Mr. Kelsey's review comments for the stormwater management plan for Longacre Subdivision. Allan, I have reviewed the stormwater control plan and computations. In concept he has followed the buffer enhancement and adequate channel alternative that I suggested, based on the discussion of this issue by staff. However, the comments below will need to be addressed before we approve this plan. Adequate Channel Computations The velocity computations provided by Mr. Perkins (V=Q/A) assume the full cross-sectional area and wetted perimeter of the channel is used for both the 10-year and 2-year flows. However, the channel is not flowing full and this changes the velocities. Using a Mannings Equation based program I computed the depths and velocities below. d10 = 0.95' V10 = 8.43 fps • d2 = 0.86' V2 = 7.87 fps Therefore, the 2-year velocity exceeds the limit for EC-3 Type A. The plan will need to specify EC-3 Type B which has a velocity range of 7— 10 fps. Stormwater Control Plan Mr. Perkins needs to include the same information for the "Stormwater Planting Area" that we required him to provide for the "Buffer Enhancement" on the stream buffer mitigation plan. The note in the lower right corner does not adequate address the layout, type and quantity of plantings. Mr. Perkins has two alternatives for providing the information. Option 1: Provide a "typical planting layout" detail and "plant schedule" on the Stormwater Control Plan, similar to that provided on the Stream Buffer Mitigation Plan; OR Option 2: On the Stormwater Control Plan, add a note to the "Stormwater Planting Area" referring to the mitigation plan for the planting details. In those cases, it is necessary to control the rate and velocity from smaller storms in order to address stream channel erosion. This requirement will be applied on a site-specific basis in critical watersheds that are identified by the Department of Engineering. 2. Exemptions It is very important during project planning to ascertain whether a certain activity is exempt from detention requirements or whether an exemption from the Engineering Department is warranted and/or advised. Code 17-314(f) describes the specific categories that are exempt from the detention requirements. Code 17-314(g) describes an exemption that may be granted by the program authority provided specific conditions are met. The intent of this exemption is to protect and preserve natural stream channels within a rural development to the extent achievable. The County is making the value judgment that it is preferable to maintain streams in their natural state rather than impounding them for the purposes of providing detention, if detention would have marginal downstream benefits, and/or is not warranted to protect public health and safety. For exemptions granted under authority of this subsection, it is critical to demonstrate that the stream channels can be protected from runoff and erosion. 3. Waiver of Detention Basins per Code 17-314(g) It is acknowledged that the construction of detention basins often involves disturbance of existing vegetated areas and encroachment into stream channels and drainage networks. In granting such an exemption, it is essential that the stormwater design address issues of adequate channels and the concentration of runoff. In many cases, it will be necessary to provide energy dissipaters, level spreaders, or other mechanisms to ensure that runoff does not damage the stream channels that are to be protected. The program authority will require these measures, when necessary, as a condition for granting a detention exemption under this subsection. 4. Waiver of Detention for Large Lot Divisions per Code 17-314(g) This waiver may be granted for residential subdivisions with lots greater than 2 acres when determined there is no reasonable collection point to capture stormwater runoff from the roadways, driveways and roofs; and that the collection and discharge of the runoff in concentrated form would be more detrimental than the dispersed discharges or sheet flow prevalent in these subdivisions. The engineering review is not granting a waiver from the detention requirements of Chapter 17- 314 for this project. Please provide detention with the proposed SWM facility,which will include the submission of routing computations through the SWM facility. [17-317] 2. As specified in the VSMH,please provide volume computations for the SWM facility that shows enough volume is available to capture the first''Y2 inch of runoff from the impervious areas. 3. Please show the drainage area for the biofilter on the SWM plans. 4. The surface area of the biofilter,containing the soil mix,needs to be at least 2.5%of the impervious areas.Please provide the area computations that show this occurs. It was hand written that 8143 SF of area is required,but only 475 SF is shown on the SWM plan. 5. It does not appear the biofilter can be built as shown on the SWM plans. (a) Please show the needed grading to build the biofilter on the SWM plans. Please (b) Please label the dimensions of the soil mix area. This is required to show that 2.5%of the impervious area is available. (c) It appears that a dam might be needed at the downstream section of the biofilter. 6. Please add the following note to the SWM plan: Contractor shall contact the water resources inspector 24 hours prior to backfilling the biofilter and request an inspection and approval under- drain installation and the soil mix. 7. Per Section 17-314G of the ordinance(and my previous meeting with Mark Chambers): 1)The site is in a water supply protection area; 2)Historically,the County has granted stormwater detention waiver requests for large lot rural subdivisions.Due to how spread out a rural subdivision may be,it is difficult to catch most or all of the stormwater.Typically,the amount of disturbance to install and size of the structure would not be in the best interest of the public for the benefits received. 3)The proposed bio-filter will satisfy the stormwater quality aspects of ordinance. 4)Due to the large lot size,the proposed stormwater bio-filter will not"draw attention"to it but a large stormwater detention basin would. Based on precedence,I am requesting that this issue be considered.As I mentioned in a previous email,I am very anxious to begin this project and want to cut to the chase on what is required for approval.I additionally request that we sit down and discuss this by the end of the week so that can be resolved as expeditiously as possible. Since this was my decision, I will attempt to answer your question, although I anticipate by your request to involve the Director of Community Development, that it is not so much a question, as it is an objection. Please be aware that your process for appeal, or objection, should be first to the County Engineer, Jack Kelsey, and then to the Board of Supervisors according to 17-311 of the Water Protection Ordinance. First, your request provided no justification, or even any statement as to why this development should be granted a detention waiver. We tried to evaluate the plans submitted on their own merits. 9/24/2004 Page 3 of 4 Second, under item 17-317G.2, of the Water Protection Ordinance, it must be demonstrable that the"application of the requirements of this article would cause damage to the environment to an extent which exceeds the benefits of the strict application of all the requirements of this article;" After examining your plan and discussing it with other staff members, I felt that providing detention would not be damaging, or especially difficult, since the proposed biofilter/basin/silt-trap conversion is already proposed to capture runoff from the entire roadway. It would not involve significantly more grading or disturbance. As to your discussion with Mark Chambers; he is away at a conference until Friday. It is unfortunate if he gave you the wrong impression, but I have not had the opportunity to discuss it with him yet. I will when he returns. I can tell you that each of these waivers is examined for its unique circumstance. For example, these waivers have been granted in very close proximity to significant watercourses before, because the timing of peak flows does satisfy 17-317G.2, in that bad timing can give worse results (i.e. higher peaks). Usually, enhanced water quality measures are substituted. The proximity of your development to a major watercourse does not appear close enough to use this justification.
