Chick-fil-A proposes to construct a restaurant with drive-thru service at the site of the previous Aunt Sarah's Pancakes, 1626 Richmond Rd. The project proposes to add a 4th leg to the existing signalized intersection of Rt.250 with State Farm Blvd.that will connect to a mad behind the site that will he constricted to provide parcel interconnectivity between the sites to the north and south of the CFA site. The building for this site is located between Rt.250 and the parking lot. The drive thru lanes will be between the building and Rt.250. Due to the slope of the existing parcel from back to front,the front lawn/landscaped area of the site will be sloped from 1:4 to 1:3 up to a retaining 2'tall retaining wall along the private N.Pantops Road and Richmond Road frontage.The retaining wall along the proposed extension of State Farm Boulevard to the north will have a retaining wall that varies in height from 2.5'to 9'back down to 0'tall in a distance of about 150'from the front to the back of the site.The view from the roadway of the vehicles in the drive-thru lanes will be screened from visibility with a combination of landscaping,wall and green screens. The specific ARB preliminary review comments have been addressed as follows: 1. The parapet wall has been modified to show a prefinished metal cornice along with a prefinished coping cap to further match the aesthetic language of the building. Please see the updated exterior renderings and elevations as well as the blown up detail 3 on sheet A2.1 for more information. 2. Please see the drawings provided by Unistructures that details the drive-thru canopies and their end supports.The end supports are steel posts with steel cross supports. Please see the updated landscape plan for the green screen plant selection. 3. 3.The mechanical room door on the north elevation has been fitted with an acid etched (frosted)glass panel.Also,the electrical panel doors and other service related equipment will be painted to match the brick. Based on the site section,the view of the utility area will be limited. 4. The following note has been added to the hard line exterior elevations: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. The dumpster enclosure details have been included in the submittal. Please see sheet A3.5. 6. The frosted glass is indicated as G31 on the exterior elevations, sheets A2.1 and 2.2.The reflectance values for the window glass are also noted on the exterior elevations.They are as follows: Non-operable Windows- Operable Windows/Doors- Outdoor Reflectance: 10% Outdoor Reflectance: 8% Indoor Reflectance: 11% Indoor Reflectance: 8% Noe ',awe 7. - 11. & 13.—17. & 19. Site has now been designed to slope from the front of the site up to the base of the retaining Wall to decrease the exposed retaining wall height to 2' along the Richmond Road frontage. See the Grading Plan, Sheet C-2. 20. See Grading Plan,Sheet C-2. 21. A brochure has been provided indicating the material, appearance and the color pattern (James River, blended shades of brown). Entrance Corridor guidelines request parking to be relegated to the rear of the lot behind the building when traveling west from 1-64. The intent of this requirement is to minimize visibility of vehicles from view of the traveling public along the Entrance Corridor. The building site will be elevated approximately 15 feet above the elevation of Rt. 250 via a retaining wall. The retaining wall will be located 65 feet to 80 feet back from the Rt. 250 curb line. This green area will be enhanced with trees, plant materials and turf in front of the wall. The combination of site elevation and landscaping will shield vehicle activity on the site from the traveling public. The wall and building will be of neutral earth tone colors that will blend with the neutral brick colors of adjacent buildings fronting Rt. 250.
