurant. • The resulting number of parking spaces is one less than the required parking for the proposed use and the two adjacent uses(Applebee's Restaurant and First Citizens'Bank). The Applicant requests,in conjunction with this application, a waiver for the requirement of this one additional parking space. The primary concerns with development on this site are addressed as follows: • Grading and Utilities: Grading and utilities,aside from the relocation of one drop inlet (mentioned above)will not be affected by this request. • Public Facilities and Infrastructure: Infrastructure is already provided to the site. This is an infill project. • Dumpster Enclosure: A dumpster enclosure for this use was not provided in the previously approved site plan. One is shown on the Application Concept Plan, and replaces 2 previously shown parking spaces. • Proposed Use/Comprehensive Plan: The proposed use is consistent with the Route 250 Entrance Corridor and similar to existing uses nearby. • Impacts on Environmental Features: There are no additional impacts on environmental features as the site has already been developed. In summary,the reasons for the request are to allow a Drive-through window for a restaurant and the proposed use is consistent with the zoning and the Pantops Master Plan.
