Stormwater Management Narrative: Water Quantity: Pre -Construction Site Conditions: A drainage area totalling 7.15 acres flows through the point of interest before entering the Rivanna River. This flow is a mix of on -site and off -site drainage. The majority of off -site drainage flowing through the point of interest totals 5.42 acres and contains a mix of forested site condition and roadway drainage. The majority of off -site drainage conveys across Rio Mills Road onto VDOT maintained Right -of -Way via a 24" concrete pipe. This Right -of -Way is located adjacent to the project site. The off -site drainage then converges with other off -site overland flow with a drainage area totalling 0.56 acres. All of this off -site drainage then enters an existing drainage ditch that runs along the length of the Right -of -Way property before entering a 30" concrete pipe and ultimately the Rivanna River. On -site drainage totalling 0.39 acres converges with the off -site drainage, described above, prior to conveying through a 30" concrete pipe located within the U.S. Route 29 Right -of -Way. This drainage then enters the Rivanna River. The remaining on -site surface drainage within the project area conveys via overland sheet flow directly into the Rivanna River located on the southern portion of the property. This drainage area is 0.93 acres in total and includes 0.24 acres of impervious surface from a combination of road drainage and an existing gravel parking lot. Post -Construction Site Conditions: Post -construction off -site drainage flows are similar to pre -construction flow patterns and will remain unchanged with this site plan. A proposed new drainage ditch along the eastern edge of the project conveys stormwater from a portion of the existing Rio Mills roadway, a portion of the proposed gravel road, and on -site overland flow to the point where it converges with off -site drainage. Once the flows converge, they convey through the existing 30" concrete pipe located within the Right -of -Way. A drainage area totalling 0.73 acres of mixed pervious and impervious surface will flow through the proposed drainage ditch. The proposed drainage ditch will widen and contain two river rock check dams as shown on the plan to slow down and settle stormwater prior to exiting the site. DA 2: Pre -Construction Total DA = 16,821 sf = 0.39 ac Impervious = 4,188 sf = 0.10 ac Pervious = 12,633 sf = 0.29 ac CN=76 Tc = 5 min. Method of Analysis: The point of interest for our analysis was chosen as the point where all drainage areas from the project will converge. This point allows for the quantification of stormwater exiting the biofilter and the water exiting the existing 30" concrete pipe. This is the point where all off -site and on -site drainage will converge prior to entering the Rivanna River. Adjacent property information and VDOT US Route 29 road plan As -Built documents were utilized to develop the limits of the off -site drainage that enters the existing 30" concrete pipe. Pre -construction and post -construction flows were modeled using HydroCAD software to demonstrate that this project meets energy balance and state regulations. The modelling software projected flow rates were then analyzed to confirm that energy balance requirements will be achieved with the proposed site improvements. Summary: Pre -construction peak flows were calculated to be 5.61 cfs at the point of interest. The energy balance equation allows for a post -construction maximum allowable flow rate of 5.25 cfs. The proposed plan achieves a peak flow rate of 5.18 cfs in the post -construction condition. Stormwater Management Narrative: Water Quality: Pre -Construction Site Conditions: There are no existing Stormwater quality measures located on -site. Post -Construction Site Conditions: A biofilter will be constructed to treat and improve on -site Stormwater runoff prior to entering the Rivanna River. The biofilter will offset the impact of all proposed site improvements via nutrient removal. The drainage area entering the biofilter totals 0.59 acres and is a mix of impervious and pervious surfaces. The biofilter will be located within the gravel parking lot circulation driveway. The proposed level 2 biofilter has a surface area of 800 sf. Stormwater flowing into the biofilter will convey through a check dam then through a pre-treatment cell prior to entering the biofilter. Method of Analysis: Impervious and pervious surfaces for pre -construction and post -construction site conditions were quanitfied and entered into the DEQ VRRM spreadsheet. This allowed us to ensure that state required stormwater quality benchmarks were being met with the proposed site improvements. Summary: A proposed biofilter will be utilized to meet water quality requirements and to satisfy VSMP regulations under Part II B, Water Quality (9VAC25-870-65). The DEQ VRRM spreadsheet summary can be found on sheet C-401 of the plan set. The proposed biofilter is designed to remove 0.76 Ib/yr of total phosporus nutrient loads. This exceeds the minimum required amount of minimal TP removal by 0.06 lb/yr.
