Thanks for following up. Francis and I were able to catch up at the end of the day yesterday and he explained the former
system and interpretation of development right allocation. Now that the development rights for both proposed parcels
are confirmed, please consider plat notes B and C acceptable to the County and review comment #1 addressed.
At this point, the plat is just waiting on approval from VDH.

Regarding the revised development rights notes, did you receive any documentation from Francis MacCall confirming
the determined distribution of development rights? If so, could you please share this information. I've put in an email to
Francis as well but if you have it on hand, that might make it easy.

Thanks for your comments on the Brittain project.
Please find attached a pdf copy of the revised plat.
The plat has been revised to address your comments dated September 5, 2019.
1. The wording for development rights on the 1983 plat recorded in D.B. 798-215 is different than we word
them today. Back then they assumed one development right for the parcel and listed the additional
development rights assigned.
We have reviewed this with Francis MacCall and he is in agreement that based on the 1983 plat, the residue of
Parcel B-1 (T.M. 47-76A) has three development rights, and Parcel B-1A (T.M. 47-76131) as shown on that plat
has two development rights,
which total the five development rights. We did not catch this on the plat we prepared in 2009, recorded in
D.B. 3773-499 & 500. The attached plat clarifies the development rights for this parcel.
2. The plat has been revised to add the Entrance Corridor and Flood Hazard Overlay Districts to the zoning
note.
3. No. Our survey is tied to Grid North, VA-S SPC. The flood plain and stream buffer is not located on the
southeast corner of the property as shown on the GIS website.
4. The plat has been revised to include (T.M. 47-76A) in the owners consent.
However, recently we have found that after subdivision plats are recorded in the clerk's office, the
department that assigns the new tax map parcels has been changing the identity of the Parent Tax Map
Parcel.
5. A revised date has been added to the plat.
6. OK.
7. Ok.
Please review the revised plat at your earliest convenience and let us know if you have any further comments.

Yes. The project date in County View usually reflects our Department's internal goal for application review, which is 21
days (Note: For context, we are legally required to review applications within 60 days). Unfortunately, I was not able to
review this project before being out of the office last week, but, I'm hoping to have comments on this project to you by
