It appears several proposed building sites contain critical slopes. a. A building site shall be composed of a contiguous area of land and may not contain any area of land that is: (i) in critical or preserved slopes; (ti) within the flood hazard overlay district; (iii) under water during normal hydrological conditions; (iv) within 200 horizontal feet of the 100 year flood plain of any public water supply reservoir; and (v) within a stream buffer under chapter 17 of the Code, provided that nothing contained herein shall be deemed to prohibit or impair the program authority from exercising its discretion as authorized in chapter 17. Comment addressed. 2. [14-302(A)(9), 18-4.2.21 Revise the plat so that all proposed drainfields are on the same lot as the accompanying building site. Several proposed lots show drainfields that cross property lines. Comment addressedyendin¢ VDH approval. 3. [14-302(A)(9), 18-4.2.31 It appears that critical slopes disturbance will be required to access Lot 17. Revise the location of this lot or provide additional information to the satisfaction of the county engineer that no reasonable alternative exists. Comment addressed. 4. Revise the title to include a placeholder for the final plat application number and a reference to preliminary plat application number SUB202200057. Comment addressed. N/A 5. [14-302(B)(5)] Revise the Zoning note on Sheet 1. The two applicable Overlay Districts are the Flood Hazard Overlay and the Entrance Corridor Overlay. There are Critical Slopes on the property, but Critical Slopes is not an Overlay District. Comment addressed. 6. [14-302(B)(7)] Revise the Watershed note on Sheet 1. The subject property is within the Stockton Creek Water Supply Watershed. Comment addressed. 7. [14-302(A)(4)(5)] Show the location and dimensions of all existing and proposed easements. Existing easements shall be labeled with the recorded instrument number. For example, it appears there are utility lines shown without their easement information. Comment addressed. 8. [General Comment] Road plan approval will be required prior to final plat approval. Comment stands. 9. [General Comment] Final plat must demonstrate compliance with all applicable Subdivision Ordinance requirements prior to approval. This includes all applicable Sections of 14-303, 14-302 through 14-312, 14- 314, 14-316, 14-317, 14-318, and 14-400 through 14-441. Comment stands. 10. [14-303 (A)] On the final plat, please add a statement of consent to division as follows: "The platting or dedication of the following described land [insert a correct description of the land subdivided] is with the free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any." Comment addressed. 11. [14-303 (0)] On the first sheet, add signature panels for each owner and for the agent or their designee. The signature panel for the owner shall be located immediately below the statement required by Section 14-303 (A). Comment stands. 12. [14-303 (P)] Add notary panels for the notary to acknowledge the signature of the owner. Comment stands. 13. [14-309 & 14-3101 Soil evaluations & Health director approval of septic systems. Please provide the soils evaluations for the proposed lots to be reviewed by the Health Department. Health Director approval is required prior to final plat approval. Comment stands. 14. Show all applicable critical slopes. See Engineering comments below. Engineering provided no additional comment on this. Final plat review comments 15. [General Comment] County records show a balance of $52.04 is owed. This fee will need to be paid prior to final plat approval. Comment addressed. 16. [14-302 (B)(1)] Please add a date of last revision. Comment addressed. 17. [14-303(L)] New public stormwater facility and drainage easements will require a deed of dedication to be recorded with the plat. Once all revisions to the plat have been made, staff from the Engineering Division will draft the deeds and transmit them to the applicant. When the plat is ready to be submitted to the County for signature/approval, signed hard copies of the deeds will also need to be submitted so that the County Executive and County Attorney can sign them. Please contact Engineering Division staff directly if you have further questions. Comment stands. 18. [14-303(N)] Please include the follow statement pertaining to private improvements: "Unless specifically denoted as public, the streets and other required improvements in this subdivision are private in nature and will not be maintained by either the Virginia Department of Transportation or any other public agency. The maintenance thereof is the mutual obligation of the affected lot owners. Failure to maintain the improvements in substantially the same condition as originally approved by the County may constitute a violation of County ordinance(s)." Comment addressed. Show public drainage easement near entrance off or route 803. Refer to SUB and WPO plans. 2. A deed for all proposed public drainage and stormwater easements will need to be recorded with the plat. Engineering will draft the deeds once all revisions to the plat have been addressed. Deeds will be sent to the applicant when ready. Approved road plans meeting SSAR, and in compliance with the VDOT Road Design Manual are required prior to final plat approval. 2. Inconsistencies with right of way dedication will need to be addressed. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
