Main Street Suite M Charlottesville, Virginia 22902 RE: SDP-2014-004 Out of Bounds- Initial Site plan Mr. Shimp: The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site plan. This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. An Erosion and Sediment Control Permit may be issued after the following approvals are received: 1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the Code. 3. Approval of all easements for facilities for stormwater management and drainage control. 4. Approval of a mitigation plan for the disturbance of Water Protection Ordinance buffers. 5. Submittal of a tree conservation checklist. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,500. Please submit final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. The final site plan will not be approved until the following conditions are met: The Department of Community Development shall not accept submittal of the final site plan for 2 signature until tentative approvals for the following conditions have been obtained: Planning Division Approval of (2 copies): 1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. 2. A landscape plan meeting the requirements of section 32.7.9 of Chapter 18 of the Code, including a tree conservation checklist. 3. [32.5.2(b)] Include parking calculations, amount required and provided, for all blocks to confirm enough parking is being provided for all units. 4. [32.5.2 (c)] If phasing is planned, show phase lines on the plan. 5. [32.5.2 (i)] Provide street names for all proposed streets for approval from E911. 6. [32.5.2 (m)] Show the maximum building footprint, include roof overhangs, not just the first floor footprint. This is needed to verify setbacks. 7. [32.5.2(m)] Label all sidewalks, width and material. 8. [32.5.2(n)] Will each unit have individual trash containers, or will dumpsters be provided? Indicate with a notation on the plan. 9. [32.7.9] It appears that there are a number of utilities within the planting strip that will prohibit the planting of street trees. Street trees must be provided, and adjustments to the utilities may need to occur. Please contact Megan Yaniglos at 296-5832 if you have questions or require additional information. Engineering Division Approval of (1 copy of site plan; WPO plan number stated in application): 1. An Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle 2. A Stormwater Management Plan meeting the requirements of Chapter 17 of the Code. 3. All easements for facilities for stormwater management and drainage control. 4. A mitigation plan for the disturbance of Water Protection Ordinance buffers. 5. Road plans. 6. See attached comments for conditions of approval for the initial site plan, and for final site plan comments. ACSA approval to include (3 copies): The applicant should submit 3 copies of construction drawings along with water and sewer data sheets to the ACSA (Attn: Jeremy Lynn, PE). The ACSA has determined certain items that will be evaluated during the construction review that the applicant should be aware of: 1. The FHA locations will be evaluated based on fire and rescues comments. 2. A secondary waterline connection in the intersection of Westminster and Bennigton. 3. A relocation of the proposed waterline connection in Barracks Road to avoid work in the intersection. The applicant should change the name of "Georgetown Road Extension" to "Georgetown Road" and "Bennington Road Ext." to "S. Bennington Road". Please contact this office with a list of three (3) road name options for "Road A" and "Road B" for approval before final plans are 3 submitted. Please contact Andrew Slack at 296-5832 if you have questions or require additional information. Fire & Rescue approval to include (1 copy): 1. Must comply with the Virginia Statewide Fire Prevention Code. Final approval is subject to field inspection and verification. 2. Relocate the fire Hydrants to the north corner of each intersection with Georgetown Road. Please contact Robbie Gilmer at 296-5833 if you have questions or require additional information. ARB approval to include (1 copy): 1. See ARB staff report for comments. Please contact Margaret Malisewski at 296-5832 if you have questions or require additional information. VDOT approval to include (2 copies): 1. CG-6 should be used on Bennington Road and on the entirety of Georgetown Road rather than CG-2. 2. Road “A” needs to be labeled as a private road. 3. There needs to be an adequate turn around for Georgetown Road that is entirely within dedicated right-of-way. Using Road “B” as a turn around will not be acceptable. 4. The storm sewer from ST-3 to ST-2 to ST-1 needs to be revised so that the Georgetown Road crossings are perpendicular. We would suggest a new structure being located on the west side of Georgetown Road connecting ST-3 to ST-1. ST-2 could be shifted to the north so that its connection with ST-1 would be perpendicular. 5. A crosswalk and CG-12 should be added for Georgetown Road near the intersection with Barracks Road to accommodate a potential sidewalk along Barracks Road to the east. 6. Is a crosswalk that does not connect to a sidewalk necessary at the intersection of Georgetown Road and Bennington Road? Also, a CG-12 should be provided on each end of the crosswalks. 7. Per Appendix B(1) of the Road Design Manual, there should be a minimum of a 3’ strip between the sidewalk on Bennington Road and the back of curb. If there is not a 3’ strip, the sidewalk should be 8’ wide. It may be necessary to place the sidewalk on the south side of Bennington Road to meet this requirement if the existing tree shown in the plan cannot be removed. 8. The T-type turnarounds should be a minimum of 60’ long in each direction measured from the centerline of Bennington Road and a minimum of 20’ in width. In addition, the radii should be a minimum of 28’. 9. ST-14 should be located on the west side of Georgetown Road instead of at the terminus as shown. 10. The on-street parking on Georgetown Road conflicts with the sight lines for Road “A”, Bennington Road, and Road “B”. An alternative design is necessary to ensure that sight distance is not impacted at each of these intersections. 11. The storm sewer crossing of Georgetown Road between ST-11 and ST-12 needs to be perpendicular. It appears that ST-11 could be shifted to the south to meet this requirement. 12. How is the proposed on-site storm sewer going to connect to the existing storm sewer at Barracks Road? Consideration to this connection should include a method that would not result with manhole structures in the paved surface. 4 13. I could not find a typical section for Bennington Road other than that for Bennington Road Extended. This typical section does not match the plan view for Bennington Road. 14. Pavement design calculations need to be provided for review. 15. Storm sewer calculations need to be provided for review. 16. The traffic signal design needs to be provided for review. 17. The intersection with Georgetown Road should be added to the profile for Bennington Road. 18. Street trees need to be located at least 30’ from the end of radius at each intersection as shown in Appendix B(1) of the Road Design Manual. 19. Additional design needs to be provided for the Barracks Road improvements, including a Maintenance of Traffic Plan (MOT) for the work to be performed.
