Section 31.6.1 of the Alben County Zoning Ordinance states that, ` board of supervisors hereby
reserves unto itself the right tissue all special use permits permitted hereunder. Special use permits for
uses as provided in this ordinance may be issued upon a finding by the board of supervisors that such use
will not be of substantial detriment to adjacent property, that the character of the district will not be
changed thereby and that such use will be in harmony with the purpose and intent of this ordinance, with
the uses permitted by right in the district, with additional regulations provided in section 5, and with the
public health, safety and general welfare."

To be paid after staff review for public notice:
Most applications for a Special Use Permit require at least one public hearing by the Planning Commission and one public
hearing by the Board of Supervisors. Virginia State Code requires that notice for public hearings be made by publishing
a legal advertisement in the newspaper and by mailing letters to adjacent property owners. Therefore,at least two fees
for public notice are required before a Special Use Permit may be heard by the Board of Supervisors. Applications
reviewed by the Board of Zoning Appeals,however,only require one public hearing and therefore require just one fee for
public notice.
The total fee for public notice will be provided to the applicant after the final cost is determined and must be paid before
the application is heard by a public body. Staff estimates the total cost of legal advertisement and adjacent owner
notification to be between$350 and$450 per hearing. This estimate reflects the average cost of public notice fees for
Special Use Permit applications,but the cost of certain applications may be higher.

We are requesting three separate yards. Two yards will be 2000 square feet with
six foot privacy fence. The surface will be asphalt covered with Surface Coating
Pro. This is a non- toxic product (see attachment) this will provide us a simple
clean- up similar to indoor clean- up which consists of sweeping and mopping. The
third yard will be 840 square feet with six foot privacy fence and will be covered
in artificial turf. This turf is use in many daycares and kennels around the country
(see attachment). A self- contained drainage system is supplied with the turf and
is simply hosed off and cleaned as you would clean normal grass.
Each 2000 sq foot yard is opened from a 2000 sq foot indoor space. Each space
will accommodate 30 dogs with two handlers at all times. The 840 sq foot yard
opens from a 2000 sq foot space which accommodate 30 small dogs with two
handlers.
Our daycare will be open from 7:00 am to 6:00 pm. Monday through Friday.
Classes are taught from 6:00 pm until 7:30 pm. We have two full time employees,
eleven part time employees and four substitutes.
Weekends are limited hours for boarding dogs only. Approximately 20-30 dogs a
day. Hours are 7:00 -12:00 and 3:00-8:00. Classes can run from 9:00 am to 1:00
pm.
Again our facility is unique in that we are not a kennel. We are a hands on facility
in which dogs spend a minimum of 12 hours on weekdays and eight hours on
weekends free of cages. They engage in play with other dogs and training and
supervision of highly skilled professionals. The access to outdoor yards is.
imperative to their overall health and well- being. Fresh air and exercise on a daily
basis cuts down on illnesses seen in traditional kennels such as kennel cough. Less
stress helps to promote healthier immune system as well as less behavioral issues
such as barking, separation anxiety and many other issues suffered by dogs who
are kenneled.

1. We have little reason to believe that our business will have any effect on
the adjacent property. The neighbor is a distribution company with large
warehouse spaces and mostly trucks in and out. Our six foot privacy fences
provide a barrier between our dogs and the property.
2. It will most likely have a positive effect in that our yards will be aesthetically
pleasing. The service that we provide is a community friendly service that
many people rely on and helps to provide a safe and happy environment
for the dogs in our community who might otherwise exhibit behavioral
problems due to boredom and lack of socialization.
3. This property is zoned light industrial which fits in with our purpose. We are
a hands on service and our dogs are trained and cared for at all times. We
have minimal impact environmentally as we do not require hazardous
materials for clean- up nor do we require drainage that would place a
burden on drainage systems already in place.
4. The district is made up of warehouse and distribution. There is a school and
daycare further up the road. Our business is similar in that we provided
training and socialization as well as community education helping to
maintain a safe community in which we can all coexist.

6. Our business has provided humane education and training to the
community for eleven years. In doing so we help to eliminate dog
aggression towards humans as well as dog on dog aggression.
Charlottesville has a huge dog community. Allowing for this includes an
obligation to provide services that allow us to remain a safe community.
Dog training and socialization is critical to the cause. All Things Pawssible
has volunteered many hours to local schools, camps and Martha Jefferson
Hospital teaching humane and responsible pet ownership. We teach classes
for Charlottesville Albemarle SPCA and donate the money back to the
shelter to ensure that adopted dogs stay in their homes and off of the
streets as strays. We provided training to shelter volunteers enabling a
larger number of dogs to have access to training prior to adoption.
