Once the E&SC and SWM bond has been posted, you may contact the Department of Community Development to
arrange a pre-construction meeting with a County Erosion & Sediment Control Inspector. Should the County Inspector
find the limits of disturbance increased or the need for additional control measures required to protect the site, additional
fees will be required.

ENGINEERING APPROVAL INFORMATION
Plan approval is not a guarantee that your plan is free of errors or omissions. The county makes
every effort to assure compliance with County Ordinances, but this does not mean that
engineering staff has checked all design computations or otherwise performed a quality control
service. Please be aware that should errors or omissions come to light at a later time, it may
affect this approval and the status of plans or permits.
Erosion & Sediment Control Plans
Plan approvals last for 1 year. If the project has not been bonded and received a grading permit within 1
year,the plan approval expires, and a new application submittal will be required to obtain a grading
permit. [17-204.G]
A grading permit is required prior to start of construction.
A bond for erosion and sediment control is required prior to a grading permit being issued. This bond
must be requested using the county form,which must be signed by the current owner. It must list all
current parcels affected, and contain signatures from all parcels on which construction is to occur or
easements are required. (Alternatively,recorded and signed easements allowing construction or permanent
easement reservations on off-site parcels can be provided instead. They must allow the county to construct
improvements or cleanup if bonds are called.)County engineering staff will prepare a bond estimate. The
required bond agreement will also be prepared by county staff and must be executed by the owner, and
signed by the County Engineer and the County Attorney. All bond forms and instructions can be found at

A permit and inspection fee is required prior to the grading permit being issued. This is collected when
the bond is posted and prior to the pre-construction meeting. It is currently$100 per disturbed acre or
portion thereof, and is a minimum $200. It is required to be renewed annually. If portions of the project
are finished,the fee and disturbed acreage can be reduced by completing the form available on the county
website referenced above, and having a confirmation inspection by the county prior to the annual renewal.
Should the County Inspector find the limits of disturbance increased or the need for additional control
measures required to protect the site, additional fees will be required.
In order to obtain release of your erosion and sediment control bond after completion of construction, a

bond inspection request form must be submitted to the county. The county inspector will conduct a final
inspection and release the bond, or provide a list of items needing correction. Bonds cannot be released
until the site is permanently stabilized and until all improvements are completed sufficiently to allow bond
release, including any stormwater management, roads,buildings,parking, and other required
infrastructure.
A pre-construction meeting is required with your contractor and the county inspector assigned to your
project prior to a grading permit being issued. After the bond has been posted, and permit and inspection
fee paid,please contact the Department of Community Development to arrange a pre-construction meeting
with a county inspector.
Stormwater Management Plans
A bond for stormwater management facilities is required prior to a grading permit being issued. This is
executed concurrently with the erosion and sediment control bond as outlined above. As stated previously,
signatures for all affected parcels, or easements,must be provided. The bond estimate must be requested
on the county form, and will be computed by county engineering staff.
A $60 fee is required for bond release or bond reduction inspections. To request a bond inspection,please
use the bond inspection request form referenced above.
Road Plans
Roads must be completed or bonded prior to subdivided property being platted and recorded.
Public and private road construction must follow the procedures for acceptance, available on the county
website at http://www.albemarle.org/deptforms.asp?department=cdengwpo. There are criteria for
construction inspections, as-built plans, and for bond reductions or releases. Please be aware that
appropriate inspections should be conducted by a third party at each stage of construction and all tests and
inspections documented for acceptance.
Where bonds are to be posted for subdivision infrastructure in order to approve plats, a bond estimate
must be requested using the county form,which must be signed by the current owner. It must list all
current parcels affected, and contain signatures from all parcels on which construction is to occur or where
easements are required. (Alternatively,recorded and signed easements allowing construction or permanent
easement reservations on off-site parcels can be provided instead. Easements must allow the county to

request form and the bond inspection request form($250). Requests must be accompanied by construction
inspection and as-built information as listed in the procedures referenced above. Forms are at

Please note that VDOT approvals will be required for bond reductions on public road projects. Written
documentation is necessary for VDOT acceptance of improvements to be eliminated from the bond, and
there must be some assurance that accepted improvements will not deteriorate before final acceptance.
Bonds are required to be posted at the amount computed from approved plans. If work has occurred prior
to posting the bond, and a reduction is sought before the bond is initially posted,this will be processed as a
bond reduction. The appropriate inspection and as-built documentation,together with VDOT approvals if
appropriate,will be required with a bond reduction request.
A Schedule of Completion is required for all subdivision bonds. This should contain a reasonable timeline
for completion. For larger projects that may take more than a few years,a detailed schedule of various
phases or parts of the project should be provided explaining the anticipated times to completion. The
schedule of completion form can be found at the bond forms webpage referenced above.
Street name signs need to follow the Road Naming and Property Numbering Ordinance and Manual at

base,metal post, extruded sign plates,reflective materials of the proper type and color, a sign plate for
each street in the intersection, and proper placement of the posts.
Please allow time for the processing of bonds and agreements. Staff tries to get to these items quickly,but
cannot guarantee a turnaround time within the week, especially if the standard forms and agreements have
been altered, or if signatures and property ownership are difficult to verify.
All bonds will be held until all improvements are completed. Public roads must be accepted by VDOT
prior to bond release. Subdivision bonds may contain items beyond roads, such as walkways, paths,
plantings, etc. All items will need to be completely satisfactorily prior to bond release.
