Engineering has reviewed your plans and has the following comments:
1. Provide utility plan information on proposed locations of water & fire lines & mains. Show any
utility crossings on the storm and road profiles.
2. Sheet 9: Include County's 'General Construction Notes for Public Roads' and 'Public Road
Acceptance Procedure' found here: https://www.albemarle.org/government/community-

3. Provide RCP class for the culvert across Stockton Creek Ln.
4. Concrete cradle for the RCP culvert under Stockton Creek Ln recommended.
5. Provide estimate of cut & fill volumes for each road.
6. Show HGL in the storm sewer profiles.
7. Provide LD-347— HGL.
8. Provide spot elevations above driveway entrance culvert locations to ensure adequate cover
above. 9" (min.) recommended over pipe (VDOT PE-1). May need to move ditch flow line &
culvert some to accommodate.
9. Note: Road plan approval is subject to final plat validation. Please record final plat prior to
final site plan approval.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process:
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.

After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves
the application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and
the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section has reviewed the Stockton Creek Subdivision — Road Plan, dated August 17, 2022 as
submitted by Collins Engineering and find the following:
1. Check with USPS for mailbox requirements. If CBU is required it will need to be shown
per RDM Appendix figure B(1)-27 "Cluster Box Turn out - shoulder and ditch".
2. Elevations on culvert design do not appear correct. Shoulder elevation is shown as1355
and pipe invert is 874.
3. "Victorian Heights" job number 202196 should be removed/corrected on drainage
spreadsheet.
4. Private entrance culverts do not appear to be shown correctly. Proposed grading should
show the inlet/outlet contour shaping and minimum cover over pipes.
5. Profiles for stormwater structures should show other utility crossing per proposed plan
view.
6. Road profile should show utility crossings per plan view.
7. Propose 6" berms for SWM are not maintainable and disappear over time. Please show
contour shaping for sump condition inlets instead of small berms that may not be
maintainable or would require a maintenance agreement prior to final road acceptance
into the State system.
8. Roadside ditches along top of slope are not recommended and would be of concern for
long term maintenance. Road acceptance procedure may require changes/adjustments to
roadside treatment prior to final acceptance into the State system.
9. Please label rectangles located near inlet structures on plan view pages.

10. Clear zones do not appear adequate on fill slope areas and guardrail may be required.
Barrier Warrant is requested per GRrr Manual — v. 2.0, page 1-4.
11. Right of way is requested to replace the existing prescriptive easements along Rte. 803,
Goodloe Lane and Rte. 750, Old Turnpike Road. Proposed lot 3A appears to have kept
the prescriptive easement and is the only non -conforming lot on the East side of Rte. 803,
Goodloe Lane.
12. Proposed drain fields shown partially within the proposed right of way will need to be
corrected. Drain fields will not be allowed within the R/W.
13. Due to the level of items noted in this review, these comments may not be exhaustive.
14. Please provide a comment response letter with each submission after the initial.
15. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
