My training thus far has been very much learning as I go so it is helpful to know how your review of site plans works in general. FYI I just spoke with the applicant for Avemore, Rob Umburger, and he said he was told by Michael in your office that the plans were approved. He could have misunderstood, but I told him I would need something in writing so he may be calling over there soon. Once I do have your approval,do you require any signed copies of the site plan? Rachel From: Alex Morrison [mailto:amorrisonCa�serviceauthority.orq] Sent: Friday, May 30, 2014 11:19 AM To: Rachel Falkenstein Subject: RE: SDP201400027 Avemore Phase III Rachel, Thank you for checking in.Sorry if this response is long winded, but I do not think you have been through this process with us before so I want to make sure I explain it clearly.When a preliminary site plan is distributed to me I make a determination if the final (or major minor at the time of the submission) requires a utility construction review by the 1 ACSA, or if I will comment solely through the county on the final site plan. If the pi shows just connections to the system then I will comment on the final through the county and approve it once my comments are addressed. If they are proposing any changes to public infrastructure (new sewer, water,fire hydrant,etc.)then I will require 3 sets of utility drawings for review when they submit the final. During this process my comments on the final will be that utility drawings are under review by the ACSA. Once the ACSA gives construction approval on the utility drawings I will recommend approval of the final site plan through the county. Sometimes this will hold up the approval of the final site plan because they have to go through dedication or other requirements to obtain construction approval.The reason we do our own separate review is so we can ensure the utilities proposed are in compliance with our construction specifications.This also allows us to have approved utility plans on file(followed by as-built after the project)that expire after 18 months.We use 18 months so we can address required plan changes based on overall system changes since the time of the original approval. With that said, the above referenced plans are currently under utility construction review by the ACSA.
