Site Review Comments - Briarwood Phase III Preliminary Site Plan September 5 , 1991 Page 2 No plan/plat will be scheduled for Planning Commission review until all necessary information and items marked with ** on the comments are submitted, in a form satisfactory to the Director of Planning and Community Development. Provided that you meet the stated deadline for revisions, and the revisions are satisfactory, your plan/plat will be heard by the Planning Commission on October 8, 1991, 7: 00 p.m. , Meeting Room #7, Second Floor, County Office Building, 401 McIntire Road. THE APPLICANT OR A REPRESENTATIVE MUST BE PRESENT AT THE PLANNING COMMISSION MEETING. The Planning Commission will not review plans/plats which occasion sight distance, grading, or other easements (excluding those for public utilities) , without evidence from the developer that permission is obtainable. This evidence must be submitted by the revision deadline for this item to proceed to the Planning Commission at the above-noted date. In such case in which the developer does not revise the plan to include recommendations of the committee, the developer shall submit in writing to the agent by the revision date a statement as to the reasons and justification for not incorporating such recommendations in the revised plan. RET/mem cc: Tom Muncaster SITE REVIEW COMMENTS - BRIARWOOD PHASE III PRELIMINARY SITE PLAN The following revisions must be made in order for this plat to be scheduled for Planning Commission review: ** 1 . As we discussed at the Site Review meeting two conditions of zoning approval will greatly impact the plan. Due to the fact that substantial revisions are anticipated, the Planning Department comments will outline only the two major issues of the review rather than details of the plan drawing itself. ** 2. Condition 4 of ZMA-79-32 states, "All roads shall be designed and constructed to Virginia Department of Highways and Transportation specifications and dedicated for acceptance into the State Secondary Road System" . The proposed roads to access the individual lots for the townhouses constitute private roads. Staff met with the Virginia Department of Transportation to determine if there was any public road alternatives which would allow a similar townhouse configuration but it appears restrictions for driveway separation will not allow such a proposal. To utilize private roads, the original zoning approval would have to be amended. ** 3 . Critical slopes are not shown. It appears there may be some areas of slopes greater than 25% specifically on the rear of the lots on either side of Bluejay Way. Condition 5 of ZMA-79-32 states, "No grading or construction on slope of 25% or greater except as is necessary for road construction as approved by the County Engineer. Any lot which is unbuildable due to slope shall be combined with a buildable lot and/or added to common open space subject to Planning Commission approval. • ** 4. As we discussed on the telephone after the Site Review meeting, I would be happy to discuss with you any issues or alternatives available for this plan including plan design revisions, subphasing for the two areas shown on the plan, and amending the zoning. Please consider preparing an updated and/or revised application plan for the whole Briarwood development indicating the status of proposal for duplex lots, townhouse locations, road construction, recreation areas and the like. Staff views this as an opportunity to better organize the reviews and submittals of this application and to get the development in a more positive posture for all involved including residents, County staff, review boards as well as the developer. Moore's Lumber Major Site Plan Amendment, Route 250 E. - The Department recommends closing the proposed 40' CG-13 entrance and accessing the site from the two existing entrances. 2. Keswick Sewage Treatment Plant Preliminary Site Plan, Route 731 - No grading is permitted within the limited access area of Interstate 64. A minimum of 350' of sight distance is necessary at the entrance onto Country Club Drive. An adequate commercial entrance will be necessary. 3. McDonalds Preliminary Site Plan, Route 20 N. - Comments as stated in VDOT's Special Use Permits and Rezonings letter dated August 23, 1991 (SP-91-42) still apply. The Department will need to review drainage calculations. 4. Briarwood Phase III Preliminary Site Plan, Route 1575 - Parking bays are not permissible on State maintained roadways. No private entrance, commercial entrance, nor any street intersections should begin within a connecting street intersection radius. Adequate sight distance will be required at all connections. Bluejay Way will require a 350' sight easement in each direction and some grading will be necessary to obtain these. The Department will need to review any road and drainage plans where revisions to the approved set have occurred. It appears that the proposed additional seven (7) dwelling units will increase traffic, therefore pavement design revisions may be necessary. The Manteo soil is found on ridges and steeper slopes . This soil is very shallow to rock, 10- 20 inches . The Chewacla and Lignum soils are found near streams and are subject to flooding. They are also somewhat poorly drained. The Cullen, Sedowee, Glenelg and Pacolet soils are deep and well drained; however, they are very erosive.. The Louisburg soil is shallow to hard rock and very erosive. There is also some Lignum Loam located in flat areas not subject to flooding. The Manteo soil is very shallow to rock (10-20 inches) .
