The applicant is proposing to perform a boundary line adjustment to combine these two lots and a private driveway surrounding the lots. The BLA can come after the initial site plan and be a condition of initial approval but must be approved/ recorded prior to the final site plan being approved. By doing this they claim to be able to increase the density of the property and can apply to build a 3rd apartment building on the combined lot. The two existing apartment buildings are from the 1960's and do not have an approved site plan on them. Thus in order to build the 3rd apartment building the applicant will be required to go through the entire site planning process (initial site plan and final site plan). With this proposal the applicant is installing new parking onsite, and VDOT may require some entrance upgrades/entrance consolidation. — Density–the applicant claims there is 1.34 acres, an• ey are proposing 8 additional dwellin• units. The lot will have 20 units (12 existing and 8 new) on 1.34 acres...thus 20/1.34= 14.9 Du/acres. Site Plan -the new apartment building will need to go through the entire site plan process (initial and final). All parking for the facilities shall be onsite and the applicant is proposing to add the required parking along with new drive aisles. The actual parking calculations for the unit will be dealt with during the site plan stage of the project. VDOT (unable to attend pre app)has been contacted to provide guidance on the flow of traffic/entrance to serve the new building. Will an existing entrance need to be closed, is there enough space between this entrance and their second entrance?Pending. Fire and Rescue (unable to attend pre app) has been contacted to provide guidance about the design of the drive aisle and turn around room in the parking to allow fire access to all the apartments on the property. Pending. Parking- proposed parking will need to be curbed and guttered, as this site is in the development area. The parking for the 2 existing apartment buildings on TMP 061K0-05-0A-00300 needs to be addressed/preserved onsite, if they are to be preserved and not altered then an Access Easement is going to be needed over the existing gravel driveway to access the existing buildings addressed as 2404 and 1800 so they may park in the existing parking spaces onsite. Now If the existing parking utilized by 2404 and 1800 located on TMP 061K0-05-0A-00300 is to be Now altered or removed then this lot shall also be subject of the site plan. If this is the case then a shared parking agreement may suffice provided all required spaces can be provided for on the recently combined parcel. v On street parking will not suffice as the existing buildings have parking onsite. If on street parking is to be counted, VDOT will need to sign off on this and the spaces shall be marked. Upon further review it appears that changes will be taking place to the existing parking for TMP 061K0-05-0A-00300, if this is the case then this lot shall also be subject of the site plan. While staff understands that the applicant currently owns all 3 lots, being they are individual lots they can be sold and thus the access and parking for the two dwellings units 2404 and 1800 needs to be guaranteed/addressed. Managed Slopes—there are managed slopes onsite (location of proposed drive aisle/parking) which shall be approved/addressed prior to final site plan approval. Thus they shall meet design standards. Engineering is your primary contact for this aspect of the proposal. Landscaping plan- a complete landscape plan shall be required with the final site plan, to include screening of parking from right of way, parking landscaping, and canopy. loar WPO plans will need to be submitted prior to final site plan approval.
